Not only did bush cut funding for the research into protecting New Orleans, he cut funding to the Army Corps of Engineers just for the basic maintenance of the levees. Bombing Iraq was a much better way to spend our federal dollars, don't ya'll think?
I think a portion of the destruction can be attributed to Bush, as well as the state and local governments for doing nothing to prevent this disaster, and to the people for not being vocal enough to get the government to respond. No one can stop a hurricane, but much of the damage and many of the deaths could have been prevented. Reinforcing the levees, maintaining them and adding a second layer of levees around the city could have prevented many deaths.
And to all the people who want to whine about how hindsight is 20/20 and how easy it is to blame the government: The experts have been warning about this for years, something could have been done to prevent it. Compared to the billions in property damage alone, not to mention the loss of lives, it would have been easier and less expensive to reinforce the current levee system and build it up than the cleanup ahead.

Now that worthless scumbag Bush is going to grandstand as a hero by cutting his 5 week vacation short by two days and approving federal aid to the gulf coast (nothing more than what anyone in his position would do). If he really wanted to go out on a limb he could get on national television and appologize for cutting the founding in the first place.
