Dear Representative (or Senator):
I am a representative of a nationwide and worldwide educational movement to ban space-based weapons, Regardless of our different perspectives, we have risen above them in solidarity in order to achieve a ban on space-based weapons in 2002. It is my honor to inform you that H.R. 3616, the Space Preservation Act or 2002, introduced by Congressman Dennis Kucinich (D-OH), is ready for co-sponsors. A Senate Bill will soon follow. The compatible Space Preservation Treaty, now circulating, will be signed by nation-state leaders. This legislation and treaty will be passed into US national and world law. I request that you send your position regarding the ban on space-based weapons to the address below. Your response will be posted on www.peaceinspace.com, and then you will be invited to WITS, the World Interactive Treaty Signing Event.

H.R. 3616 is a Bill to “preserve the cooperative, peaceful uses of space for the benefit of all humankind by prohibiting the basing of weapons in space and the use of weapons to destroy or damage objects n space that are in orbit, and for other purposes.” It requires the U.S. President to “immediately order the termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States.” The Treaty and the legislation will “implement a ban on space-based weapons, implement a ban on the use of weapons to destroy or damage objects in space, and immediately order the permanent termination of research and development, manufacturing, production, and deployment of space-based weapons in such State Party.” The Treaty and the legislation do not prohibit funds for activities including “space exploration, space research and development, testing, manufacturing, or production that is not related to space-based weapons or systems, or civil, commercial or defense activities (including communication, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.”
The Treaty will implement a world space peacekeeping agency to verify and enforce the ban. This will lead to the establishment of a Department of Peace, proposed by Congressman Kucinich. The space-based weapons industry will be, Aikido style, transformed into a world cooperative civil, commercial and military space industry.
A new space economic stimulus package emerges with the ban on space-based weapons, that will replace the war economy. Safe and clean technologies, new products and services with an abundance of new jobs and training programs will be created as the war industry transforms into a space industry, and will be applied to solving urgent human and environmental problems. There will be a new kind of security system based on world cooperation in technology applications, information sharing, and in the enhancement of communication. In space, the military will continue to have a non-space-based weapons role in service to protect all on earth and in space.
Space-based weapons will not protect anyone or anything from suitcase bombs, biological or chemical weapons, or other weapons. They are destabilizing, dangerous, and too costly. Almost every country in the world opposes space-based weapons. It is time for the U.S. Congress to join the world.
It is the responsibility our generation, and of the U.S. Congress to ban all space-based weapons while we still can, to protect our sacred space, and to transform the space-based weapons industry into a cooperative world space industry that will provide an abundance of opportunities and vital benefits that will bring the world together, including adversaries. You as our congressional representative have the responsibility, you have the RESPONSIBILITY to ban such weapons and to heal the suffering and to finally halt the endless round of violence. Our collective consciousness is awakening and we know it is time to end the arms race BEFORE it escalates into space. That is why the fastest growing movement on earth is gathering to support his legislation and Treaty.

We are entering into the new space paradigm, a whole new way of thinking. The U.S. military industrial university lab intelligence complex is mandated to move into space to seize the high ground to “control and dominate” earth and space from space. This is the old paradigm. In the new paradigm, we stop the R&D of space-based weapons, and instead of space-based weapons and battle stations, we will continue R&D to explore space and build space habitats, schools, hotels and resorts, farms, industries, universities and labs, space elevators and hospitals…with craft to travel the universes to learn more about who we are. At this moment, we have a choice, but not for long.
You know that this legislation does something that can only be accomplished at this time: it bans all space-based weapons once and for all time. This is the one time in history when this can be achieved. It is time to rise above our differences, accept our responsibility, and preserve a weapons free space frontier while we are still able. This is in the best interests of your constituents and of all on earth. This is your time in history to make this decision. Thank you.

Date: February 14, 2002
Dear Prime Minister (or President):
I am writing to formally request that you sign the Space Preservation Treaty. There are only a few months remaining before the Anti-Ballistic Missile (ABM) Treaty will be abrogated by the U.S. Administration on June 13, 2002. At that time, there will be a legal void and no effective international barriers to the weaponization of space. This Space Preservation Treaty will replace the ABM Treaty. And will be signed in a World Interactive Treaty Signing (WITS) event to which you will soon be invited.
The Treaty states that each nation-state "shall implement a ban on space-based weapons, implement a ban on the use of weapons to destroy or damage objects in space, and immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of such State Party." The World Treaty is compatible with H.R. 3616, the Space Preservation Act of 2002, introduced by U.S. Congressman Dennis Kucinich and a forthcoming Senator.
The Treaty and legislation allow for activities including "space exploration, space research and development, testing, manufacturing or deployment that is not related to space-based weapons, or civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that is not related to space-based weapons or systems." The Treaty creates a world space peacekeeping agency to monitor, verify and enforce the space-based weapons ban. The legislation calls for the U.S. President to "work toward negotiating, adopting, and implementing an international treaty banning space based weapons…" which, with the Space Preservation Treaty’s space peacekeeping agency, will provide a verifiable and feasible way to end the arms race before it escalates into space. The result will be the continuation and expansion of the cooperative world civil, commercial and military space program minus the mandate to weaponize space. The ban on space-based weapons will free the industry and stimulate a new space economy with profits, new jobs and training programs, with R&D of safe and clean technology, products and services that can be applied directly to solving urgent human and environmental problems. Security and defense systems will be built with the intention of enhancing communication and observation, to consciously apply technology, and to share vital information worldwide. Stopping the weaponization of outer space is the first step, but the vital step necessary so that we can transform the space-based weapons R&D programs and industries into cooperative world space R&D programs and industries that will cap the arms race and free all leaders to provide the greatest of benefits to all on earth.
A copy of the Space Preservation Treaty and the U.S. legislation is available on www.peaceinspace.com. The Treaty incorporates the wording of adopted U.N. space treaties and international proposals, and is compatible with the wording and purpose of U.S. H.R. 3616.
Nearly all nation-state leaders favor a ban on space-based weapons (General Assembly Resolution 55/32 of January 3, 2001). Canada, Russia, and China have called for a treaty banning space-based weapons. Canada first called for a space-based weapons ban in 1982 and again in 1998 and 1999. Russia on September 28, 2001 stated, "Russia invites the world community to start working out a comprehensive agreement on the non-deployment of weapons in outer space and on the non-use of force against space objects. As the first practical step in this direction, a moratorium could be declared on the deployment of weapons in outer space pending a relevant international agreement. Preventing the deployment of weapons in outer space forms an important part of the set of measures designed to ensure strategic stability." China introduced the prototype of a similar Space Preservation Treaty on June 6, 2001.
You and other sovereign nations can approve and sign a freestanding World Treaty now. You can register this Space Preservation Treaty with the U.N. as repository and form a world space peacekeeping agency to verify and enforce the ban and cap the arms race. We have only one time in history when we can get this ban on space-based weapons signed into law, before the U.S deploys such weapons. Deployment can take place under the guise of it being "MERELY testing." We have only a small window during the next short weeks in which the decision can be made. We believe that if you invite the world leaders to join you they will sign.
My letter is part of a worldwide educational initiative in which we, world citizens, are requesting you, and all nation-state leaders, to sign the Space Preservation Treaty. Please send your personal letter stating your intention, that you are willing to sign the Space Preservation Treaty. When your letter is received, you will be sent an official invitation to participate in the World Interactive Treaty Signing (WITS) event in May, which will be globally televised. Your response will be posted on www.peaceinspace.com. Time is of the essence. Thank you.

Step 3 - Personalize the Letter
Your purpose for writing should be stated in the first paragraph of the letter. Be courteous, to the point, and include key information, using examples to support your position. Address only one issue and, if possible, keep the letter to one page. Include brief personal information about yourself, i.e. age, occupation. Be emphatic about your concern and complimentary about his/her leadership. Be sure to use your full name and address, including 9-digit ZIP code.

Step 6 - Post your Response
When you recieve a reply, please fax your representative's letter to

Or, you may scan it and email it as an attached file to fax@peaceinspace.com. Take close note of how they answered your inquiry. Are they simply thanking you and saying that they will keep your views in mind or are they planning on taking a position. A precisely addressed follow-up regarding thier position on space-based weapons may be required.
Step 7 - Follow-up and Persist
Write a similar, but not identical, letter two weeks later, urging action, reminding them of the overwhelming evidence, testimony and critically important implications re: energy, environment and space usage; Several days later follow that with a phone call to the "Chief of Staff" politely requesting the status of their investigation into your issue. If you are then referred to a staff member, make friends with him/her. If further communication is indicated, always refer to that staff member "so it doesn't get overlooked". Thereafter, a letter to the Chief of Staff complimenting the junior staffer wouldn't hurt.
