Interesting terminology in Canadian news report - Greenland

Today there was a story originating from the CBC on the rate of ice melt on Greenland's glaciers.

The report talks about the estimated level of sea-level rise may be lower than thought. What is particularly interesting about the story however is this comment from a scientist at Britain's Cambridge University:
"Increasing the amount of snowfall in Greenland is the only way to stem the loss of ice, Dowdeswell said."
What I thought was interesting was that this was put forth in terms of a "command" or an "order" rather than simply stating:
"The only way to stem the loss of ice in Greenland would be an increased amount of snowfall".
His statement was originally written comes across as a suggestion for those in charge of the weather. Hmmm. Food for thought. Perhaps I'm reading too much into it, but I thought it was notable.
