Yellowstone County bathing in federal security moneyBy The Associated Press - 3/08/04BILLINGS (AP) — Montana has received about $42 million in federal homeland security money over the past four years, and Yellowstone County's share of that leaves officials here astonished. ‘‘This kind of equipment funding — never before in the 28 years I've been here have I seen anything like this,'' said Jim Kraft, emergency services director for the county, which encompasses Montana's largest city.The Billings Police Department is awaiting delivery of more than $400,000 worth of equipment, include a bomb robot and trailer and a fiber-optic camera. The fire department here soon will have a new hazardous-materials trailer stuffed with emergency gear, including decontamination equipment, various kinds of monitors and special suits to protect workers.Fire Chief Marv Jochems said the federal government traditionally has provided some money for emergency-response needs, but the focus on fighting terrorism has ‘‘just expanded that to an unbelievable amount of money.''‘‘All of a sudden there are opportunities at every turn,'' he said.
In the event of a security emergency, Yellowstone County's responsibility would not end at the county line but would extend across a vast area of eastern Montana.The cash flow accelerated soon after the World Trade Center attacks in 2001 and has been reinforced by the Department of Homeland Security, the federal agency created in the wake of those attacks.This month, money from the department will cover the cost of a 1½-day disaster drill that may be Yellowstone County's largest ever. The drill will start March 21 with a simulated gas leak at the Rimrock Mall and continue the next day with other simulated incidents, including a bomb explosion at an oil refinery.Kraft said that over the past few years the federal government provided $90,000 to assess the Billings water plant's vulnerability to terrorism; $360,000 for the City-County Health Department to train people and develop plans for responding to bioterrorism; and $100,000 to help create a corps of medical volunteers, such as retired doctors and nurses, able to go to work in an emergency.Eligible agencies in the county have until this spring to request more than $900,000 in new funding that will be available from the federal Office of Domestic Preparedness.Department of Homeland Security money sent to Montana goes to the state Disaster and Emergency Services Division, then is channeled through Local Emergency Planning Committees in each county and on each Indian reservation.Montana's homeland security funding for the current fiscal year rose to $20.8 million, up from $17.4 million in fiscal 2003.Not all of the money relates directly to security or terrorism. Some is for traditional disaster and emergency projects and purchases, such as the use of $178,000 for flood-prevention efforts in Billings' west end last year.But bracing for terrorism consumes vast sums of the money, and the outlays take many forms.Last fall, the St. Vincent Healthcare Foundation received a two-year, $1.9 million grant to strengthen bioterrorism training and education for medical workers in Montana and northern Wyoming.Officials here welcome the money but have concerns, as well.Although the new hazard-materials equipment would be useful in an emergency, ‘‘really, the need for most jurisdictions is people,'' Jochems said. ‘‘It takes a lot of people to respond to one of these things.''Expensive equipment won't do much good if the city does not have the personnel to use it, said Billings City Administrator Kristoff Bauer. |

Folks, this will be a mix of science and good old intuition. Something just does not quite feel right in the states of Utah and Wyoming.
First the science. There have now been four earthquakes in two days in an area that rarely sees earthquakes at all. On March 18th a 3.3 mag and a 2.4 magnitude hit in two 'separate' locations in Utah. Then on March 19th, two 3.1 magnitude quakes hit in the exact same area.
Please note: As I understand it, the odds of two exact measurement quakes to hit in the same area is almost unheard of. The usual is a larger 'primary' quake, and then an 'aftershock'. Most often the primary quake is the largest, follow by a smaller aftershock. But sometimes the 'aftershock' can be larger. In this case, the USGS is showing the "exact" same magnitude for two separate events. A likely reason for this may be due to it not being a "natural quake" at all. Perhaps it is "man made".
I would also like to bring your attention to the fact the EMSC seismology reporting center, is not posting most of the US quakes now. This began at the exact time I disclosed through my investigation of the USGS omissions. Is this just a coincidence?
So what would make "man made" seismic events? Most likely it would be "tunnels". But why? This is were I switch hats from the scientific field, to strictly conjecture, or in simply terms, a good old "hunch".
I have become untrusting of our government reporting centers. Yes, specifically the USGS. As you know from my ongoing investigation regarding the "non-reporting" by the USGS regarding the 5.3 mag. event which occurred on Feb. 6th, and was followed by four more smaller quakes in a 300 mile radius. It was at that time, most of us heard for the first time, some of these quakes were made by mine-blast, mine collapse, or "tunneling". But why, and why now? Then right on the heels of these events, we have the mysterious death of 300 "healthy" elk, who had become "paralyzed" and later died from asphyxiation.
Due to the suspicious nature of current events, I am making last Tuesday's interview with Tom Reed of the Wyoming Game and Fish Department available to everyone. We covered many areas related to the strange elk deaths. I asked him about gases such as 'sulfur' and 'methane', about natural toxins in the area, about a connection between seismic events and the deaths. I asked about the secret undergound biological testing center north of Yellowstone. NWF (National Wildlife Federation) lately has been zeroing in on a mysterious research lab near the north boundary of Yellowstone National Park that the Animal and Plant Health Inspection Service (APHIS) has been developing with a quiet diffidence that can only be described as secretive.

Also, I would once again like to bring your attention to the article titled " Project 'Wormwood' Is For Real". For those that are not familiar with the term "wormwood", it is a biblical announcement telling of what is believed to be an asteroid or comet on a collision course with Earth. The Vatican has been monitoring this event for decades, and have the latest state-of-the-art telescopes that are second to none. And yes, I mean NASA and US Naval Observatory.
This is not woo-woo hooky poky. Unfortunately, with the many wacko's on the internet and a few radio programs spouting ridiculous and even fraudulent material, some of which had to legally proclaim their statements as "entertainment", have now made it more difficult for those of us who wish to discern fact from fiction. Here we go again. This same old stuff just keeps going around and around …
All this article shows is that Mitch Battros knows next to nothing about earthquakes.

The region in Utah that Battros claims “rarely sees earthquakes” is, in fact, part of the Wasatch Front seismic zone, and experiences numerous small-to-moderate earthquakes. If Battros had bothered to do a search on Utah seismicity, he would have known that. But no - why ruin a good story with the facts.

Not all earthquakes occur in foreshock-mainshock-aftershock sequences. Several earthquakes of about the same size in about the same place are very common; they are called “swarms”. If Battros think there is something unusual about several earthquakes in the same area having the same magnitude, he is just displaying his ignorance.

Not this again (and again and again!) …
This “earthquake” never occurred! An automated solution from the USGS that used data containing transmission glitches to one of the stations did, indeed, came up with an automated magnitude of 5.3. This never appeared on the USGS website, but was picked up on one of the European websites. When the data was reviewed and corrected by an analyst the magnitude was reduced to 3.3 and, based upon the timing and appearance of the seismograms the “earthquake” was determined to actually be a mine blast in one of the many open pit mines in eastern Wyoming. This mine blast is still listed by the NEIC on their mining seismicity web site (which has been online for years).
A magnitude 5.3 earthquake would have been felt in large portions of eastern Wyoming and would have been reported in the newspapers – it was not. A magnitude 5.3 earthquake would have been recorded on seismometers around the world – this was recorded on just a few seismometers in the western U.S.
Finally, one of the other correspondents in this forum provided a website showing some actual seismograms. This is very useful. Look at the seismogram for February 6 at http://mbmgquake.mtech.edu/earthworm/wavef_disp/RSSD_SPZ_US.2004020600.gif .
Now look at the seismograms for February 2, 4, 10, 13, 17, 19, etc., dates for which the USGS lists mine blasts in the 3.1 to 3.4 range. Based on the amplitudes on these seismograms, either the blast on February 6 was also in this range (the USGS lists it at 3.3), or ALL of these were 5+. If they were all 5+ they should have all been felt in eastern WY, and should have all been recorded worldwide. They were not. |

I am in the process of rebuilding our lost Yellowstone thread. PLEASE DO NOT post any further Yellowstone information here – it will be one less post I need to copy over.
The new thread should be complete by Wednesday, 4/7/04. By the time I’m done reposting all our information, I’ll have a 10,000 post count – ha! Thanks to everyone that contributed information and comments and to those that will continue to contribute. And a special thanks to those that encouraged me to retrieve and repost our research! I’ll bet you’re glad it’s not you doing it though huh? heh, heh. |
