The last paragraph is the most significant.
..."Now (the military) it is also facing opposition from conservationists fighting deployment of a revolutionary sonar system designed to detect new “quiet” submarines. The system can confuse or kill large whales and other noise-sensitive marine mammals."
They can't deny the evidence that marine life is harmed, so now they just want a special exemption, "arguing that the restrictions seriously hamper military readiness and training after the Sept. 11 terrorist attacks."

So, do the terrorists have large submarines now? I doubt that very much.
They are so caught up in their dreams of war.
