USAF Incompetence + Russian Superiority in the meteorological field is causing that drought.

The weather patterns are such this spring and summer, that there will either be a severe drought across the Western US or a Severe drought across the Eastern and Central US. If I were Russia I'd want to create the drought across the Eastern and Central US, one could create another dust bowl and with the current global chaos, watch the Eastern European Countries fall into complete chaos. Bring in the Russian Military to quell the violence and take over as Central and Western Europe deals with historic floods this summer from meteorological incompetence by the USAF and NATO.

I have no faith in the USAF and their "meteorological brain trust" they couldn't beat a 5 y/o in a checkers tornament, so defending against meterological brain trust in Russia that are Chess Masters...shouldn't be considered a viable option.

whenever the US Govt and Military wants to pony up... they know where I'll be.

Hence I don't think we have to worry about the west from here on out.

It is the goal of the UN with their foundations and corporations to control all food, water, shelter, and natural resourses of any country. It is an old strategy couched in supposidly new technology to dominate the planet.
After all, the US taxpayers have been financing the UN for my whole life and before that with the League of Nations. There is no mystery, there are no longer any nations because all the UN ruling oligarchy who have ALWAYS been here as Aldous Huxley stated, and Presumably always will be here needed were those at the top of any nation; the military leaders, the polictical leaders, the academic leaders; the scientific leaders, the medical leaders and so forth - they will beat the drum of the ruling Elite, no matter what is dictated, no matter what is changed; black is white; new is old; true is false; whatever the mandate dictates, so mote it BEE.
After all, TO BEE OR NOT TO BEE THAT IS THE QUESTION. Are you with US or against US.

Droughts and floods, easy science the public doesn't comprehend. The USAF at the bottom may BELIEVE they work for the US, but that depends on who defines US, and it isn't you and me nor any schmuck at the bottom of the TOTEM POLE. Russia is not fighting the US. The average people in any country are not at war because war does not benefit the average person; but it DOES BENEFIT THE RULERS IN CONTROL, they make money no matter which way the wind blows because it always blows for those who rule. It it the FASCI, because you cannot break those who have bound themselves together through BLOOD and MARRIAGE.

I feel quite the contrary PAK. I feel that globlization died in 2006 as the price of oil skyrocketed during the summer of '06 towards $100/bbl. From 2006-2008 most of the growth was inflationary. I see lots of signs of protectism versus one world order taking place. I think 2010 is going to be an interesting year to see that really unfold as Russia launches it's new currency...

Globalization is hardly dead. In fact, the world is already global, just us at the bottom don't realize it yet. Everyone, including China is in debt to the central banks and the powerful families that own it. Our own CIA was started from the OSS to the CIA and it was the powerful families that ran it from the beginning and still do today, the Ford Foundation, the Carnegie Mellon, the Rockefeller Foundation to name a few. They worked hand in glove with the other intelligence agencies especially Britain. From 1947 to 1952 their budget went from 4 million to almost 90 million and it was UNCHECKED by anyone in Congress. (Today there is NO ACCOUNTING FOR THE CIA) Presidents turn a blind eye to this agency and always have. These people created the largest propaganda machine on the planet and their idea of democracy is very different from what you are taught. They believe in an elite "inteliigencia" running the US and the world who are above the laws they promote and get the people to comply too. These people make sure all the top people in every military step to their tune, not to mention media, entertainment, print, education and all political bodies. They allow competition and intrigue because they do love it. Many who have worked for them, who realize the truth have gone insane, been suicided, or died quickly.

Frank Wisner, who was in military intelligence during WWII, head of the OSS and eventually the CIA, was in charge of hiring the ex Nazi's from Germany, as quoted in the book, page 40 "Wisners practice of hiring Nazis did not stop when he took over OPC. Wisner brought in a whole load of fascists after the war, some really nasty people."

These same families and foundations control the United Nations and CHINA is their model country.

Although droughts have certainly occurred naturally in the past, today the reality is the weather is controlled centrally, the planet is gridded off and each section is controlled simultaneously. Food and water are precious to life and have ALWAYS been targetted when taking down a country. These same families own MONSANTO and the GMO seeds which they want us to eat, not good wholesome, naturally grown food. Devastaing California's crops by shutting off the water is so obviously a military tactic there's really no debate. On top of everything else, the economy going in the toilet, they will make good food scarce and very expensive in America, just as they are doing in other countries, like Africa.

Africa's food problem could have easily been solved years ago. Just one simple and inexpensive solution is to plant trees. The rain will follow naturally and the crops will grow. So simple and yet so out of reach. Meanwhile charitable organizations spend millions trying to feed starving little children, keeping them alive for one more day. No one asks these questions though. They just accept things the way they are.

You are so right sicntired. The same families that run the UN raped and pillaged Africa, stealing her natural resources. If money was the only thing needed to solve Africa's problems then there shouldn't be a problem. After all, Lord Jacob Rothchild alone is worth well over 500 trillion dollars (estimated wealth). It was a planned destruction of a continent and peoples in the Malthusian way. People think this cannot possibly happen in their countries, especially those of us in the West. We haven't studied history. It already is happening here, just slowly and more covertly, and we have been taught to look the other way by media and entertainment. After all, here in America we have allowed GMO foods to enter our food supply, without any justification, even though it has been PROVEN to be detrimental to our health, and there has been no mass rioting. Targeting the major food producing area in America with a drought is a key, especially when the UN has published papers on making South America the world's food supply region under UN control through the large agricultural corporations like ADM and Monsanto.

I have been noting the "high pressure system" pictures on the 11:00 evening news, that the weather forecasters claim keep the rains from falling. These "high pressure systems" are in the same locations where there has been intense chemtrail activity time after time.

SACRAMENTO — Gov. Arnold Schwarzenegger declared a state of emergency Friday after three years of below-average rain and snowfall in California, a step that urges urban water agencies to reduce water use by 20 percent.

Mandatory rationing is an option if that and other measures prove insufficient.

“This is a crisis, just as severe as an earthquake or raging wildfire, and we must treat it with the same urgency by upgrading California’s water infrastructure to ensure a clean and reliable water supply for our growing state,” he said in a statement.

In signing the emergency proclamation, Schwarzenegger said California faces its third year of drought and must prepare for more.

The drought has forced farmers to fallow their fields, put thousands of agricultural workers out of work and prompted conservation measures in cities throughout the state.

“This drought is having a devastating impact on our people, our communities, our economy and our environment, making today’s action absolutely necessary,” the governor said in his statement.

Three dry winters have left California’s state- and federally-operated reservoirs at their lowest levels since 1992.

Federal water managers announced last week that they would not deliver any water this year to thousands of California farms, although that could change if conditions improve. The state has said it probably would deliver just 15 percent of the water contractors have requested this year.

Last June, Schwarzenegger declared a statewide drought but stopped short of calling a state of emergency.

His 2008 executive order directed the state Department of Water Resources to speed water transfers to areas with the worst shortages and help local water districts with conservation efforts.

Worsening drought conditions prompted Schwarzenegger to follow last year’s action with a formal state of emergency, a step not taken by his predecessors during previous dry spells in the 1970s and 1990s.

The federal government also stepped in this week, creating a federal drought task force to help California.

Over the last few weeks, storms have helped bring the seasons’ rain totals to 87 percent of average, but the Sierra snowpack remains at 78 percent of normal for this time of year. State hydrologists say the snowpack must reach between 120 to 130 percent of normal to make up for the two previous dry winters and replenish California’s key reservoirs.

The state delivers water to more than 25 million Californians and more than 750,000 acres of farmland.

Low rain and snowfall hasn’t been the only culprit behind California’s water shortage.

Court decisions intended to protect threatened fish species have forced a significant cutback in pumping from the delta, the heart of the delivery system that conveys water from north to south.

Schwarzenegger, Democratic U.S. Sen. Dianne Feinstein, Republican lawmakers, farmers and water agencies have argued for years that California must upgrade its decades-old water supply and delivery system. That includes building new reservoirs and a canal that routes water around the delta.

Plans to do so have gone nowhere in the face of opposition from Democrats, who hold majorities in both houses of the Legislature, and environmentalists who say greater conservation, investment in water recycling and desalination plants are what’s needed.

“Relying on the same tools that rely on snowpack doesn’t make sense to us,” said Mindy McIntyre, water program manager at the Planning and Conservation League. “The direction they are going is the exact same path that led us to the crisis.”

Those who advocate a revamping of California’s water system say the persistent drought and the effects on cities and the agriculture industry should galvanize support for major improvements.

“The situation is extremely dire,” said Tim Quinn, executive director of the Association of California Water Agencies.

He said Schwarzenegger’s action on Friday “underscores the urgency of serving the long-term structural problems.”

Schwarzenegger’s emergency order leaves the door open for more severe restrictions later. Additional measures can include mandatory water rationing and water reductions if there is no improvement in water reserves and Californians fail to conserve on their own.

Jim Metropolis, a water specialist at Sierra Club California, said the state needs a public campaign encouraging conservation. “People need to be educated about how they use water and where water comes from,” he said.

The proclamation directs state agencies to provide assistance for affected communities and businesses, orders the Department of Water Resources to protect water quality supplies by installing temporary barriers in the Sacramento-San Joaquin Delta and calls for a statewide conservation campaign.

In Ventura County, there was little surprise at the governor’s action, although it has come sooner than most anticipated.

“This will most likely trigger water allocations by Metropolitan Water District and other providers,” said Eric Bergh, director of resources for the Calleguas Municipal Water District, the county’s largest provider of water, which gets its water from Metropolitan.

Bergh said that Metropolitan’s board could vote as early as next month to reduce its supplies to Calleguas and its other member agencies by 20 percent. Water district officials had been expecting a reduction on allocations but not before June.

He said the governor’s actions are the latest step in an ongoing downward spiral and that Californians are facing a dire situation as the state enters its third year of drought.

“We need a snowpack and we need the (Sacramento-San Joaquin River) Delta fixed,” Bergh said. “Until the environmentalists and Sacramento step up and make some changes, nothing is going to change.”

If Calleguas has its water supply reduced, Bergh said it will be up to each city and water retailer to decide how to react to that. Calleguas serves a region of more than 550,000 people in the cities of Oxnard, Camarillo, Moorpark, Simi Valley, Thousand Oaks and Port Hueneme and surrounding unincorporated areas.

In Thousand Oaks, city staff members are drawing up a system of tiered water rates that could be introduced this year pending City Council approval.

City staffers are also recommending that the council adopt the Metropolitan Water District’s model conservation ordinance. Current conservation measures in the city are voluntary.

Mike Solomon, general manager of the United Water Conservation District in Santa Paula, said the governor’s action was expected.

“It’s not a surprise. We’re already relying on reserves,” Solomon said. “We are looking at what our responses will be if the State Water Project can’t deliver enough water.”

“Within United’s district, we rely primarily on groundwater and right now it looks pretty good but if we don’t see more rain this winter we’re looking at more serious times,” he said.

“The City of Oxnard gets half its water from us and half from the state. If they can’t get enough water from the state, then it puts more demand on United.”

Chemtrails ingredients include polymers, highly moisture absorbent. That could easily cause drought. Silk fallout has been observed, photographed and analysis identifies the product as a high expansion polymer that would be capable of floating in the atmosphere for days. Called silk because it resembles a giant spiderweb covering the ground. That coupled with energy lensing capability to monkey with the jet steam can cause real trouble. The patent for creating a lens in the atmosphere already has a link on the site here somewhere.

I agree Richard, those polymers create a perpetual haze to the atmosphere, like looking through a veil. Scientific America had whole articles on nano polymer fibers, coating them with viruses (non harmful of course Rolling Eyes ), to make various coatings and other undisclosed uses for the MIC.

Obviously if the MIC could make it rain back in 1974, then the technology must be perfected today; you'd think the MIC would help the Southwest instead of purposely causing droughts and flooding by targeting specific areas. That is because food production is to be centralized primarilly in South America by the large corporations like ADM and MONSANTO - competition will be eliminated. (The Robber Barons hate competition) The debtor is obligated to the one who issues the credit, so who really owns the US MIC? The big boys are making it quite clear, we the people are BROKE, which means we can no longer afford our MIC. The winner takes it all, the loser never wins and the SOL-DIERS will serve those with the moolah. That is why we are being sprayed like bugs and weather is being used as a weapon. It's more covert and not as messy as a nuke. People will keep debating whether or not weather modification exits until they are long dead and gone; one cannot debate nukes; we all know they exit strictly for killing people.
