What makes you think you know they are not persistent contrails...they certainly appear to be behave identically to persistent contrails...
they look just like these contrails from 1983:

You no doubt believe that a "normal" contrail cannot look like that. However, 40 years of scientific research says that you are wrong. (why do you believe that by the way?)
You no doubt see the patterns in the embedded cirrus clouds as proof of nefarious intent....man-made....when in fact, it is quite possible...and indeed logical that it is a natural occurrence due to atmospheric conditions as has been observed for 1000s of years...such as these:

Of course, there is alway the fact that the presence of cirrus clouds means that the atmosphere is conducive to persistent contrails...
