Ok,
So I'm a newbie here and have no dog in your fight.
I'd take it as face value that Powell using a dummied up document makes him (in this instance) either a liar (if he knew it was false) or a fool (if he believed his lines as he read them)
My spur to post in the midst of this dogfight, is the comments about America needing to protect itself by invading Iraq.
This began with 9/11:
On 9/11, AirMarshalls could have prevented any hijacking. (.44 specials against boxcutters)
President Carter had an Airmarshall Program.
Elizabeth Dole was President Reagan's Sec Trans, who cancelled the Airmarshall Program & gave US forced helmet and seatbelt use instead.
On 9/11, AirMarshalls could have prevented any hijacking.
In 1998 Pro golfer Payne Stewart was accompanied across country by 5 National Guard jets, because he failed to check in for 17 minutes.
On 9/11, Cheney tells us, the President would have had to order military jets to scramble.
Questions, who was President in 1998 (when the military did their job) and who was President on 9/11?
All these losses of our liberties, spying and martial law would have been wrong if done by Bill Clinton.
How come people who osbsessed for eight years about a Clinton threat to our Constitution and Bill of Rights are OK with worse than they ever imagined being done by people with an (R) next to their name?
Wrong is wrong, no matter what letter is next to their names.
The Gulf of Tonkin incident was a fraud which Lyndon Johnson used as excuse for expanding the Vietnam War.

President Bush I referred to secret satellite photos which showed a massing of Iraqi tanks poised to invade Saudi Arabia as part justification for the first Gulf War.
Reporters bought commercial photos which showed not one single Iraqi tank anywhere near the Saudi border.

Get upset because Clinton lied about sex and find nothing wrong with sending Americans to fight and die based upon lies?
There is something seriously wrong with a sense of balance that justifies lies that result in deaths.
Heck even Catholic Priests lie about sex.
There is something seriously wrong with a sense of balance that supports any politician just because of the letter next to his name.
President Bush's oath of office included a vow to 'protect and defend the US Constitution against all enemies.."
Passage of the Patriot Act's suspension of the Writ of Habeus Corpus, the Bill of Rights, and the Constitutional right to trial, is a violation of his oath and an impeachable offense much worse than lying about sex.
Democrats and Libertarians are now the only ones left who support the US Constitution.
I never thought I'd live to see the day that Republicans would treat the constitution and Bill of Rights like toilet paper.
Or justify lies just because an (R) is beside the liar's name.

Don't be so sure...There are PLENTY of DemoRATS who step on the constitution and helped get a LOT of UNCONSTITUTIONAL legislation passed. They seem to LOVE gun grabbing bills but lately so do the Repubs.
They all need to be kicked out, tried and a brand NEW CONSTITUTIONAL government installed. Also...as important... abolishment of the (private) FED Reserve and the IRS.
After this is done...things will be better. Our government will OBEY their constitutional oaths or be deposed...PERIOD.

I'd readily agree to a ban on all political parties.
Senator Dorgan was almost the only one with integrity to openly resist the unconstitutional USA Patriot Acts.
Many of the others were locked out of their offices by an "anthrax scare" and forced to vote 'yes or no' on that legislation without any chance to read it first.
I'd support immediate impeachment of all politicians of any party who voted yes.
Ron Paul in particular worried daily that Clinton would destroy the Constitution,
but can now only mildly say "We're headed in the wrong direction."
My point is not to defend Clinton against the hate, it's to point out that blind support of, or opposition to, any group is wrong.
Our common enemy is in all political parties.
eg: John Kerry & dubya are both Skull & Bones.
Divide and rule is working out very well for the NWO elitists who run the US Government.
Bill Clinton in 1996 at a NYC cocktail party:
"There is a government within the government and I am not in charge."
A Congressman added, moments later:
"We are just window dressing."

clinton is respomsible for the enron debacle and global crossing and all the others...including the over inflated stock market...which cost millions of Americans their pensions...the recession which started his last year...that he conviently ignored...
