What is the oily stuff?

Yesterday, in Los Angeles, we had a chem-banner day. Around 4 PM, there was a vertical yellow-orange rainbow (only there was no rain and there was no bow as it stood like a straight rod). So what might this be? Are the metals and alkalis and polymers mixed in an oily medium of some kind?
I am working hard to catch up to all of you. Forgive this question if it is a repeat.
