1981 Chemtrail? NOAA Photo

This is an interesting photo I found at the NOAA Photo Library website from the National Weather Service archive. It was taken in February of 1981 and the description reads "Glorious sunrise with a bizarre contrail". http://www.photolib.noaa.gov/historic/nws/wea00187.htm
