Did HAARP turn on around 9am EST?

Does anyone know where I can find this information, if HAARP was turned on around 9am EST this morning? If anyone wants to convince me HAARP is being used to move the placement of precipitation in the tens of miles, this is your chance. |

Found this at the Alaska Haarp site.
It's a bunch of graphs showing what appears to be different monitoring activities.
I've no idea what they mean but it might be of some use to you.
Please let us all know if you find something.
