Spraying Salt Water Into The Sky?

Okay I saw a program last night 'Green Planet' or maybe the channel is called that. Anyway, it was about geoengineering and reflecting the sun away from the earth. Their plan was to put 1600 tug type boats in the ocean and spray salt water into the sky....the program was about the scientists etc. making it work.
Okay was it April 1st yesterday, cos' it sure feels like it.
A couple of weeks ago I saw that they are also experimenting with putting long tubes into the sky and shooting sulfur dioxide into it.... huh?
