N.C.'s eugenics record revealed
Report: State program ranked 3rd in number of sterilizations

WINSTON-SALEM - North Carolina had one of the nation's most aggressive and longest-running eugenics programs, sterilizing 7,600 people -- including 2,000 children -- between 1929 and 1974.
Copies of secret state documents, examined and reported by the Winston-Salem Journal, revealed the extent of the influence exerted by the Eugenics Board of North Carolina.
North Carolina ranks third in the nation in numbers of sterilizations done through the program, the newspaper report said.
Until recently, few details were known about how the Eugenics Board operated or the nature of cases it handled. The Winston-Salem Journal obtained thousands of documents copied 10 years ago by Johanna Schoen, an assistant professor at the University of Iowa.
Among the documents, the newspaper reported it found:
• More than 2,000 people 18 and younger were sterilized in many questionable cases, including a 10-year-old who was castrated.
• The program was racially balanced in the early years, but by the late 1960s more than 60 percent of those sterilized were black; 99 percent were women.
• Doctors performed sterilizations without authorization, and the Eugenics Board backdated approval.
• Major eugenics research at Wake Forest University was paid for by a patron who had a racial agenda that included a visit to a 1935 Nazi eugenics conference and extensive efforts to overturn key civil-rights legislation.
The Wake Forest University School of Medicine has begun investigating its role in the eugenics movement.
More than 30 states had sterilization programs, but North Carolina's expansion after 1945, when most other states had rejected the science, and its targeting of blacks made it different than most, experts say.
"That's quite astounding," said Steve Selden, professor at the University of Maryland and author of "Inheriting Shame: the Story of Eugenics & Racism in America."
The program was run by the state Eugenics Board, a panel of five people who usually decided cases within a few minutes.
Supporters of the eugenics movement claimed sterilization could eliminate mental illness, genetic defects and social ills.
"They don't want to hear how I feel, or what's going on in my mind. You're pregnant -- you need to get sterilization," said Nial Cox Ramirez, recalling her sterilization in 1965 after having a child out of wedlock. "And they had the nerve to tell me, `That's what's best for you.' "
Since Schoen obtained her copies of the records 10 years ago, the N.C. Office of History and Archives has denied other requests, and the records are officially closed to the public.
"I think the problem is that there are cases where sterilization was the solution -- but sterilization authorized by the Eugenics Board is never the solution," Schoen said.
California led the nation with more than 20,000 sterilizations; Virginia was second with about 8,000, and North Carolina third.
North Carolina's eugenics law, allowed three reasons for sterilization: epilepsy, sickness and feeble-mindedness.
But the board almost routinely approved sterilizations for reasons from promiscuity to homosexuality.

Wildlands and UNESCO's Man and the Biosphere Program

[This is the third in a series of five articles by Mr. Hindson, a Canadian citizen who is concerned about what has been happening in his country just as we are concerned about what is happening in ours. The fact that we see the same kinds of movements controlling the politics of both countries is no accident.]
In 1968 an International Biosphere Conference urged the United Nations Educational, Scientific and Cultural Organization (UNESCO) to establish a program that would manage the world's natural resources on a biosphere basis. UNESCO's program became known as Man and the Biosphere (MAB). A biosphere reserve or "eco-region" is a huge tract of land of several million hectares set aside for the exclusive preservation of nature--read natural resources. Over time human occupation and economic activity are gradually eliminated. While Canadians might participate in the management of these areas, policy is determined by UN treaty while Canadian sovereignty is severely eroded. Eventually private property is regulated out of existence. The economic benefactors include the non-governmental organizations (NGOs) who later participate in running the bio-region, unelected bureaucrats, academic sycophants and transnational resource cartels.
In a special 1992 edition of Wild Earth, plans were published for what the authors called "The Wildlands Project." According to an academic paper entitled Doomsday Every Day, Sustainable Development, Sustainable Tyranny, authored by Jacqueline Kasun, Professor Emeritus of Humboldt University in Arcata, California, Professor Herman Daly and a John Cobb, both in the employ of The World Bank first penned what was to be a global plan of environmental control through the creation of biosphere reserves. Often, credit for this program has been wrongly given to Dave Foreman, founder of the environmental terrorist group, Earth First!, Reed Noss editor of the journal "Conservation Biology" and Michael Soulé founder of the Society of Conservation Biologists.
In the October/November, 1996 issue of The Ottawa Times, an article entitled World Eco-Congress Suggests Depopulation restates the goal of Wildlands, "is to return at least half of North America to wilderness. . . " Reporting on Harvey Locke's presentation to the Eco-Congress, The Times said a map presented to Locke's audience indicated that "Calgary and Edmonton, [Alberta Canada,] fall within a buffer zone and would, therefore, have to be significantly depopulated and their industrial and technological activity severely regulated."
According to Wild Earth, an environmental magazine published by Foreman and his partners, "it exists to remind conservationists that . . all lands and waters should be left to the whims of Nature, not to the selfish desires of one species who chose for itself the misnomer, Homo Sapiens. Does The Wildlands Project advocate the end of industrial civilization? Most assuredly. Everything must go."
Within the bio-regions, most roads are to be torn up. [Ed. note: recall the roadless edict Clinton issued for much of our national forest area?] The land is to be returned to the state which existed before the arrival of Columbus. Incredibly, a program called "Road Rip" has been established with Foreman, Noss and Soulé sitting on the Advisory Board. Road Rip's goal is to close roads, have them removed and prevent the construction of new ones.
In 1996, The Seville Strategy, integrated The Wildlands Project into UNESCO's international Man and the Biosphere (MAB) program, linking it to the 1992 Earth Summit's Agenda 21 and the Convention on Biological Diversity. These two UN treaties bind the world to global governance as spelled out in the UN's Report of the Commission on Global Governance. [Oxford University Press, (1995)] Currently, Wildlands is now being implemented across North America as an integral part of MAB.
In October, 1997, Prince Philip presented the North American Conservation Assessment/ North America's Living Legacy to a Washington D.C. news conference. After months of digging, a copy of the press package was obtained and a copy of the report was reviewed at WWF's Toronto, Ontario office. The document was prepared by the United States and Canadian branches of the World Wide Fund for Nature (WWF). What we found was alarming. The WWF document is a plan that would carve North America into 116 biosphere reserves or "eco-regions", in effect Balkanizing Canada and the United States. Most of the 116 "eco-regions" cut across one or more political boundaries, international, state or provincial. When implemented, Canada and the United States would cease to exist as sovereign nations.
The nearly 600 pages of the WWF report describe each "eco-region", its major habitat type, the size of the planned area, the non-governmental organizations (NGOs) responsible for pushing the agenda forward and a number of other details relating to the biogeography and biodiversity of the region.
WWF's "Living Legacy" report refers to Ontario's plan as "eco-region 8". It covers more than 346,700 sq. km. (214,969 sq. mi.) of the resource-bearing lands of the southern Canadian shield in Ontario and Quebec and parts of western New York and eastern Vermont. Shortly after completion of Lands for Life, it was announced that a connecting corridor designed to facilitate the passage of larger herbivores would be established between Ontario's Algonquin Park and New York State's Adirondack State Park. This would become the second major trans-boundary biosphere reserve between Canada and the United States. Ontario has renamed Lands for Life, calling it "Ontario's Living Legacy."
Interestingly, the WWF report assigns the task of implementing their "eco-region 8" to The Wildlands League, the WWF, The Federation of Ontario Field Naturalists, the ultra radical Earthroots and several other lesser-known environmental NGO's.
Next, we will discuss what we have learned about how these "eco-regions" are being used in other countries in our hemisphere and in Africa. The public has been deceived not only by the Ontario's Harris government, they have been used as pawns to help implement revolutionary international programs. The strategy used is classic: the agenda is set by top down international treaty obligations; then upward pressure is applied by NGOs and a tiny segment of a well intentioned but dangerously misinformed public supplying the orchestrated "grassroots" support. Appropriately, it is called, "the pincer" strategy.

Tourism is always touted as an economic benefit of park creation and environmental protection. However, tourism is not a wealth creator. Tourism, while a valid industry, can do no more than redistribute wealth. Today, eco-tourism is the rage because it is supposed to be environmentally benign. The establishment of eco-regions (e.g., Ontario's Living Legacy), UN World Heritage Sites (e.g., Banff National Park) attract a plethora of visitors, including the myriad of those sent by non-governmental organizations (NGOs) on paid "research" junkets. Eventually, as restrictions prevent human access, tourism will dry up. According to UN documents, tourism is undesirable, hence must be restricted.
Brazil's view of their so-called tourists was cited in the Executive Intelligence Review (EIR) of November 7, 1997. The security director for Rio de Janeiro was quoted as saying, "The permissive operations of the NGOs in national territory truly constitute a threat to national security. It is public and well-known that the NGOs conspire against the very existence of the state upon which they rely, constantly, for funds. Who supervises the NGOs? Who finances them? Who controls the unproductive tourist visits of the NGOers?"[Ed. note: the action of NGOs not only threatens the security of a nation it severely restricts the freedoms of the nation's citizenry.]
To express the magnitude of the problem EIR quotes the magazine Veja which had documented that there exist more than 5,000 NGOs in Brazil, with more than 80,000 activists. "Of these, 60,000 live exclusively from their work in the NGOs. Many of these called themselves 'Marxist-revisionists' in the 1970s. In 1994, nearly $700 million a year passed through the Brazilian NGOs, of which at least $560 million came from donations from abroad."
Green Cross International (GCI) is a major, international NGO which deserves special attention. Its president is former President of the USSR, Mikhail Gorbachev. In December, 1997 GCI's website reported the following gem entitled, "Ecological Battalions in the Bolivian Army," which said:
"In agreement with the Bolivian Army, Green Cross Bolivia is already training and educating 400 army officials who will then in turn train up to 20,000 soldiers every six months. As materials are developed within three Bolivian ecosystems, there is an emphasis not only on what the soldiers learn, but also on how they can initiate and encourage involvement of the local civilians in specific actions for resource protection."
On May 30, 1997, the Johannesburg, South Africa, Mail And Guardian reported, "Conservation groups make a killing in the paramilitary" and said the World Wide Fund for Nature "was allegedly involved in serving the paramilitary interests of the apartheid government." The article said, "South African conservation groups are pursuing [a] lucrative business in paramilitary training across Southern Africa . . . . and exporting paramilitary know-how."
We have pointed out that over time, protected areas can and will be enlarged. On October 31, 1998, The South Africa's Daily Telegraph reported two bioregional reserves, one in Botswana and the other in South Africa, were being merged to create a park larger than Ireland's 75,000 square miles, effectively erasing the border between the two states.
On August 7, 1998, EIR published a speech by Maximiliano Londono, Colombian president of the Ibero-American Solidarity Movement (MISA). Londono said that talks in Mainz, Germany, are under way between Colombian officials and "all the narco-terrorist groups" that would see Colombia divided up between the power brokers. Londono indicates that those areas which correspond to "nature parks" will be taken from Colombians. The nature parks "are sanctuaries, such as Sierra Nevada of Santa Marta where drug production and terrorism thrive." Londono says "this same scheme was used in Africa to achieve goals of splitting up countries. They have created small nature parks which straddle borders, half in one nation and half in the other." He refers to one such nature park situated along the border between Ecuador and Peru which "will be administered by the UN or some private licensee." Canada is in the process of creating such a nature park in British Columbia which will be connected to one directly across the international boundary in the United States. A second biosphere reserve or nature park is being formed in Eastern Canada between Ontario's Algonquin Park and New York's Adirondack State Park. Algonquin lies within the lands set aside by Ontario's Living Legacy.

The Historic Origins of "Conservation" and Lands for Life

The origins of what is today's "conservation movement" dates back to 1826 with the formation of the Zoological Society of London (ZSL). Men like Sir Julian Huxley, the first Director of UNESCO and Sir Frank Chappell, former General Commanding Officer of the British Army served in an executive capacity with the ZSL. Interestingly, these men and other ZSL executives have been at the pinnacle of the British Intelligence Establishment.
The Royal Geographical Society (RGS) was founded in London in 1830. It sponsored major colonial expeditions such as Livingstone's and Sir Richard Burton's forays into Africa. Sir Francis Galton, the founder of eugenics (the study of or the belief in the improvement of the human species by discouraging the population of undesirable races or those seen to be genetically deficient) was a powerful force on the RGS during the 19th century. According to a November, 1997 Special Report in 21st Century Science & Technology, the boards of ZSL and RGS are "almost indistinguishable" from that of the World Wildlife Fund (WWF) founded by Prince Philip in 1961. Today, the ZSL, RGS and WWF also share Galton's eugenics ideology.
Next came the Fauna and Flora Preservation Society (FFPS), founded in 1903. Today, FFPS has a panel of 108 "honorary overseas consultants in 70 countries and maintains a liaison with most other conservation bodies. FFPS is the mother organization of the Eugenics Society and of the International Union for the Conservation of Nature and Natural Resources (IUCN). The IUCN is the single most powerful non-governmental organization within the United Nations system and influences virtually every UN department.
FFPS was founded as an arm of British imperial policy under the guise of conservation. Its executive body included Lords Milner, Cromer, Curzon and Grey -- all founding members of the Rhodes Trust and the British Round Table. Lord Milner headed this group of men who had Cecil Rhodes' vast fortune at their disposal. This wealth enabled them to carry out Rhodes' internationalist dream of world dominion. The Milner Round Table manifests itself today in Britain's Royal Institute of International Affairs, the Canadian Institute for International Affairs; and America's Council on Foreign Relations.
Georgetown University professor, Carroll Quigley described the Round Table and its branches in his book, The Anglo-American Establishment, published in 1981 saying, "No country that values its safety should allow what the Milner group accomplished -- that is, that a small number of men would be able to wield such power in administration and politics, should be given control over the publication of documents relating to their actions, should be able to exercise such influence over the avenues of information that create public opinion, and should be able to monopolize so completely the writing and the teaching of the history of their own period."
Some of the most visible and understood actions of the "conservation" movement in North America are seen in the accomplishments of former U.S. President, Theodore Roosevelt and the man who most influenced him, Gifford Pinchot. Pinchot was trained under the British in India where they maintained large administrative regional units of the British forest service called "conservancies." The resources in these conservancies were safeguarded for the use of British interests. In his autobiography, Breaking New Ground, Pinchot describes how he and William McGee of the Smithsonian Institution dreamed up the concept of "Conservation of Natural Resources" as the basis of a social movement under their direction.
As an outgrowth of a fledgling eugenics or population reduction movement which took root in the early 1900s, Roosevelt was persuaded to prevent further human settlement and development of the western states. Roosevelt made Pinchot the first Director of the U.S. Forest Service. In 1908, Roosevelt employed what came to be known as the "conservation swindle." They employed Pinchot's "Conservation of Nature" social movement and an immense public relations effort to stop unwanted westward settlement. Through agencies like the U.S. Forest Service, they set aside vast areas of the resource-rich western states for a select few to whom the new settlement rules did not apply. These lands were given over to the benefit of the very wealthy such as the Weyerhauser Family and J.J. Hill, friend and business associate of Canada's Donald Smith (Lord Strathcona) of Canadian Pacific Railway (CPR) fame.
Next time, we will discuss the Wildlands Project, a conservation plan established by two employees of The World Bank for the re-wilding and depopulation of rural North America. Wildlands is based on a philosophy of returning all land to its natural state and preventing most human activity. Wildlands, which advocates the creation of vast bio-regions, much of which would be off limits to humans, has been adopted as part of UNESCO's Man and the Biosphere (MAB) program. MAB incorporates the philosophy of the UN's Convention for Biological Diversity. In the United States, Wildlands is referred to as the "Man and the Biosphere (MAB)" program. The same program directed, promoted and supported by the Canadian branch of the World Wildlife Fund is called "Endangered Spaces"; in Alberta, Canada and other western provinces, it is called "Special Places". In the Canadian province of Ontario, Wildlands is now called "Ontario's Living Legacy."

Investigations by EIR have uncovered a planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world's population by 2 billion people through war, famine, disease and any other means necessary. This apparatus, which includes various levels of the government is determining U.S. foreign policy. In every political hotspot -- El Salvador, the so-called arc of crisis in the Persian Gulf, Latin America, Southeast Asia and in Africa- the goal of U.S. foreign policy is population reduction. The targeting agency for the operation is the National Security Council's Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S. State Department's Office of Population Affairs, established in 1975 by Henry Kissinger. This group drafted the Carter administration's Global 2000 document, which calls for global population reduction, and the same apparatus is conducting the civil war in El Salvador as a conscious depopulation project.
"There is a single theme behind all our work-we must reduce population levels," said Thomas Ferguson, the Latin American case officer for the State Department's Office of Population Affairs (OPA). "Either they [governments] do it our way, through nice clean methods or they will get the kind of mess that we have in El Salvador, or in Iran, or in Beirut. Population is a political problem. Once population is out of control it requires authoritarian government, even fascism, to reduce it "The professionals," said Ferguson, "aren't interested in lowering population for humanitarian reasons. That sounds nice. We look at resources and environmental constraints. We look at our strategic needs, and we say that this country must lower its population-or else we will have trouble.
So steps are taken. El Salvador is an example where our failure to lower population by simple means has created the basis for a national security crisis. The government of El Salvador failed to use our programs to lower their population. Now they get a civil war because of it.... There will be dislocation and food shortages. They still have too many people there."
Civil wars are somewhat drawn-out ways to reduce population, the OPA official added. "The quickest way to reduce population is through famine, like in Africa or through disease like the Black Death," all of which might occur in El Salvador. Ferguson's OPA monitors populations in the Third World and maps strategies to reduce them. Its budget for FY 1980 was $190 million; for FY 198l, it will be $220 million. The Global 2000 report calls for doubling that figure. The sphere of Kissinger In 1975, OPA was brought under a reorganized State Department Bureau of Oceans, International Environmental, and Scientific Affairs-- a body created by Henry Kissinger.
The agency was assigned to carry out the directives of the NSC Ad Hoc Group. According to an NSC spokesman, Kissinger initiated both groups after discussion with leaders of the Club of Rome during the 1974 population conferences in Bucharest and Rome. The Club of Rome, controlled by Europe's black nobility, is the primary promotion agency for the genocidal reduction of world population levels. The Ad Hoc Group was given "high priority" by the Carter administration, through the intervention of National Security Adviser Zbigniew Brzezinski and Secretaries of State Cyrus Vance and Edmund Muskie.
According to OPA expert Ferguson, Kissinger initiated a full about-face on U.S. development policy toward the Third World. "For a long time," Ferguson stated, "people here were timid" They listened to arguments from Third World leaders that said that the best contraceptive was economic reform and development. So we pushed development programs, and we helped create a population time bomb. "We are letting people breed like flies without allowing for natural causes to keep population down. We raised the birth survival rates, extended life-spans by lowering death rates, and did nothing about lowering birth rates.
That policy is finished. We are saying with Global 2000 and in real policy that you must lower population rates. Population reduction and control is now our primary policy objective- then you can have some development."Accordingly, the Bureau of Oceans, International Environmental, and Scientific Affairs has consistently blocked industrialization policies in the Third World, denying developing nations access to nuclear energy technology--the policies that would enable countries to sustain a growing population. According to State Department sources, and Ferguson himself, Alexander Haig is a "firm believer" in population control.
"We will go into a country," said Ferguson, "and say, here is your goddamn development plan. Throw it out the window. Start looking at the size of your population and figure out what must be done to reduce it."If you don't like that, if you don't want to choose to do it through planning, then you'll have an El Salvador or an Iran, or worse, a Cambodia."According to an NSC spokesman, the United States now shares the view of former World Bank President Robert McNamara that the "population crisis" is a greater threat to U.S. national security interests than "nuclear annihilation." "Every hot spot in the world corresponds to a population crisis point," said Ferguson who would rename Brzezinski's arc of crisis doctrine the "arc of population crisis."
This is corroborated by statements in the NSC Ad Hoc Group's April 1980 report. There is "an increased potential for social unrest, economic and political instability, mass migration and possible international conflicts over control of land and resources," says the NSC report. It then cites "demographic pressures" as key to understanding "examples of recent warfare in India, Pakistan, Bangladesh, El Salvador. Honduras, and Ethiopia, and the growing potential forinstability in such places as Turkey, the Philippines, Central America, Iran, and Pakistan." Through extraordinary efforts, the Ad Hoc Group and OPA estimate that they may be able to keep a billion people from being born through contraceptive programs.
But as the Ad Hoc Group's report states, the best efforts of the Shah of Iran to institute "clean programs" of birth control failed to make a significant dent in the country's birth rate. The promise of jobs, through an ambitious industrialization program, encouraged migration toward "overcrowded cities" like Teheran. Now under Ayatollah Khomeini, the "clean programs" have been dismantled. The government may make progress because it has a program "to induce up to half of Teheran's 6 million residents to relocate, as well as possible measures to keep rural migrants from moving to the cities." Behind the back of the President Ferguson and others involved with the OPA and NSC group maintain that the United States will continue a foreign policy based on a genocidal reduction of the world's population.
"We have a network in place of cothinkers in the government," said the OPA case officer. "We keep going, no matter who is in the White House." But Ferguson reports that the "White House" does not really understand what they are saying and that the President "thinks that population policy means how do we speed up population increase. "As long as no one says differently," said Ferguson, "we will continue to do our jobs. "

Mycoplasma fermentans (incognitus strain) probably comes from the nucleus of the Brucella bacterium. This disease agent is not a bacterium and not a virus; it is a mutated form of the Brucella bacterium, combined with a visna virus, from which the mycoplasma is extracted.
The pathogenic Mycoplasma used to be very innocuous, but biological warfare research conducted between 1942 and the present time has resulted in the creation of more deadly and infectious forms of Mycoplasma. Researchers extracted this mycoplasma from the Brucella bacterium and actually reduced the disease to a crystalline form. They "weaponised" it and tested it on an unsuspecting public in North America.
Dr Maurice Hilleman, chief virologist for the pharmaceutical company Merck Sharp & Dohme, stated that this disease agent is now carried by everybody in North America and possibly most people throughout the world.
According to Dr Shyh-Ching Lo, senior researcher at The Armed Forces Institute of Pathology and one of America's top mycoplasma researchers, this disease agent causes many illnesses including AIDS, cancer, chronic fatigue syndrome, Crohn's colitis, Type I diabetes, multiple sclerosis, Parkinson's disease, Wegener's disease and collagen-vascular diseases such as rheumatoid arthritis and Alzheimer's
How the Mycoplasma Works
The mycoplasma acts by entering into the individual cells of the body, depending upon your genetic predisposition.
You may develop neurological diseases if the pathogen destroys certain cells in your brain, or you may develop Crohn's colitis if the pathogen invades and destroys cells in the lower bowel.
Once the mycoplasma gets into the cell, it can lie there doing nothing sometimes for 10, 20 or 30 years, but if a trauma occurs like an accident or a vaccination that doesn't take, the mycoplasma can become triggered.
CREATION OF THE MYCOPLASMA
A Laboratory-Made Disease Agent
Many doctors don't know about this mycoplasma disease agent because it was developed by the US military in biological warfare experimentation and it was not made public. This pathogen was patented by the United States military and Dr Shyh-Ching Lo. I have a copy of the documented patent from the US Patent Office.1
The Special Virus Cancer Program, created by the CIA and NIH to develop a deadly pathogen for which humanity had no natural immunity (AIDS), was disguised as a war on cancer but was actually part of MKNAOMI.2 Many members of the Senate and House of Representatives do not know what has been going on.
Crystalline Brucella
The title page of a genuine US Senate Study, declassified on February 24, 1977, shows that George Merck, of the pharmaceutical company, Merck Sharp & Dohme (which now makes cures for diseases that at one time it created), reported in 1946 to the US Secretary of War that his researchers had managed "for the first time" to "isolate the disease agent in crystalline form".3
They had produced a crystalline bacterial toxin extracted from the Brucella bacterium. The bacterial toxin could be removed in crystalline form and stored, transported and deployed without deteriorating. It could be delivered by other vectors such as insects, aerosol or the food chain (in nature it is delivered within the bacterium). But the factor that is working in the Brucella is the mycoplasma.
Brucella is a disease agent that doesn't kill people; it disables them.
according to Dr Donald MacArthur of the Pentagon, appearing before a congressional committee in 1969,4 researchers found that if they had mycoplasma at a certain strength--actually, 10 to the 10th power (1010)--it would develop into AIDS, and the person would die from it within a reasonable period of time because it could bypass the natural human defences. If the strength was 108, the person would manifest with chronic fatigue syndrome or fibromyalgia. If it was 107, they would present as wasting; they wouldn't die and they wouldn't be disabled, but they would not be very interested in life; they would waste away.
Contamination of Camp Detrick Lab Workers
A 1948 New England Journal of Medicine report titled "Acute Brucellosis Among Laboratory Workers" shows us how actively dangerous this agent is.7 The laboratory workers were from Camp Detrick, Frederick, Maryland, where they were developing biological weapons. Even though these workers had been vaccinated, wore rubberised suits and masks and worked through holes in the compartment, many of them came down with this awful disease because it is so absolutely and terrifyingly infectious.
The article was written by Lt Calderone Howell, Marine Corps, Captain Edward Miller, Marine Corps, Lt Emily Kelly, United States Naval Reserve, and Captain Henry Bookman. They were all military personnel engaged in making the disease agent Brucella into a more effective biological weapon.

Testing the Dispersal Methods
Documented evidence proves that the biological weapons they were developing were tested on the public in various communities without their knowledge or consent.
The government knew that crystalline Brucella would cause disease in humans. Now they needed to determine how it would spread and the best way to disperse it.
Testing via Mosquito Vector in Punta Gorda, Florida
A report from The New England Journal of Medicine reveals that one of the first outbreaks of chronic fatigue syndrome was in Punta Gorda, Florida, back in 1957.10 It was a strange coincidence that a week before these people came down with chronic fatigue syndrome, there was a huge influx of mosquitoes.
The National Institutes of Health claimed that the mosquitoes came from a forest fire 30 miles away. The truth is that those mosquitoes were infected in Canada by Dr Guilford B. Reed at Queen's University. They were bred in Belleville, Ontario, and taken down to Punta Gorda and released there.
Within a week, the first five cases ever of chronic fatigue syndrome were reported to the local clinic in Punta Gorda. The cases kept coming until finally 450 people were ill with the disease.
COVERT TESTING OF OTHER DISEASE AGENTS
Mad Cow Disease/Kuru/CJD in the Fore Tribe
Before and during World War II, at the infamous Camp 731 in Manchuria, the Japanese military contaminated prisoners of war with certain disease agents.
They also established a research camp in New Guinea in 1942. There they experimented upon the Fore Indian tribe and inoculated them with a minced-up version of the brains of diseased sheep containing the visna virus which causes "mad cow disease" or Creutzfeldt&endash;Jakob disease.
When World War II ended, Dr Ishii Shiro--the medical doctor who was commissioned as a General in the Japanese Army so he could take command of Japan's biological warfare development, testing and deployment--was captured. He was given the choice of a job with the United States Army or execution as a war criminal. Not surprisingly, Dr Ishii Shiro chose to work with the US military to demonstrate how the Japanese had created mad cow disease in the Fore Indian tribe.
Testing Carcinogens over Winnipeg, Manitoba
In 1953, the US Government asked the Canadian Government if it could test a chemical over the city of Winnipeg. It was a big city with 500,000 people, miles from anywhere. The American military sprayed this carcinogenic chemical in a 1,000%-attenuated form, which they said would be so watered down that nobody would get very sick; however, if people came to clinics with a sniffle, a sore throat or ringing in their ears, the researchers would be able to determine what percentage would have developed cancer if the chemical had been used at full strength.
We located evidence that the Americans had indeed tested this carcinogenic chemical--zinc cadmium sulphide--over Winnipeg in 1953.
US Army planes and trucks released the chemical 36 times between July and August 1953. The Pentagon got its statistics, which indicated that if the chemical released had been full strength, approximately a third of the population of Winnipeg would have developed cancers over the next five years.
The Pentagon lied about the tests to the mayor, saying that they were testing a chemical fog over the city, which would protect Winnipeg in the event of a nuclear attack.
A report commissioned by US Congress, chaired by Dr Rogene Henderson, lists 32 American towns and cities used as test sites as well.
BRUCELLA MYCOPLASMA AND DISEASE
AIDS
The AIDS pathogen was created out of a Brucella bacterium mutated with a visna virus; then the toxin was removed as a DNA particle called a mycoplasma. They used the same mycoplasma to develop disabling diseases like MS, Crohn's colitis, Lyme disease, etc.
In the previously mentioned US congressional document of a meeting held on June 9, 1969,12 the Pentagon delivered a report to Congress about biological weapons. The Pentagon stated: "We are continuing to develop disabling weapons." Dr MacArthur, who was in charge of the research, said: "We are developing a new lethal weapon, a synthetic biological agent that does not naturally exist, and for which no natural immunity could have been acquired."
Think about it. If you have a deficiency of acquired immunity, you have an acquired immunity deficiency. Plain as that. AIDS.
In laboratories throughout the United States and in a certain number in Canada including at the University of Alberta, the US Government provided the leadership for the development of AIDS for the purpose of population control. After the scientists had perfected it, the government sent medical teams from the Centers for Disease Control--under the direction of Dr Donald A. Henderson, their investigator into the 1957 chronic fatigue epidemic in Punta Gorda--during 1969 to 1971 to Africa and some countries such as India, Nepal and Pakistan where they thought the population was becoming too large.13 They gave them all a free vaccination against smallpox; but five years after receiving this vaccination, 60% of those inoculated were suffering from AIDS. They tried to blame it on a monkey, which is nonsense.
Chronic Fatigue Syndrome/ Myalgic Encephalomyelitis
Chronic fatigue syndrome is more accurately called myalgic encephalomyelitis. The chronic fatigue syndrome nomenclature was given by the US National Institutes of Health because it wanted to downgrade and belittle the disease.
An MRI scan of the brain of a teenage girl with chronic fatigue syndrome displayed a great many scars or punctate lesions in the left frontal lobe area where portions of the brain had literally dissolved and been replaced by scar tissue. This caused cognitive impairment, memory impairment, etc. And what was the cause of the scarring? The mycoplasma

I have documented that in 1970, just one year after Nixon ended the US biowar offensive research program, 10 million dollars was granted by the US Gov't. to Plum Island for the purpose of establishing a mycoplasma for use in germwar research department. It was illegal to work with mycoplasma in the Continental U.S. and this was the reason that the early work did not take place at Ft. Detrick. Plum Island had two very good reasons for winning the new mycoplasma research dept. First of all, it is technically an island, secondly, Plum Island was a biowar research facility. So, in order to commence mycoplasma research, Plum Island was designated a biolevel 5 facility and a 5 year project began.
One of Dr. Aubaidi's projects was filling payloads of scud missles with mycoplasma strains. In 1995, Dr. Aubaidi was murdered by the Israelis. His demise, or, neutralization was made to look like an accident. I have much more information on Plum Island, and a recent update regarding the ongoing encephalitis research at that facility. I have also found out that Plum Island scientists were testing Japanese Family of encephalitis vaccine on HUMAN VOLUNTEERS
Dr. Peter Mason and Dr. R.E. Shope both of Plum Island worked on the encephalitis vaccine project with Dr. Monath of OraVax Co. Dr. Shope and Dr. Jerry Hauer (Hauer-Feb. 1999-Nov.99- Mayor's Office of Emergency Management) worked together and are on a committee for bioterrorism preparedness.
March 1999 OraVax Co. was on the brink of financial disaster. Their stocks were bottomed out due to a vaccine they wanted to showcase did not work. March 1999, power outage at Plum Island. I suspect the West Nile Virus, as well as Malaria and some other Arboviruses escape Plum Island. Dr. jerry Hauer was hired by the FBI due to his "excellent and timely" handling of the WNV outbreak in N.Y. Dr. Thomas P.C. Monath and OraVax have recently had their stocks triple in value. What is going on at Plum Island?
There is a Microbiology Lab at Plum Island off the northern tip of Long Island. It is said to be doing research on animal diseases that could be accidentally imported to the US.
What was the source of the alleged outbreak of West Nile fever in New York City? Why do studies suggest this the virus has been genetically altered? It actually resembles Japanese B Encephalitis which is deadly to horses, birds, and humans.
Why was NYC suddenly doused last winter with malathion
Why have there been many reports of the identification of a mosquito normally found only in Asia--Aedes japonicum?? This mosquito is a vector of Japanese B encephalitis virus and probably other viruses. It is now found in New England. Did the encephalitis cases originate from Plum Island? I found some anomolies with the original outbreak as you know. I think that the first 3 cases were actually St. Louis Encephalitis and the latter cases were Kunjin/WNV.

The firm also produces virtual military training programs in urban warfare and aircraft operation. It received a lot of press coverage for adopting and adapting Tom Clancy's Rainbow Six Rogue Spear game engine for military training programs.
The firm also operates military helicopter facilities and services the aircraft.

I have finally found out why the Plum Island animal diagnostic/research facility is a Biolevel 5.
To explain my discovery we must go back to 1970. It was just a year after President Nixon had OFFICIALLY ended all US biowar research.
So, in 1970 the Government granted 10 million dollars for mycoplasma research for use in germ war. At the time, it was illegal to work with mycoplasma in the continental US. Plum Island, which was already a biowar research facility, and, due to its island status, was chosen to conduct the Mycoplasma research. The Government designated them with a Biolevel 5 and the mycoplasma research commenced.
The initial 10 million dollar grant was for a 5 year period. The mycoplasma research was successful and the funding for the research continued.
In the 1980's, Plum Island hired a scientist who had just completed his graduate research at Cornel. This scientist headed the mycoplasma research department until just prior to hostilities breaking out in the Persian Gulf. He took his research and went back to Bagdad, where he still heads the Univ. of Bagdad research department. This scientist, who worked at Plum Island during the 1980's, and, then took the mycoplasma research back to Iraq was Dr. Jawad Al Aubaidi.
Lyme Disease was first isolated in a youth, in 1975, within a few miles of the area where the Plum Island Government Ferry Boats dock.

ew York's Democratic senators have accused the Bush administration of failing to take action on a matter of national security at the Plum Island Animal Disease Center, the high-security laboratory off Long Island that conducts research on dangerous infectious animal diseases, where workers have been on strike since August.
Several of those present at the tour of the facility on Tuesday, speaking on the condition of anonymity, said that seeing the operation up close only heightened their concern.
"It looked a little bit like a ghost town," said one person on the tour. "They have these air filtration systems and they told us that the person that was the manager, performing quality control, was now doing a job they had four people doing all by himself." Another person who toured the island said that one worker in a biocontainment unit said he had not received a background check, as is usually required.
Ed Brandon, the chief operating officer of LB&B, defended the operation of the island. He acknowledged the strike had "created some burdens on some of our personnel."

Strike entering third month at animal disease laboratory
GARDEN CITY, N.Y. (AP) -- A strike by maintenance workers at a sensitive government laboratory enters its third month this weekend, and a U.S. senator is raising concern that replacement workers may pose a security risk.
Sen. Hillary Rodham Clinton, D-N.Y., demanded the parties reach a settlement to end the walkout at the Plum Island Animal Disease Center, which studies highly contagious illnesses like foot-and-mouth disease.
A one-time Army base, the 850-acre island off eastern Long Island is the only testing and diagnosis center for dangerous animal diseases in the United States. No testing on human diseases is performed.
"Some of the replacement workers haven't even started working there yet," he said. "How can you call them replacement workers?"

Alaskans to run Plum?
New northern twist in island labor dispute

LB&B's on the way out, and the Olgoonik Tribe of Alaska is next in line to operate Plum Island.
"It just gets weirder and weirder," said Southold resident Dave Nalesky, on strike against LB&B since Aug. 13 with 75 other Plum Island union workers. "This has got to come from somewhere deep in the bowels of Washington, somewhere in the Twilight Zone."
LB&B's original contract was awarded under a Small Business Administration program that allows government agencies to award contracts directly to small and disadvantaged businesses, without calling for proposals and bids. LB&B is considered "disadvantaged" because owner Ed Brandon's wife, Lilly Brandon, is president. (The government apparently considers a company headed by a female to be "disadvantaged.") Since that time, however, LB&B has taken on numerous government contracts and no longer qualifies as "small."
Since shortly after the strike began, the union has claimed that the UDSA is footing the bill for the strike on behalf of LB&B. The USDA is using $45,000 a week from an emergency fund to cover additional costs associated with the strike, Ms. Clinton's office confirmed.

Lyme Disease - Denial of Treatment and Doctor Persecution
In the Connecticut/New York area where I live, doctors have to be very careful concerning the number of Lyme patients they treat and also how long they treat them for. Patients are not getting the antibiotics they require and as a result their disease can become irreversible and progressively more debilitating.
Yale University is one of the main forces behind Lyme patients' treatment denial. Yale contends that 3 to 4 weeks of antibiotics is a sufficient protocol for just about every case. If a patient is still sick with the exact same symptoms on the 31st day of treatment, they now, according to Yale, no longer have an active infection but automatically now have an autoimmune problem....Fibromyalgia, Chronic Fatigue Syndrome, depression or "antibiotic seeking behavior".
There is much talk in the mainstream media concerning antibiotic resistance and this concept is used many times to justify nontreatment. We all know that the concept of antibiotic resistance has validity but it is never mentioned that certain labs are intentionally creating antibiotic resistant microbes for biowarfare purposes. These "modified" biologicals require some sort of field testing. Could the Lyme Disease spirochete be modified...a product of biowarfare research? Could this be the reason it is so difficult to eradicate? Another troubling thought is why are chronic acne patients allowed to recieve years of antibiotic treatment with no hassle whatsoever, when those with a much more serious, often progressive disease, are denied the same treatment?
As I was trying to make sense of this extremely puzzling, nonsensical situation, I was sent some information from a very reliable source, which stated that 60% of chronic lyme patients are coinfected with several strains of mycoplasma, the most common one being "mycoplasma fermentens" which is patented by the U.S. Army and army pathologist Dr. Lo!
Lo, Shyh-Ching-Pathogenic mycoplasma-U.S. Patent 5,242,820 issued Sept. 7, 1993.
It is becoming evident that any microbe that has been "modified" is considered "off limits" for treatment and any physician that takes these chronic infections seriously, is targeted for harassment. This same pathogen is found in Gulf war Illness, Fibromyalgia and Chronic Fatigue patient
As mentioned in an earlier issue of the Journal of Degenerative Diseases, I live and work almost directly across the water from Plum Island, off the tip of Long Island, N.Y.. Years ago, in 1897, the War Dept. owned Plum Island which was then called Fort Terry. In 1954 the Army officially transferred Fort Terry over to the USDA to be used as an animal disease laboratory. Fairly recently Plum Island requested 75 million dollars to upgrade the facility to a bio-level 4 status for the express purpose of reinstating biowarfare research.
It seems very coincidental that....
1) Lyme disease is endemic to all land areas surrounding Plum Island.
2) Many Lyme and Gulf war Ilness patients are infected with the same genetically engineered organism (mycoplasma fermentens) created and patented by the US Government.
3) Lyme Disease and Gulf War Illness share almost identical symptoms.
4) Doxycycline is one of the drugs of choice for both diseases.
5) Both sets of patients are being denied antibiotic treatment.
6) I spoke with Dr. Thomas, the previous Director of Plum Island, who admitted that an Iraqi researcher (who has since been murdered) did his graduate training at Plum Island, specifically involving different strains of mycoplasma. He went back to Iraq and headed up the mycoplasma research program at the University of Bagdad. I asked Dr. Thomas if Plum Island ever worked with mycoplasmas in general. She denied this at the beginning but gradually admitted researching 7 different different strains. I asked if Plum Island researchers ever worked with mycoplasma fermentens. She was immediately familiar with that particular genetically engineered strain although she did deny that Plum Island researchers ever worked with it.
7) Yale University often works with Plum Island on various projects and they are in close proximity to each other.
Yale, again, is one of the main opponents of long term antibiotic treatment for Lyme Disease in spite of it's obvious benefits.
Many comment that this disease has taken away everything that they hold dear, their brain and even their souls.
Our country is becoming disabled...perhaps intentionally?

Some background on Plum is needed.
March 1999, Plum island installed an undersea fiberoptic cable. During the finalization of the cable, by STV Inc. all power to Plum Island was lost. Plum Island needs power to maintain biocontainment.
In March 1999, the (now previous) Director, Alfonso Torres, gave his resignation. A new Director, Dr. LeeAnn Thomas, took over in July of 1999.
Some of the attached links prove that Plum is not a biolevel 3, but it is a biolevel 5 faciliity, one of only a few worldwide. According to Dr. Alfonso Torres and also Dr. Kiley of Plum Island, Plum Island is the only biolevel 5 facility in the US.
Why would Plum Island seek the bogus level 4 upgrade after the outbreak of the WNV?
Plum Island had been working with Japanese Encephalitis since the early 1990's. Plum Island/Yale Scientists had even tested JE vaccine on HUMAN VOLUNTEERS.
Background: 1978 bioaccident. FMD microbes escaped. Workers were evacuated in paper coveralls, lab animals were incinerated and the island was sprayed with toxic chemicals. I have corresponded with a person who lived near Plum Island at that time, and claims to have contracted Foot and Mouth Disease, as was the case with other children at that time.

In 1969, President Nixon OFFICIALLY ended the biowar research program. Plum Island, officially, became an Animal Foreign Disease diagnostic facility.
In 1970, just one year after President Nixon officially ended our offensive biowar research, Plum Island was granted 10 million dollars by the Federal Govt. The purpose of the grant was to research the use of mycoplasma for use in germ warfare.
The original 10 million dollar grant was for a 5 year period. In 1975, the funding was continued as the mycoplasma research was deemed very successful.
In the 1980's a young scientist had just completed his graduate research at Cornell. He was hired by Plum Island to head up the mycoplasma research project.
This scientist was Dr. Jawad Al Aubaidi. When it was obvious that hostilities would break out in the Persian Gulf, he went back home to his native Iraq, where he headed up the mycoplasma research at the Univ. of Bagdad.
I have recently received a letter from Dr. Aubaidi's professor at Cornell, Dr. Carmichael. Dr. Carmichael pointed out that Dr. Aubaidi was a brilliant youn researcher and a very nice person. He also sent me a medline reference sheet for me to look up Dr. Aubaidi's research prior to and while at Cornell.
I could never understand how the US and the Pentegon could insist that biological agents were not used in the Persian Gulf. There was NO MONITORING FOR BIOLOGICALS in place during the Gulf War. There was only LIMITED Chemical weapon monitoring.
The BIDS moniitoring technology was not in place at that time. It only commenced in 1993.
According to accurate and verified accounts, Sodom Hussein purchased mycoplasma as well as other biologicals, which included West Nile Virus, from the US right up to 2 weeks before Desert Storm.
I have further discovered that Plum Island had projects in which "clean" ticks were infected with brucella. They also had a project infecting ticks with African Swine Fever.
Plum Island Scientists, Dr. Fred Brown and former Plum Island Director, Alfonso Torres have been working with BSE and other Prion diseases.
I have heard that a young Connecticut girl who had received yet, not responded to all known treatments for Lyme Disease, and who was dying, was sent to the inhouse isolation ward at Plum Island and "emerged" from that Animal Facility, totally CURED OF LYME DISEASE.
I have recently learned that Plum Island IS doing research on Nipah virus. Nipah virus, in the paramyxovirus group along with Hendra virus is a biolevel 4 pathogen. In other words, labs working with this virus mandate a biolevel 4 designation. This designation is required because Nipah is zoonotic, jumping species barrier from animal to man, and, has no cure or preventive vaccine. So, why is a lab who claims to be only a biolevel 3 and not a level 5, working on a biolevel 4 pathogen? Is the fact that they are an island status and a biolevel 5 a factor in their working on Nipah? How many other biolevel 4 pathogens are being studied at Plum Island. Remember, Plum Island is less then 2 miles from Long Island's coast. Birds and probably bats fly to and from the island.

The USDA, ARS Contracts Branch intends to negotiate on a sole-source basis with LB&B Associates, an extension of the performance period of Contract 53-3K06-6-10. The contractor shall furnish on-site operations and maintenance support services for the Plum Island Animal Disease Center located in Plum Island, New York.
Based on LB&B's comprehensive knowledge of the PIADC Research Mission, the complex systems which support the bio-contained laboratory, its evolving integrated support service requirements, familiarity with the Union, and its broad technical expertise, LB&B is in a unique position to provide the PIADC operations and maintenance services for an extended period (August 12, 2001 September 30, 2002). LB&B is the only known source that possesses both the intimate knowledge of the facility

Operating Engineers Union Applauds Senator Clinton's Request for Hearing Regarding Strike at Plum Island Animal Disease Center, Calls for USDA To Release Information ...
One of the issues that should be examined is the bankrolling of LB&B's labor negotiations costs by the US Department of Agriculture. Local 30 believes that one reason LB&B has been intransigent throughout the yearlong negotiations is because the USDA has footed the bill for LB&B's multiple law firms.
BACKGROUND - FACTS RELEVANT TO THE LABOR DISPUTE AT PLUM ISLAND
In 1996, LB&B was awarded the operations and maintenance contract for Plum Island. At the time, Harry Morgan was the Administrative Contracting Officer for the USDA at Plum Island. In December 1996, Mr. Morgan retired from the USDA. According to LB&B's June 2002 company newsletter, "In January 1997, Mr. Harry Morgan joined the LB&B team at our corporate headquarters. For several of us, Harry was a long-time friend and associate before he joined the company." This may be violation of federal policy.
We believe that evidence gathered in these three ongoing investigations will confirm that LB&B has violated federal law in these geographic areas. Based on conversations with LB&B employees at various locations, we also believe that these violations are indicative of LB&B's practices at many other LB&B work locations around the country.

“Plum Island: a Disaster Waiting to Happen
For the second time in a week the Plum Island Animal Disease Center had to use backup generators over the weekend after encountering power problems. The first outage occurred on Dec. 15 when a mechanical problem with the authority's equipment caused the center to lose normal electrical service. The situation worsened when all three emergency generators failed. For three hours the place was without power of any kind. Plum Island maintenance workers have been on strike since Aug. 13, and their temporary replacements were unable to get emergency backup generators working for several hours during the outage. That incident was made public only when a replacement worker notified members of Sen. Hillary Rodham Clinton’s staff of the power failure.
The 3-hour power failure at the Plum Island Animal Disease Center (PIADC) renewed concerns about the safety of the high-security government laboratory while it is being run partly by replacement workers during the strike. The loss of power and failure of all 3 backup generators raised fears for the first time that the containment of infectious pathogens could have been seriously compromised at the laboratory. Ken Alibek, a former top Soviet germ warfare official now at George Mason University, said that although he knew of power failures at similar facilities, he did not know of a case in which the power and all the backup generators failed for this long. The Agriculture departments insists there was no danger of a leak. However, workers currently on the island, who insisted on anonymity, strikers familiar with the operation, government officials and outside scientists said the power failure could have compromised the safety of the center in several ways. People leaving the labs have to go through an elaborate cleaning process: stripping, passing back through the air lock, scrubbing their nails, spitting and blowing their noses to clear their respiratory systems, showering and shampooing their hair. All the rooms are separated by doors that are sealed with what look like bicycle inner tubes filled with air. The pressure in the seals is maintained by an air compressor, and if the power fails, those seals begin to deflate after 15 minutes. Government officials confirmed that this happened. A spokesperson for the facility said workers at the center sealed the doors with duct tape. In addition, the air pressure in the entire building is kept lower than the pressure outside; if there is a leak, air would enter, not escape. Under normal operation, air in the building is filtered before being vented. With the power out, the filtering would have stopped, but government experts "thought" that the overall pressure of the facility would "probably" have stayed low enough to have limited the risk of a leak.
The engineers had been working without a contract for eleven months, while their representatives have tried to reach a settlement with LB&B on a new collective bargaining agreement acknowledging the significant increases in health care costs. The "best and final" offer proposed by LB&B would leave about 95% of the workers paid below the federal wage determination standard for their title and level, with pension and welfare contributions far short of the Suffolk County area standards. Still, on November 30, workers voted to end the four-month walkout, accepting the final offer made by their employer,. But, when they arrived for work on the morning of December 9, the workers found government trucks blocking their way. Maryland-based LB&B had rejected the union's vote and was locking the workers out. The Agriculture Department claims it is not taking sides in the dispute. But union officials and a growing list of lawmakers are questioning that claim, citing the agency's decision to pay LB&B an additional $45,000 per week to cover extra costs since the strike began.
Union officials are also dismayed by the increasingly cozy relationship between the USDA and LB&B. Shortly after the agency chose LB&B to provide the research center with support services, the company hired the USDA's Plum Island contracting officer -- the person responsible for picking LB&B. And the agency has twice awarded LB&B temporary extensions to the company's five-year contract, originally scheduled to expire in October of 2001. Those extensions have allowed LB&B to remain in place, even though the company no longer meets the government's small company/minority-owned business profile.

The engine will be modified to conform to the maps and scenarios requested by the military, said Ubi Soft representatives. They expect that military personnel will begin training within six months. LB&B Associates will have this technology on display later this month at the annual I/ITSEC simulation and training conference, in Orlando, Fla.

Striking Plum Island workers say ferry accidents spark safety concerns
PLUM ISLAND, N.Y. (AP) - A ferryboat accident near the Plum Island
Animal Disease Center has striking union workers concerned about safety. A cargo-passenger boat struck a buoy as it was leaving the island Wednesday morning. It was the second such accident in a week.
On Friday, another Plum Island ferry damaged a dock in Old Saybrook, Conn.
But union employees, who have been on strike since Aug. 16, said the boat sustained roughly $100,000 worth of damage, was not operational Wednesday and needs to be brought to a shipyard for repair.
They say the incidents show the inexperience of the replacement workers and threaten safety at the facility.

The Senate moved to develop legislation that would provide as much as $10 billion to deal with the threat of bioterrorism. The legislation would allocate much more money than the Bush administration has sought to buy drugs and vaccines and to increase the capacity of hospitals, laboratories and state and local government agencies to respond to bioterrorist attacks. The money could be used to buy medical supplies and to train health care workers to treat the victims of an attack. On Wednesday, the Bush administration requested $1.5 billion to help the Department of Health and Human Services combat bioterrorism. The Defense Department is also seeking hundreds of millions of dollars, though the precise amount is not clear.

Strike at Animal Disease Center Prompts Concerns For Safety - 8/21 NY Times
The Federal Bureau of Investigation has been called to the center to investigate allegations of sabotage after the water pressure on the island failed to generate sufficient power, according to workers and scientists on the island and government officials. The insufficient water pressure meant scientists could not use the necropsy rooms, which are used to examine dead animals, according to witnesses on the island. Union officials said that the problem was the result of inexperienced workers' being rushed in to replace the strikers.
Other concerns about the center, which is on an 850-acre island about a mile and a half northeast of Orient Point on the North Fork of Long Island, include the safety of operating the facility without a trained fire department, and that the replacement workers have not been adequately screened and do not have sufficient training to handle an emergency or even keep essential parts of the island running
The concerns come at a time when debate is heating up in Washington about the role of Plum Island and whether it should be included in the Department of Homeland Security.
Plum Island is known to residents on Long Island's North Fork as Mystery Island and has long been the subject of speculation about the dangerous germs that are studied there. It was even mentioned in the film "Silence of the Lambs" as a place for the character Hannibal Lecter to retreat to under heavy surveillance once a year.
There has never been a leak to the mainland.

In September of 1999 the USDA asked for money to upgrade the lab from it's current status to one level higher so it would be able to experiment with biological agents that are not only harmful to animals, but can be potentially fatal to humans. But this sign of an upgrade may be the last step in a process which many believe has already taken place.

But could that still have not been enough to keep something from getting out?
In 1975 the first case of Lyme disease was isolated in a youth within a few miles of the CT Plum Island ferryboat docks. Many people are sure that it came from Plum Island. But there is more. In 1978 there was an accident on Plum Island and microbes of Foot and Mouth disease were accidentally released from the facility. Employees were evacuated, the island was secured, and every animal killed and incinerated and the entire island sprayed with toxins. Should it be surprising then that shortly before the first case of West Nile Encephalitis was isolated in New York City a power outage occurred at the Plum Island facility while undersea cable was being laid? During this power outage the biological containment facility lost power and it is possible that an agent could have escaped. It is not surprising then to find out that strands of the West Nile virus were being experimented on at Plum Island at the same time as they were first discovered in NYC. Many feel this is a direct connection because the West Nile virus had never before been found in the United States!

Mycoplasma, & West Nile Virus

It is almost a year since the West Nile outbreak in New York City. We are no closer to any answers, regarding the origin of that outbreak, than we were one year ago.
I commenced the investigation into Plum Island simply to ascertain if Plum Island was the origin of the West Nile outbreak. During that simple investigation, I stumbled onto a puzzle. Most of the answers to that puzzle are stored in some US Government computer banks and in dusty file cabinets. Unfortunately, it is extremely difficult...and scarey...to try to find those answers.
The investigation of Plum Island had led me down many paths, as many of you know. The last turn and twist of the plot was my discovery that in 1970, Plum Island was granted 10 million dollars to research mycoplasma. The work went so well that in 1975, the year the initial grant was to expire, Plum Island was granted even more funds to continue the mycoplasma research. I had finally learned why Plum Island had a Biolevel 5 designation
I had learned from Prof. Garth Nicolson that Dr. Aubaidi had returned home to become President of the Al-Qudisiyah University, South of Bagdad, and head up the mycoplasma research at Bagdad University. I further learned that Dr. Aubaidi had been murdered in 1995. Professor Nicolson indicated that he had been murdered by the Israelis. I needed further information on both the research of Dr. Jawad Al Abuaidi and the circumstances of his untimely death.
On March 26th, 2000, I had requested FOIA documents on Ft. Terry, Plum Island, and Dr. Jawad Al-Aubaidi.
On March 28th, 2000, the National Archives turned over my FOIA request to the NSA (National Security Agency). On June 5, 2000, I received a letter from the United States Government NSA. . According to that letter, the request for records on the circumstances of the death of Dr. Jawad Al-Aubaidi is "a currently and properly classified matter in accordance with Executive Order 12958." The FOIA request for info was also withheld pursuant to the third exemption.
The circumstances and the death of Dr. Aubaidi is to be kept secret in "the interest of national defense and foreign relations,"
If, according to Dr. Carmichael's version of the facts of the death of Dr. Aubaidi, the agents of Sadom Hussein did, in fact, arrange for Dr. Aubaidi to have a flat tire and subsequently hit with a truck as he fixed his flat, then I do not see how my inquiry could posssibly do a disservice. Dr. Carmichael indicated that the Iraqis had Dr. Aubaidi killed because he and his family wished to return to the US and had made preparations to do so.
There are thousands of Gulf War Vets and also, now, general population in the US suffering the effects of mycoplasma. I can assure you, myself included, that they (effects of mycoplasma incognitus) can be devastating. It is hard to identify the worst symptom, whether it is the severe headaches, the constant feeling of a rubber band pulled tightly around your head, or the "fog."
As time goes on, the symptoms of untreated mycoplasma take their toll on the victim.
I certainly want to know what mycoplasma research was done at Plum Island, as well as Cold Spring Harbor, and Ft. Detrick, and Tanox. Yet, the U.S. Government makes it increasingly difficult to read about that research. If it is so inocuous, then why won't the Government release the data? Why is information on mycoplasma, a poor candidate for germ warfare, classified?
I cannot foget that it was mycoplasma that killed so many people in the Huntsville, Texas area during the Day Lily Project at Huntsville, Texas prison.
I also remember that it was Dr. James Dewey Watson, Nobel winner, "Double Helix," and Director of Cold Spring Harbor, who went to Texas to oversea the giving out of flu shots to the Texas Dept. of Corrections Prisoners at Huntsville Texas Prison.
I cannot follow Dr. Carmichael's assumption that mycoplasma is a poor candidate for germ warfare. The only word in that sentence I can agree with is "awful."
Yes, only those who suffer from the effects of mycoplasma know it is, indeed, AWFUL.

USDOL & Eddis v. LB&B Associates Inc.,
On February 17, 2001, the President issued Executive Order 13204, revoking E.O. 12933. 66 Fed. Reg. 11228. The new Executive Order directed the Secretary of Labor to "promptly move to rescind any orders, rules, regulations, guidelines, or policies implementing or enforcing Executive Order 12933 of October 20, 1994, to the extent consistent with law." In addition, it directed the Secretary to "terminate, effective today, any investigations or other compliance actions based on Executive Order 12933[.]"
Based on this directive in E.O. 13204, on February 22, 2001, the Acting Administrator withdrew his Petition for Review, explaining that he was "of the view that the Petition is covered by the Executive Order's directive to `terminate any investigations or other compliance actions based on Executive Order 12933."' Emphasis supplied. While withdrawing his own Petition, the Acting Administrator did not move to dismiss the remaining appeal that had been filed by the Eddis brothers.
Pursuant to E.O.13204, the Secretary rescinded the Part 9 regulations, effective March 23, 2001. 66 Fed. Reg. 16126.
LB&B has moved to dismiss the Eddis brothers' appeal, asserting that the Eddis brothers' appeal constitutes a "compliance action" barred under E.O. 13204, and that the basis of the Eddis brothers' action, E.O. 12933 and the Part 9 regulations, no longer have any force or effect. The Eddis brothers have opposed the motion to dismiss.
LB&B's motion raises issues not addressed by the parties. Accordingly, the Board hereby orders the Eddis brothers and LB&B, to submit supplemental briefs addressing the following questions:

Beyond the traditional four biosafety levels, U.S. Agriculture has an additional level, biosafety level 5 (BL5), designed for agents that by law are not allowed on the U.S. mainland. Both foot-and-mouth disease virus and rinderpest virus require that BL3-Ag facilities in which they are studied be separated from the mainland. The creation of these BL3 capabilities located at universities provides unique and unprecedented opportunities for partnership between the federal agenda and university-based researchers. With the rising availability of BL3 facilities, coupled with the ever-increasing threat of emerging and foreign diseases, the nation is in a better position to advance through scientific synergy between federal and non-federal scientists involved in agricultural research. As the regulatory concern about emerging and foreign pathogens increases, even in the face of federal downsizing, many of these issues can be addressed through alliances with academia by research conducted in non-federal BL3 facilities
There is only one facility in the U.S. that meets BL5 criteria -- the Plum Island Animal Disease Center.

Iraq links cancers to uranium weapons
U.S. likely to use arms again in war

Baghdad -- Something is killing the children in Dr. Emad Wisam's hospital ward, and filling it up again and again with more sick and dying kids.
Walking a visitor through the halls of Al Mansour Children's Hospital in Baghdad last weekend, Wisam stopped briefly at his small patients' bedsides to commiserate.
After checking 5-year-old Nur Abdullah, who has a tumor in his throat, Wisam turned away with a pained look in his eyes.
"He will die soon," he said. "Most of these kids will die. And there's almost nothing we can do."
Iraq has experienced a dramatic increase in child cancers, leukemia and birth defects in recent years. Wisam, Iraqi medical authorities and growing numbers of American activists cast blame on the U.S. weapons containing depleted uranium that were used in the 1991 Gulf War and in the 1998 missile attacks on Baghdad and other major cities. They also assert that such munitions -- which were also used by U.S. forces in Bosnia, Kosovo and Serbia in far smaller quantities -- may be a cause of Gulf War diseases, elusive maladies that have affected 50,000 to 80,000 U.S. veterans of the 1991 conflict.
The Pentagon says studies it has sponsored have found no evidence that depleted uranium, known as DU, causes serious illnesses, while many international medical experts remain on the fence, citing the lack of definitive scientific evidence on the issue.
But with the renewed use of DU weapons by the U.S. military considered likely in the event of a new war with Iraq, the controversy is being stirred up again.
Depleted uranium is the low-level radioactive waste left over from manufacturing nuclear fuel and bombs. It is used in bullets and missiles by the United States, Britain, Russia and several other nations -- though, from all indications, not by Iraq.
HIGHLY EFFECTIVE
Military experts regard DU as an almost magically effective material. DU is 1.7 times denser than lead, and when a weapon made with a DU tip or core strikes the side of a tank or bunker, it slices straight through and erupts in a burning radioactive cloud. In addition, armor made of DU appears to make tanks far less vulnerable on the battlefield.
During the Gulf War, U.S. airplanes and tanks fired off munitions containing 320 tons of DU. According to Iraqi health statistics, the country's recent increase in health problems has been concentrated in the same areas of the country that took the brunt of U.S. attacks: Baghdad, the southern port city of Basra, and the northern cities of Mosul and Kirkuk.
No similar problems are known to have occurred in Kuwait, where DU was also used, because such weapons were used mainly outside of population centers and because Kuwait carried out a comprehensive, well-funded postwar cleanup of spent munitions and combat wreckage.
Among children throughout Iraq, the number of cancer cases has risen five- fold since 1990, and congenital birth defects and leukemia have tripled, say government health officials. Overall cancer rates among all Iraqis have risen by 38 percent, the Iraqi government says.
"There are thousands of cases of DU poisoning in Iraq by the Americans and British," said Health Minister Dr. Omeid Mobarik.
FUTURE USE PREDICTED
The Wall Street Journal reported earlier this month that branches of the U. S. military are looking for alternatives to DU, but officials refuse to say publicly whether DU weapons will be used in a new war against Iraq. Defense Department spokeswoman Barbara Goodno has acknowledged, "Depleted uranium is an important component in the U.S. arsenal."
"Despite being engaged multiple times (during the Gulf War), often at close range, by Iraqi tanks and anti-armor weapons," she added, "not a single U.S. tank protected by DU armor was penetrated or knocked out by hostile fire."
Experts say the crucial edge that DU technology affords makes it too effective to pass up.
"Yes, certainly the U.S. will use it," said John Eldridge, editor of the authoritative book Jane's Nuclear, Biological and Chemical Defense.
Christopher Hellman, a senior analyst at the Center for Defense Information in Washington, said U.S. and British military planners are likely to be swayed more by DU's effectiveness than by possible health concerns.
"Their view is very simple," said Helman. "This is war, and a destroyed enemy tank is less dangerous than one that's shooting at you, regardless of whatever residual effects DU may have."
Just what those health effects may be, however, is hotly debated.
Pentagon officials deny any links, either to Iraqi civilians or American Gulf War veterans. They dismiss Iraq's reports of increases in cancer, birth defects and leukemia, saying their pre-1990 baseline figures are unreliable.
They point in particular to a Pentagon-funded review of scientific literature on cancer and DU carried out by the Rand Corp. in 1999. It concluded that no link had been found. Initial studies by the World Health Organization and the European Community also have found no link.
But the Rand report -- which leans heavily on research into the relatively mild effects of conventional uranium -- acknowledges that "few studies to date . . . have focused directly on DU."
While the Veterans Administration has conducted limited studies of some veterans exposed to DU, and found no links so far to serious illness, U.S. activists point out that none of the published studies have tested broad numbers of sick Americans or Iraqis who have been exposed to DU. The U.S. military has conducted several such studies, but they remain classified. The Iraqi military refuses all comment on whether its veterans have experienced their own Gulf War illnesses.
AMERICAN EXPERT
One American with personal experience of DU is Doug Rokke, former director of the U.S. Army's Depleted Uranium Project. He was in charge of a team of about 100 soldiers who examined and cleaned up Iraqi tanks and American vehicles struck by DU shells during the Gulf War.
The work was ghastly -- the DU explosions so badly burned the dead soldiers inside that the team dubbed them "crispy critters."
The team's members, uninformed about the danger of DU residue, were themselves contaminated. Most have suffered serious health problems in the intervening years, and "too many" have died, says Rokke, who says he eschews exact numbers because of the difficulty of proving direct links to DU exposure.
Rokke, who has a Ph.D. in physics and until recently was a professor at Jacksonville State University in Alabama, says he has "5,000 times the recommended level of radiation in my body" and has called the health woes among residents of southern Iraq and his own colleagues "the direct result" of DU exposure.
In an interview on Saturday, Rokke said of his own health: "I'm trashed." He said that Pentagon officials routinely tell him and others who were contaminated in the gulf theater that the elevated levels of uranium in their bodies are "just coming out of our diets."
INTERNATIONAL OPINION
But organizations outside the United States have come down against DU munitions:
-- In 1999, the European Parliament voted to urge NATO to suspend the use of DU munitions pending results of an independent study. The request was ignored.
-- Last August, the U.N. Subcommission on the Promotion and Protection of Human Rights authorized a study of the dangers of DU, which the panel had already labeled a weapon of mass destruction. The move -- coming over the objections of the United States and Britain -- was a significant victory for Karen Parker, a San Francisco lawyer who works with the International Educational Development/Humanitarian Law Project and has campaigned against DU for years.
-- A 1991 study by Britain's Atomic Energy Authority found that use of DU weapons in the Gulf War could eventually lead to half a million "potential deaths from cancer." The report was suppressed by the British government until 1998.
Hard science on the DU issue remains scarce, however.
Richard Clapp, an epidemiologist at Boston University School of Public Health and one of the few experts to investigate the DU-cancer relationship, is carrying out a study of Gulf War diseases among Massachusetts veterans.
His initial findings suggest increased incidences of Hodgkin's disease in Gulf War veterans exposed to DU, but no increases in other types of cancer.
But Clapp cautions that further comprehensive study is needed. In an e-mail interview, he wrote: "The potential for a DU-cancer link (especially lung cancer in those who breathe DU through dust and smoke particles) is still an open question. I certainly would not rule it out on biological grounds, and 'no proof of harm is not proof of no harm,' as we say."
OIL FIRES, CHEMICAL WEAPONS
Iraq's health problems and Americans' Gulf War illnesses could have many additional causes besides DU, Clapp and other U.S. experts say. Other possible factors include pollution breathed in from the oil fires ignited in Kuwait by retreating Iraqi soldiers or from Iraqi chemical weapons stores hit by U.S. missiles.
"The reason there is no proof of causality between DU and any particular disease is that no one has seriously looked for it," said Steve Leeper, co- director of the Global Association for Banning DU Weapons, a U.S.-Japanese coalition based in Atlanta, Hiroshima and Nagasaki.
"The biggest problem with radiation, especially involving a low-level radiation source that is also a toxic chemical, is that it can get you in so many ways," said Leeper.
"Which disorder you wind up with depends on where the DU winds up in your system and what sort of damage it does to what sort of cells. To really find an effect, the government would have to study all the veterans, especially the 205,000 that have applied for medical help from the Veterans Administration, and the people of southern Iraq and test for uranium in their urine, organs and bones, then look for correlations with various pathologies."
Dr. Alim Yacoub, a British-educated epidemiologist who is dean of the medical school at Mustansiriya University in Baghdad, expressed anger at the world's response to the Iraqi health crisis.
"Why have no international studies been carried out?" he asked. "Where is the World Health Organization? This issue is highly political and has been affected by propaganda, by American pressure."
WHO officials say that in 2001, the U.N. organization proposed to Iraq a comprehensive study of all cancer problems, including DU, but received no response.
U.N. SANCTIONS
Yacoub insists that the project was blocked by the strict U.N. sanctions imposed on Iraq since the Gulf War. He said the International Atomic Energy Agency has refused to allow Iraq to import radiology equipment needed to carry out the research because it is termed "dual use," meaning that it could be used to help develop nuclear weapons.
Defense analyst Hellman summed up the standoff over DU by saying, "The science on this is not unanimous.
"My approach is: If you can't use it safely, then you shouldn't use it. The military's approach is 180 degrees from that. They say, 'If you can't prove it isn't safe, we're going to keep using it.' "

ORIGIN, USES, EFFECTS OF DEPLETED URANIUM
Depleted uranium (DU) is a byproduct of the process during which fissionable uranium (uranium 235) used to manufacture nuclear bombs and reactor fuel is separated from natural uranium, a heavy metal found in soil and water everywhere on earth, mainly in trace quantities.
DU (uranium 238) is about 40 percent less radioactive than natural uranium, but it remains radioactive for 4.5 billion years. Because it is such a highly dense metal -- heavier than lead or steel -- it is prized for its abilities to both penetrate military armor and provide shielding against attack.
Upon impact, DU produces extremely fine uranium oxide dust that is both chemically toxic and radioactive. Easily spread by wind, it is inhaled and absorbed into the human body and absorbed by plants and animals, becoming part of the food chain.

The man perhaps most responsible for initiating interest in United Europe Movements was Count Richard Coudenhove-Kalergi, who had founded Pan-Europa in 1922 as The Pan European Union. Although it accomplished little on a practical level, Pan-Europa, in the period between the wars, was a prestigious organization. Its membership included a number of esteemed political figures, such as Leon Blum and Aristide Briand in France and Eduard Benes in Czechosolvakia, as well as Winston Churchill. The membership also included Albert Einstein, and such cultural luminaries as Paul Valery, Miguel de Unamuno, George Bernard Shaw and Thomas Mann.
Driven out of Austria by the German Anschluss of 1938, Coudenhove-Kalergi, in 1940, fled to the United States. Here he lobbied tirelessly for his Pan-European ideal, insisting that European unity must be a priority for American Policy after the war. His efforts served to convince a number of important American political figures, such as William Bullitt and Senators Fullbright and Wheeler. When America entered the war, some of Coudenhove-Kalergi’s thinking offered a blueprint for action. It was to be adopted as such by the OSS, precursor of the CIA.
The OSS, or Office of Strategic Services, was created in emulation, and with the aid of, Britains MI6 and SOE. Its first director was General William (Wild Bill) Donovan. Donovans agents were to provide the nucleus for the post war CIA. One of them, Allen Dulles, became director of the CIA from 1953 until the Bay of Pigs debacle forced him to resign in 1961. During the war, Dulles had been based in Switzerland, and he maintained the contacts he had made there with Helmut James von Moltke and the Kreisau Circle.
As director of the OSS, William Donovan was quick to realize the potential significance of the Vatican to intelligence operations. Thousands of Catholic priests were also serving as chaplains in the armed forces of every combatant nation. The network was already engaged in intelligence activity, passing vast qualtities of information back to the Vatican’s own internal intelligences department. One of the four section leaders of Vatican Intelligence was Monsignor Giovanni Montini--later Pope Paul VI. Donovan therefore undertook to establish close links with the Vatican.
Shortly after Americas entry into the war, Donovan forged an alliance with one Father Felix Morlion, founder of a European intelligence service called Pro Deo (For God), based in Lisbon. Under Donovan’s auspices, Pro Deo moved its headquarters to New York, and the OSS undertook to finance its operation. When Rome was liberated in 1944, Donovan and Father Morlion proceeded to install Pro Deo in the Vatican itself. Here, it was particularly well situated to draw on information from Catholic priests who had been, or were still, in Germany or with German Armed Forces. The Jesuits, with their sophisticated training, rigorous discipline and tight knit organization, proved an especially valuable source of intelligence material.
In the period following the war, the United States hastened to capitalize on the apparatus Donovan had established, particularly in Italy. in 1948, with Italian elections scheduled, the newly formed CIA embarked on a complex clandestine operation to preclude any prospects of a communist victory. Under the auspices of James Angleton, Former OSS station chief in Rome, and later CIA head of counter-intelligence, millions of dollars were covertly filtered to the Christian Democrats, while additional funds were pumped into newspapers and other vehicles of propaganda. This procedure was also used to good effect in France.
As stated (Earlier in chapter than is covered here), Dr. Joseph Retingers trip to the United States on behalf of the European Movement led, on March 29 1949, to the creation of the American Committee on a United Europe, or ACUE. Its chairman was William Donovan. Its vice chairman was the former OSS head of Station in Switzerland, Allen Dulles. Its secretary was George S. Franklin, who was also director of the private council on Foreign Relations and subsequently became a co-ordinator of the Trilateral Commission. The executive director of ACUE was a serving CIA operative, Thomas Braden, then chief of the Agency’s International Organizations Department. Under the auspices of these men, ACUE decided to underwrite the European Movement of Joseph Retinger. Funds from American State Department sources were discreetly filtered to the European Movements Brussels headquarters. As the Soviet Union extended its influence across Eastern Europe, the epoch of the ‘Cold War’ began. Conceived originally to foster European Unity, the European Movement was gradually being conscripted to help build a ‘bulwark against communism’--and this bulwark conduced to the atmosphere in which clandestine organizations flourished.
Now partially financed by the CIA, Joseph Retinger and other members of the European Movement forged ties with Prince Bernhard of the Netherlands, with the Italian Prime Minister and with Sir Colin Gubbins, former director of Britains SOE. Together with the then director of the CIA, General Walter Bedell Smith, this group proceeded to create a think tank which met for the first time in May 1954 at the Hotel de Bilderberg, in the Dutch town of Oosterbeek. Thus arose the Bilderberg Conferences.
In the meantime, the CIA had been proceeding on its own initiative as well, embarking on a large-scale program of covert action to support any institutions that might help consolidate the ‘bulwark against communism’. Political leaders, political parties and pressure groups, unions, newspapers and publishers were all heavily subsidised, providing their orientation was sufficiently pro-western and anti-communist. During the 1950’s, an average of between twenty and thirty million dollars a year was reportedly spent in Italy to support cultural activities, youth schemes, publishing ventures, and Catholic groups of one kind or another. Enterprises sponsored by the church, including missions and orphanges, were often co-funded by the CIA. CIA money was dispensed to many bishops and monsignors, one of whom was the future Pope Paul VI. And needless to say, The Christian Democratic Party in Italy remained a particuilart focus of attention. In fact the future Popes father, Georgio Montini, was co-founder in 1919 of the party which became the the Christian Democratic Party, and his elder brother was a Christian Democrat Senator.
Dr. Joseph Retingers CIA-sponsored European Movement was also active in Italy, further consolidating the bonds between the American Intelligence agency and the Vatican. Retinger enlisted the support of Dr. Luigi Gedda, an old personal friend, who was medical advisor to Pope Pius XII and also head of Azione Cattolica, or Catholic Action, the power behind the Christian Democratic Party. Through Gedda, Retinger was also able to conscript the services of the future Pope Paul VI, and Catholic Action became another primary recipient of CIA funds.
The rapport between the CIA and the Vatican became closer in 1963, when Pope John XXIII died and was succeeded by Paul VI, formerly Giovanni Montini, Archbishop of Milan. As we have noted, Montini was already associated with the agency and had already received funds from it. Even during the war, he had worked with the American intelligence services, passing information to and fro between the Vatican and the OSS. After the war, as Archbishop of Milan, he turned over to the CIA comprehensive dossiers on politically active priests. These were to be used to influence the Italian elections of 1960.
The relationship between the Vatican and the CIA has continued to the present. According to Gordon Thomas and Max Gordon-Witts, there occurred, in November 1978, a private meeting between Pope John Paul II and the CIA’s station chief for Rome. As a result of this meeting, an accord was reached whereby the Pope was to receive regular weekly intelligence briefings from the CIA. What the CIA received in return was not specified, but one can make an educated guess.
Another of the CIA’s most influential allies within the church was Cardinal Francis Spellman of New York. In 1954, he acted directly for the CIA in Guatemala, helping to stage a coup there which was orchestrated by the agency. But Spellman was also deeply involved in affairs in Italy. He played a crucial role in obtaining large sums of US Government ‘Black Money’ for the use of the Catholic Church. He was intimately associated with Bernardino Nogara, the mastermind behind the Vatican Bank, and with Count Enrico Galeazzi, who with Michele Sindona watched over Vatican investments and banking in the early 1960’s. And it was Cardinal Spellman who, in 1963, first brought to the Pope’s attention Father Paul Marcinkus of Chicago. By 1971, Marcinkus, now Archbishop, was head of the Vatican bank, a close friend of P2 members such as Michele Sindona and Roberto Calvi, and an alleged member of P2 himself.
The origins of the Masonic Lodge P2 are obscure, but it is believed to have been formed in the early 1960’s (Probably much earlier--ours). Whatever its original priorities and objectives may have been, its ultra right wing grand master, Licio Gelli, had soon brought it into the phalanx of groups and organizations which constituted the ‘bulwark against communism’. Certain of its members received generous CIA subsidies. And through individuals such as Calvi and Sindona, P2 provided a means of furnishing anti-communist institutions in Europe and Latin America with both Vatican and CIA funds. Calvi also claimed that he personally had arranged the transfer of 20,000,000.00$ of Vatican money to Solidarity in Poland, although the overall total sent to Solidarity is believed to be in excess of 100,000,000.00$. Prior to his indictment for murder, Michele Sindona was not only P2’s financier, but the Vaticans investment counsellor as well, helping the Church to sell its Italian assetts and re-invest in the United States. His services for the CIA including passing funds to ‘friends’ in Yugoslavia, as well as to the Greek Colonels prior to their seizure of power in 1967. He also channelled millions of dollars into the funds of the Christian Democrats in Italy.
When the existence of P2 first made international headlines in 1981, the scandal surrounding its stranglehold on the upper echelons of government, police, and finance was focused primarily on Italy. According to David Yallop, however:
...there are still branches functioning in Argentina, Venezuela, Paraguay, Bolivia, France, Portugal, and Nicaragua. Members are also active in Switzerland and the USA. P2 interlocks with the Mafia in Italy, Cuba, and the USA. It interlocks with a number of military regimes of Latin America, and with a variety of groups of neo-fascists. It also interlocks very closely with the CIA. It reaches right into the heart of the Vatican. The central common interest of all these elements is apparently the hatred and fear of communism...
It is now generally acknowledged that P2, however influential and powerful it may have been (!) Was, (And probably still is)controlled by some even higher, more shadowy authority, which transmitted its instructions through Licio Gelli, The Lodges Grand Master. According to an Italian parliamentary commission, the organization behind P2 lay ‘beyond the frontiers of italy’. There has been much speculation, both plausible and otherwise, about this organization. Some have identified it as the American Mafia. Some have suggested the KGB, or some other intelligence agency from Eastern Europe. Some have even suggested the Prieure de Sion. In 1979, however, a defector from P2 -- a journalist named Mino Pecorelli -- accused the CIA. Two months after this accusation, Pecorelli was murdered.
In March 1981 Italian Police raided Licio Gelli’s villa. they discovered comprehensive lists of the Lodge’s membership. They also discovered an index to Licio Gelli’s files -- although the files themselves had vanished, apparently being of greater importance than the membership lists. Some of the headings in the index were published in Italian newspapers. They included Opus Dei. They included Giulio Andreotti, currently Italian Foreign Minister and alleged, in a document we received, to be a member of Prieure de Sion. And they included the organization known officially as the soverign and Military Order Of The Temple Of Jerusalem -- the organization, that is, which today claims a direct lineal descent from the Knights Templar.

Have women in the Philippines, and possibly elsewhere, surreptitiously been used as guinea pigs in an international anti-fertility campaign? A new medical study in the Philippines suggests that may well be the case. A recent study conducted by the Philippine Medical Association on behalf of the Philippine Department of Health revealed that almost 20 percent of the tetanus vaccine sampled positive for the hormone human chorionic gonadotrophin (hCG), according to Human Life International. Vaccines containing the hormone immunize women not only against tetanus but also against pregnancy by inducing the body's immune system to attack the hormone needed to bring an unborn child to term. "This study lends credence to what Human Life International (HLI) and some other groups have suspected all along," said Father Matthew Habiger, president of the international pro-life/family organization. "We first began to hear reports last year about tetanus vaccination campaigns in the developing world that targeted only women of child-bearing or pre-child bearing years, and that they required multiple injections. The vaccination program is sponsored by the World Health Organization, an agency with a 20-year history of researching anti-fertility vaccines," Fr. Habiger said. "We brought our suspicions to the world's attention. This new study greatly heightens our concerns." The WHO and certain feminist organizations that claim to care about the health of women publicly attacked HLI after it called for an investigation of the widespread allegations about contaminated vaccine. "In light of the new Philippine study, it appears that these groups have squandered their credibility," Fr. Habiger said. The Philippine Medical Association reported that nine of the 47 vaccine samples tested were found to contain hCG, and released a letter signed by the three Philippine physicians who actually tested the vaccines. The PMA president attested to the veracity of the letter and the testing process. All the vaccines sampled were taken from various health centers in Luzon and Mindanao. Almost all of them were labeled by one of two Canadian firms, Connaught or Intervax. All the samples were tested with an immunoassay-based method developed by the U.S. Food and Drug Administration.. The Philippine Medical Association report closes the first stage of a two-part investigation of contaminated vaccines in the Philippines. The protocol for the second stage of the test testing the women vaccinated for antibodies to hCG has been submitted the Philippine Department of Health and is awaiting funding. In a letter to the Philippine Department of Health, HLI urged immediate approval of the second stage to uncover the full dimensions of this scandal. The tetanus vaccine tested in the Philippines was imported as part of a program against neonatal tetanus sponsored by the WHO. Similar vaccination protocols have also been observed in WHO programs administered in Mexico and Nicaragua. Tests of the vaccine in Mexico yielded similar results but none of those tests was performed as part of an actual investigation into the contamination. "We view the adulteration of tetanus vaccine with hCG to be a matter of grave concern," said Fr. Habiger. "It is absolutely essential that any country which has this program in place begin testing the vaccines for contamination." Noting that it is unlikely contaminated vaccine would still be in circulation after public concerns were raised last year, Fr. Habiger suggested that researchers attempt to focus on acquiring and testing unused vaccines distributed prior the public outcry over vaccine contamination. He said it is even more important that women who previously received the vaccine be tested for the telltale presence of hCG antibodies in their bloodstream and that the numbers of miscarriages experienced by vaccinated women be tabulated. "We are not making any accusations at this stage," Fr. Habiger said. "But we strongly suspect something is seriously amiss. And public confidence in these kinds of vaccination campaigns has been critically eroded in several developing nations. Only an objective, scientifically valid study of this matter will lay public concerns to rest." Are New Vaccines
Laced with Birth-Control Drugs?
During the early 1990s, the World Health Organization (WHO) had been overseeing massive vaccination campaigns against tetanus in a number of countries, among them Nicaragua, Mexico, and the Philippines. In October 1994, HLI received a communication from its Mexican affiliate, the Comite' Pro Vida de Mexico, regarding that country's anti-tetanus campaign. Suspicious of the campaign protocols, the Comite' obtained several vials of the vaccine and had them analyzed by chemists. Some of the vials were found to contain human chorionic gonadotrophin (hCG), a naturally occurring hormone essential for maintaining a pregnancy.
hCG and Anti-hCG Antibodies
In nature the hCG hormone alerts the woman's body that she is pregnant and causes the release of other hormones to prepare the uterine lining for the implantation of the fertilized egg. The rapid rise in hCG levels after conception makes it an excellent marker for confirmation of pregnancy: when a woman takes a pregnancy test she is not tested for the pregnancy itself, but for the elevated presence of hCG.
However, when introduced into the body coupled with a tetanus toxoid carrier, antibodies will be formed not only against tetanus but also against hCG. In this case the body fails to recognize hCG as a friend and will produce anti-hCG antibodies. The antibodies will attack subsequent pregnancies by killing the hCG which naturally sustains a pregnancy; when a woman has sufficient anti-hCG antibodies in her system, she is rendered incapable of maintaining a pregnancy.(1)
HLI reported the sketchy facts regarding the Mexican tetanus vaccines to its World Council members and affiliates in more than 60 countries.(2) Soon additional reports of vaccines laced with hCG hormones began to drift in from the Philippines, where more than 3.4 million women were recently vaccinated. Similar reports came from Nicaragua, which had conducted its own vaccination campaign in 1993.
The Known Facts
Here are the known facts concerning the tetanus vaccination campaigns in Mexico and the Philippines:
* Only women are vaccinated, and only the women between the ages of 15 and 45. (In Nicaragua the age range was 12-49.) But aren't men at least as likely as young women to come into contact with tetanus? And what of the children? Why are they excluded?
* Human chorionic gonadotrophin (hCG) hormone has been found in the vaccines.. It does not belong there -- in the parlance of the O.J. Simpson murder trial, the vaccine has been "contaminated."
* The vaccination protocols call for multiple injections -- three within three months and a total of five altogether. But, since tetanus vaccinations provide protection for ten years or more, why are multiple inoculations called for?(3)
* WHO has been actively involved for more than 20 years in the development of an anti-fertility vaccine utilizing hCG tied to tetanus toxoid as a carrier -- the exact same coupling as has been found in the Mexican-Philippine-Nicaragua vaccines.(4)
The Anti-Fertility Gang
Allied with the WHO in the development of an anti-fertility vaccine (AFV) using hCG with tetanus and other carriers have been UNFPA, the UN Development Programme (UNDP), the World Bank, the Population Council, the Rockefeller Foundation, the All India Institute of Medical Sciences, and a number of universities, including Uppsala, Helsinki, and Ohio State.(5) The U.S. National Institute of Child Health and Human Development (part of NIH) was the supplier of the hCG hormone in some of the AFV experiments.(6)
The WHO begain its "Special Programme" in human reproduction in 1972, and by 1993 had spent more than $356 million on "reproductive health" research.(7) It is this "Programme" which has pioneered the development of the abortificant vaccine. Over $90 million of this Programme's funds were contributed by Sweden; Great Britain donated more than $52 million, while Norway, Denmark and Germany kicked in for $41 million , $27 million, and $12 million, respectively. The U.S., thanks to the cut-off of such funding during the Reagan-Bush administrations, has contributed "only" $5.7 million, including a new payment in 1993 by the Clinton administration of $2.5 million. Other major contibutors to the WHO Programme include UNFPA, $61 million; the World Bank, $15.5 million; the Rockefeller Foundation, $2.5 million; the Ford Foundation, over $1 million; and the IDRC (International Research and Development Centre of Canada), $716.5 thousand.
WHO and Philippine Health Department Excuses
When the first reports surfaced in the Philippines of tetanus toxoid vaccine being laced with hCG hormones, the WHO and the Philippine Department of Health (DOH) immediately denied that the vaccine contained hCG. Confronted with the results of laboratory tests which detected its presence in three of the four vials of tetanus toxoid examined, the WHO and DOH scoffed at the evidence coming from "right-to-life and Catholic" sources. Four new vials of the tetanus vaccine were submitted by DOH to St. Luke's (Lutheran) Medical Center in Manila -- and all four vials tested positive for hCG!
>From outright denial the stories now shifted to the allegedly "insignificant" quantity of the hCG present; the volume of hCG present is insufficient to produce anti-hCG antibodies.
But new tests designed to detect the presence of hCG antibodies in the blood sera of women vaccinated with the tetauns toxoid vaccine were undertaken by Philippine pro-life and Catholic groups. Of thirty women tested subsequent to receiving tetanus toxoid vaccine, twenty-six tested positive for high levels of anti-hCG! If there were no hCG in the vaccine, or if it were present in only "insignificant" quantities, why were the vaccinated women found to be harboring anti-hCG antibodies? The WHO and the DOH had no answers.
New arguments surfaced: hCG's apparent presence in the vaccine was due to "false positives" resulting from the particular substances mixed in the vaccine or in the chemicals testing for hCG. And even if hCG was really there, its presence derived from the manufacturing process.
But the finding of hCG antibodies in the blood sera of vaccinated women obviated the need to get bogged down in such debates. It was no longer necessary to argue about what may or may not have been the cause of the hCG presence, when one now had the effect of the hCG. There is no known way for the vaccinated women to have hCG antibodies in their blood unless hCG had been artificially introduced into their bodies!
Why A Tetanus Toxoid "Carrier"?
Because the human body does not attack its own naturally occurring hormone hCG, the body has to be fooled into treating hCG as an invading enemy in order to develop a successful anti-fertility vaccine utilizing hCG antibodies. A paper delivered at the 4th International Congress of Reproductive Immunology (Kiel, West Germany, 26-29 July 1989) spelled it out: "Linkage to a carrier was done to overcome the immunological tolerance to hCG."(8)
Vaccine Untested by Drug Bureau
After the vaccine controversy had reached a fever pitch, a new bombshell exploded; none of the three different brands of tetanus vaccine being used had ever been licensed for sale and distribution or registered with the Philippine Bureau of Food and Drugs (BFAD), as required by law. The head of the BFAD lamely explained that the companies distributing these brands "did not apply for registration."(9) The companies in question are Connaught Laboratories Ltd. and Intervex, both from Canada, and CSL Laboratories from Australia.
It seemed that the BFAD might belatedly require re-testing, but the idea was quickly rejected when the Secretary of Health declared that, since the vaccines had been certified by the WHO -- there they are again! -- there was assurance enough that the "vaccines come from reputable manufacturers."(10)
Just how "reputable" one of the manufacturers might be is open to some question. In the mid-`80s Connaught Laboratories was found to be knowingly distributing vials of AIDS-contaminated blood products.(11)
Epilogue
At this juncture, evidence is beginning to appear from Africa.(12) HLI has called for a Congressional investigation of the situation, inasmuch as nearly every agency involved in the development of an anti-fertility vaccine is funded, at least in part, with U.S. monies.

Reports from the Philippines appear to confirm the 10-year immunity afforded by tetanus toxoid vaccinations: prior to the campaigns begun in 1993, the so-called booster shots were given only every 10 years.
