INDIANAPOLIS — Homeland Security Secretary Tom Ridge said Monday last week's blackout was an "initial test" of new systems and partnerships with states designed to enhance the nation's response to crises.

"The systems that were put in place, the means by which we communicate and share information that we have set up in our respective organizations to help one another if we need one another, were clearly tested that night," Ridge said during a meeting of the National Governors Association.
"Let's just call it an initial test of our relationship, and I think it worked pretty well."
Although state and local authorities shouldered most of the load in responding to the outage, Homeland Security teams stood ready to deploy.
One group was prepared to set up backup telecommunications networks so the federal government could manage police, fire and emergency services. But the primary networks did not break down.
"Clearly we still have additional work to do, but it demonstrated again the notion that the federal government has to partner with the states in order to maximize our ability to prevent a crisis or respond to a crisis," Ridge said.
During his public remarks, Ridge did not discuss heightened concerns that the nation's electricity grid and power plants might be vulnerable to terrorist attacks.
New Mexico Gov. Bill Richardson, energy secretary during the Clinton administration, said Monday that Ridge should conduct an immediate assessment of security at plants and electricity grids, and develop a plan that includes "additional security assistance to the states."
Richardson stressed the need to improve security at nuclear plants.
Ridge said he was asking governors to identify five officials in their states through whom top-level security information could be shared over a secure Web site |

ran for governor of Pennsylvania
saying constantly that 'we need the US government to leave the states alone to run their' own affairs.'
Freshly in office, PA Governor Ridge whined and complained....
after a blizzard...
that help from the Clinton Administration was too slow.
Can you say "hypocrite"?
Clinton's FEMA people were then in the state,
helping locals to fill out necessary paperwork to get federal funds and resources.
Ridge took the cheap shot, as always.
(as US taxpayers picked up the bill- for PA, cutting taxes & services, (and) being unable to handle the situation, as a result.)
I was there.
Snow was waist deep, National Guard HummVees got stuck in snowbanks.
Us civilians with snowmobiles saved the day.
Americans, working together, no politics,
no greed for renumeration.
Just meeting a need as unpaid volunteers.
Political hacks like Ridge took credit for the work of real people.

As stated in previous stories, the Saudi Royal Family have been in the midst of a bitter divorce from the Bush White House Gang. To evade prior knowledge charges of treason against themselves, the Bushies have been falsely blaming the Saudis for 9-11.
As a reprisal, on the afternoon of Thursday, August 14, 2003, the Saudis were set to begin the wire transfer, out of the U.S., of a 98 Billion Dollar portion, of their upwards of One Trillion Dollars of deposits in U.S. money center banks, mainly in New York.
The transfering was blocked by a massive black-out U.S./Canada, hard-hitting New York and transit recipient point, Toronto. This was apparently orchestrated by a U.S. power firm owned by the British Aristocracy, to whom the Bush Crime family are shackled as stooges and scapegoats.
The occupant and resident of the White House had few options. Find an excuse to declare U.S. Bank Holiday (the banks being already insolvent)? Or, divide Saudi Arabia, non-oil West for Saudi Royals and religious sites, and oil-rich East, as U.S. occupied Military Zone?
As a stop-gap measure, George W. Bush secretly and unlawfully grabbed huge portions of the U.S. Social Security and Medicare Trust Funds, thus endangering sickly and senior citizens now and in the future. For what? To bribe the Saudis not to re-schedule their flight capital out of the U.S. At least, not for now.
The Bushies ordered that the Saudi Royals have their One Trillion Dollars in U.S. deposits sweetened. How? By off-the-books higher interest additions, by awarding of hush-money, some of its disguised as financial instruments, such as debentures or heavy portions plundered unlawfully of supposed U.S.Government-backed mortgage pools, namely, Fannie Mae, Freddie Mac, and Ginnie Mae. Thus, darkening the financial horizon of common Americans and their home ownership.
Part of this stolen goods is also being used, to fool suckers, by temporarily pumping up the U.S. Stock Markets, to give the false image of an impending so-called "economic recovery", when none is at hand.
And, BIG MEDIA and BIG OIL continue their "Song of the Rotten Liars".
What is the reason, NONE dare call this Treason?

Circuit problem affects NJPAC, St. Michael's hospital and even PSE&G

Three underground circuits that supply power to Newark's downtown went out of service yesterday, causing several office buildings, including headquarters of the state's public utility, to be without power for several hours.
The outage, which started about 6:30 a.m., affected 313 customers, but service began to be restored slowly around 9:17 a.m., according to Ralph LaRossa, vice president of electric delivery for Public Service Electric & Gas.
All but a dozen customers had service around 2 p.m., but LaRossa said the utility was urging them to conserve power.
The problems were unrelated to the Aug. 14 blackout that left tens of millions without power in Canada and much of the Northeast, LaRossa said.
Yesterday's power loss was confined to customers in various parts of downtown, including sections near and around Halsey Street, Central Avenue, Raymond Boulevard, Broad Street and University Avenue.
In addition to PSE&G, other businesses and institutions affected included the New Jersey Performing Arts Center, St. Michael's Medical Center, Broad Street train station, Rutgers University and the New Jersey Institute of Technology.
The root of yesterday's problem began Friday when one of the three circuits that feed power to the city failed, said Emma Byrne, a PSE&G spokeswoman.
The circuit was repaired and tested over the weekend, but when PSE&G brought the line back up between 4 and 4:30 a.m. yesterday, it caught fire and damaged a second circuit. The utility shut down a third circuit until it could safely bring back power to all customers, LaRossa said.
St. Michael's Medical Center was the first to lose power, although the hospital's backup generators kicked in when the main line went down around 6:30 a.m., said Tom Woodard, a hospital spokesman.
"When the city power goes out, the backup generators automatically kick in so there's no interruption," Woodard said.
At Rutgers University, spokeswoman Carla Capizzi said the power was out from 6 a.m. to 9 a.m. at two residence halls, four academic buildings and the library.
She said classes were not in session and there were some students in the dorms.
The outage made registration and normal operations difficult at NJIT, because the building with the school's computer servers had no power, said NJIT Provost William C. VanBuskirk.
"With the computers down, we're having a difficult time of it. This is a bad time." VanBuskirk said.
Gil Nielsen, a spokesman for Newark-based IDT, a provider of Internet phone service, said the building lost power during the outage but it did not affect the company's telephone service. IDT began getting power back around 11:30 a.m., he said.
NJPAC had to close its telephone call center the public uses to order tickets for shows.
Ross Richards, vice president of operations and real estate, said the building in which the call center is located had no lights or air conditioning.
He said employees there were sent home around 12:30 p.m., but other areas of NJPAC remained open when power came back on around 9:30 a.m.
The city's Broad Street station lost power for about 3 1/2 hours during the morning rush, but emergency lighting helped passengers catch their trains on the Morris & Essex and Montclair-Boonton lines, NJ Transit spokesman Ken Miller said.
