Ever shriking sphere of weather modification

Now the Russians have planted long range bombers in Venezuela and current talks are with Cuba. During the late fall in 2003 the USAF had to modify the weather over Columbia to prevent a strong freeze across the Eastern and Central US. Now the Russians are in the USAF's backyard for direct weather modification and are flexing their muscles. Should be an interesting one this winter...
