Sufficient evidence has accumulated
to justify the suspicion that
cloud-generation technologies are
being used to redirect, attenuate
and intensify the natural course
of meteorological and oceanographical
events by changing lower-atmosphere
pressure (air density)-- what the
public is begining to call clandestine
weather modification.


An ezboard web resource for
interdisciplinary investigation
of the possibility of clandestine
weather modification has just been
created. People are invited to post
anything there which they deem
relevant to

1) interpreting the observations
and documents that have
occasioned the CWM explanation;

2) evaluating soundness of the
science that is being
attributed to CWM; or

3) refuting or supporting the
necessary implications of CWM
if it is taking place.

The following essay presents one
first-hand observer's grounds for
suspicion that chemtrails are
clandestine weather modification
in action.

Numerous worldwide "chemtrail"
reports ( for examples, see www.carnicom.com/contrails.htm, www.chemtrailcentral.com ,
and www.rense.com ) support no
other explanation than that
large-scale operations are
underway that are modifying
the atmosphere with "treatment"
that only the most causal or
short-term observer might mistake
for the ordinary vapor-trail
condensation of jet aircraft
or natural cloud cover.

And when concerned citizens
bring this abnormality, so
obviously filling the sky,
to the attention of appropriate
authorities, including the
Environmental Protection
Agency -- a bureaucracy often
so direct and aggressive in
investigating all leads
on infractions of air-quality
regulations -- we quickly learn
that our government is neither
anxious to impound airplanes
and levy fines, nor willing to
ease growing public confusion
and fear concerning what
is being done to our atmosphere
and why.

The time has come to subject
the following as-yet-unrefuted
but also under-tested thesis
to every possible criticism and
test that disinterested research
can bring to bear.

The Clandestine Weather
Modification Thesis:

Since at least 1992 major
weather events have been
shaped by the application
of technologies that
alternately heat or cool
precise parcels of
the lower atmosphere,
thereby decreasing or
increasing, respectively,
the density of those
parcels, in order to alter
the pressure-system
dynamics that otherwise
would naturally obtain;
this being a means of
governing the movement
of heat and moisture
within the atmosphere, but
also of redirecting
wind-pushed currents of warm
or cool water near the surface
of the seas -- the
interaction of marine and
atmospheric events both
monitored and anticipated
by real-time sensors,
signal-processing, and
intervention hardware.

Let us consider the two
distinct sets of technologies
that give Clandestine Weather
Modification its directive
"push" and "pull" capabilities,
technologies involving the
generation of cloud, using
aircraft, and the dissipation
of cloud, using remote high-
energy radio-energy generating
stations respectively.

How "Chemtrail" Cloud "Pushes"
Weather Systems

If CWM is real, then the
non-dissipating cloud-cover-creating contrails/chemtrails terrifying
the observant are most-likely
being deployed to reduce the
amount of solar energy
reaching precisely determined
patches of the earth's survace,
land or ocean, in order
to effect lower-than-otherwise
surface temperatures and,
concomitantly, higher-than-otherwise
barometric pressure in the
troposphere, or lower atmosphere,
immediately above the patch.

(Consider a pan on a stove
with water heated a-little-short
of the boiling point. The heat
at the bottom of the pan sets
up convection currents,and thus
a circulating "weather" system
is created in the fluid medium.
But if only half of the pan's
bottom surface is heated, the
pattern of circulation will
change in complex, but not
wholly chaotic (unpredictable)
ways. It is to effect this kind
of dynamic pattern change that
carefully calculated loci of
chemtrailed cloud sunblock are
introduced in the thermally driven
atmosphere. In this way chemtrailing
redirects air-current flows, speeds
or slows them, or detains them in
places so the air can gain or loose
heat and moisture. And when
chemtrailing of cloud is done over
the sea, the same principle
results in a change in the winds
that push surface waters --a result
that puts the immense heat-energy
reservoir of the tropical seas at
the disposal of the weather modifiers,
giving them the capability of
steering great parcels of warm or
cooler sea water from one
geographical region to another
-- an action fertile in catastrophic
consequences of terrifying variety.

How Applied Radio Physics
"Pulls" Weather Systems

A second meteorological mystery
that the clandestine weather
modification thesis explains is
the sudden -- almost instantaneous--
disappearance of cloud before the
eyes of amazed onlookers.

This feat is the work of a second
technology, one that yields an
effect the opposite of that
caused by chemtrailing, i.e,
it eliminates high-altitude cloud
in order to allow more of the sun's
radiant energy to warm a targeted
patch of earth surface more than
would occur without this
intervention. This cloud-busting-
effected heating of patches of
surface decreases the density of
the air immediately above the
patch, causing that air to rise,
thereby creating a low-pressure
cell that will pull in (as wind)
higher-pressure air adjacent
to the patch. (This is like
adding extra heat to just
one small spot on the bottom of
a pan of water to affect
convection patterning.

To gain a better grasp of the
physics involved, get a wide
cake pan, two or three candles,
some liquid food coloring and
some candle holders. Place the
pan of water over an arrangement
of lit candles, then drop in
some of the food coloring
so that you can follow the
circulation of water in the
fluid "atmosphere." Change
the relative locations of
the candle-heated spots and
see how the convective
flow patterns change.)

Few meteorologists are familiar
with the story of Dr. Florence W.
van Straten and her discovery of
"cloud breaking."

Differential heating of parcels of
air to quickly dissipate natural
cloud accumulation is a process
pioneered in the late 1940's by
Dr. van Straten, then a Navy
meteorologist. Van Straten hit
upon the idea of using blowing
carbon black (i.e., soot) into the
atmosphere through a section of
stovepipe sticking out the opened
door of modified Superconstellation
"Hurricane Hunter." Carbon
black admits almost no light and
is more than 99 percent efficient in
capturing every bit of light energy
falling upon it.Van Straten knew
that theoretically "a pound of
very finely divided carbon
scattered in the bright sunshine
picks up enough energy each
minute to raise the temperature
of eleven tons of water from
the freezing point to the
boiling point." And even within
a cloud, there is still enough
light reflected from water
droplets and hitting the carbon
particles from all sides to
heat the cloud sufficiently to
undo vapor condensation.
In the very first experiment,
when a one-pound dose of carbon
was ejected into a cloud
formation growing from a base
of about 2,500 to a top at about
11,000 feet ("with crisp and
sharp edges and turrets looking
like boiling cauldrons, stretching
upward another thousand
feet or so") the carbon took
a few minutes to warm, but then
the results became dramatic,
as recorded from several
photo-reconnaissance planes
monitoring the experiment.
Multiple motion pictures from
different altitudes show
"that after several minutes
during which nothing happened,
the cloud suddenly spurted upward
from a point just above our
flight level. A tunnel formed
where we had flown though the
cloud, opening and widening
rapidly until the cloud was
sliced in two. The upper section
darted up several thousand feet,
becoming very wispy and
transparent. Moments after
its push upwards, it thinned out
and was gone. Almost
simultaneously, the bottom
half of the cloud turned very
dark and, as though a giant had
wiped a sponge over a slate,
it, too, disappeared. The
observers were unanimous in
testifying that there was
nothing gradual about the process.
'Now you see it. Now you don,t,'
the pilot of a jet plane flying
toward the cloud reported."
So regardless of its presence
or absence in current journals,
technology for removal of
sun-blocking atmospheric cloud
by increasing its interior
temperature has been established
by the most unassailable
criterion; it has been done.

(Perhaps not irrelevant is the
fact that van Straten was
immediately reassigned and
her project terminated
when the first progress report
of this revolutionary experiment
(including even more impressive
replications) reached the Pentagon;
"I was forced to return to
Washington because I was needed (?)
and the planes were needed elsewhere...
(yet) I was sure I had a tool for
performing significant work in
weather modification."

Clandestine Weather Modification
of course does not rely on
broadcasting soot to heat cloud.
Advanced radio physics has
yielded a technology that
permits high-frequency
high-energy waves to be
projected to the ionosphere
which in turn serves to reflect
and focus excited (heated)
electrons and ions onto
30-mile-diameter targets
thousands of miles from the
transmission point. This
means of heating objects
from a distance gives CWM
its weather-system "pull"
in two ways:

1) By heating cloud enough
for cloud dissipation to occur,
thereby permitting more of
the sun's radiation to reach
and heat targeted earth-surface
patches; and

2) By heating those land
and sea-surface patches (and
maybe the molecules and ions
of the unclouded lower
atmosphere itself) directly
with high-energy particle
streams focused down through
an already cloudless upper
atmosphere. (Note: this second
technique requires much more
transmission energy to achieve
a given amount of CWM pull, as it
does not rely on the sun to do
the additional "the heavy
lifting." (It should also be
remarked that the vast amounts
of electrical power this
techology requires can, in fact,
easily be supplied in abundance
by tapping natural gas at oil
wells of Alaska's North Slope.
In fact,Defense Advanced Research
Projects Agency has long held a
patent that includes the design
of a 40-mile-square transmitter
for ionospheric bombardment
utilizing that very source.

The problem of
signal processing.

Data collection, data processing,
and the faster-than-real-time
modeling-for-prediction of nonlinear dynamical systems (where small
changes in initial conditions can
have incalculably divergent effects
if the "corrective interventions
cannot be calculated and applied
fast enough are not a problem for
CWM given present known
scientific capabilities.

Often presented as insurmountable
obstacles for weather modification,
the barriers imposed by tendencies
toward fundamental unpredictabilty
in systems of organized complexity
only exist if one is attempting to
change weather too far in the future
using only one single intervention
applied at time t = 0. Clandestine
weather modification, in order to
work at all, i.e., in order to
beat the tendency of nonlinear
dynamic systems to chaotic pattern
divergence, must utilize continuous
feedback and correction, and this
is exactly what existing weather
monitoring instrumentalities and
high-speed computers and software
have been capable of doing at
least since 1992.

Sociological, Political and
Economic Considerations

People in authority within the
United States Government and
various powerful non-governmental
organizations (NGOs) during
the course of World War II and
the Cold War have gained
managerial control over secret,
originally defense-related
applied technologies, including
-- as the increasingly complete
historical record now shows --
technologies that afford practical
control of discrete weather events
--as the experience of Florence
W. van Straten and the fate of
the great weather-modification
breakthrough -- what should have
been the triumph of her career --
described above, vividly
demonstrates.

Unfortunately it is in the
nature of secrecy in
organizations that those
bureaucrats and those CEO's
of NGOs who control events
through officially secret
means, soon come under strong
temptation to employ their
clandestine power to
affect economic markets for
the benefit of their own,
i.e., for the people who
enjoy the privilege of
privately networking "inside"
systems of governance, people
accountable to no one but
themselves. It is for such
as these that the existence
of a secret defense technology
for controlling weather would
present a great "moral hazzard,"
a temptation to help one's
family and friends to make a
lot of money from exclusive
knowledge and control of
future weather events.

Weather is the most powerful
and volatile variable in the
human food-supply system, and
as a consequence of this, in
the fluctuations of the
commodities and futures
markets worldwide.

Weather disasters involve
billions of dollars in emergency
funds, recovery loans,
and reconstruction investment.
Insurance companies are depleted
of capital, marginalizing
them as competition for other
big players in the financial
markets --cut in their supply
of loanable funds amounting
billions worldwide in the course
of the super-weather-disaster-
ridden 1990's.

Nor should we overlook the
suspicious new
"weather derivative" created
in recent years, a financial
instrument that permits big
finance to package and sell
risk-management "bets" on what
buyers assume to be crap-shoot
"acts of God" or of randomly
bridled and unbridled "nature,"
never suspecting that the
"game" has been loaded
by clandestine weather modification.
(British financiers developed the
first publically offered weather
derivatives, by the way.)

And finally there is the obvious
contingency that giant Wall Street
capitalized agribusiness is able to
buy up thousands of acres of small
family farms and Western ranches
following economic distress and
foreclosure of securitized first
and second mortgages, when crops
fail too many years in a row due
to drought, flood, or even merely
unseasonable "normal"
weather onsets.

In all of the above one should
keep in mind the economic reality
that, in an economic disaster,
assets are not destroyed, they
merely change hands.
Bad weather ruins crops, but
usually leaves the future
usefulness of the land unaffected.
What a hurricane destroys in
one decade -- temporarily
depressing real estate values,
may, ten years later, be the
jungle-lush site of
multi-billion-dollar up-scale
resorts owned by a consortium
of global investors.

In short, if one looks for a
"bottom-line" incentive that
would motivate development
of a CWM system that can
simultaneously cover larges
fractions of continental
and ocean surface with
chemtrailed cloud and can
utilize 40-square-mile
transmitters that suck
up tons of North Shore gas
volume to bounce high
energy off the ionosphere,
be aware: more-than-
ample economic stimulus
exists to make it all
worth while.

There you have it
-- the bare-bones CWM thesis.

On February 14/01 I witnessed symetrical rolled bands with skeletal-like ripples within. The bands slowly drifted from N/W to S/E, but the ripples seemed to be originating from the N/E and was a strange sight to see. Between these scattered rippled bands I saw almost transparent tendrils and ripples and patches of segmented lines stacked like a spinal column. All this never changed shape as it traversed the sky. The formations were perfectly the same for the entire half an hour that I watched. It was unreal. I have never seen clouds NOT change shape as they crossed the sky or look so unreal.

Can you say reality modification?

Standing wave lenticular clouds are common down wind from mountain ranges. They appear to be stationary but have very high speed winds within. It's interesting you mention EMP, because electromagnetic waves, like all forms of waves, can interfere in phase to cause standing waves.

In water, we can see freak ocean waves when many wave peaks happen to occur simultaneously with each other. By themselves, they are normal, smaller waves and if they are 180 degrees or so out of phase, they even cancel each other out. But when the situation occurs where all peaks of the waves meet at the same time, you get a standing wave condition of combined energies.

The important debate on global warming under UN auspices provides but a
partial picture of climate change; in addition to the devastating
impacts of greenhouse gas emissions on the ozone layer, the World's
climate can now be modified as part of a new generation of sophisticated
"non-lethal weapons." Both the Americans and the Russians have developed
capabilities to manipulate the World's climate.

In the US, the technology is being perfected under the High-frequency
Active Aural Research Program (HAARP) as part of the ("Star Wars")
Strategic Defence Initiative (SDI). Recent scientific evidence suggests
that HAARP is fully operational and has the ability of potentially
triggering floods, droughts, hurricanes and earthquakes. From a military
standpoint, HAARP is a weapon of mass destruction. Potentially, it
constitutes an instrument of conquest capable of selectively
destabilising agricultural and ecological systems of entire regions.

While there is no evidence that this deadly technology has been used,
surely the United Nations should be addressing the issue of
"environmental warfare" alongside the debate on the climatic impacts of
greenhouse gases.

* * * * * * * * * * *

Despite a vast body of scientific knowledge, the issue of deliberate
climatic manipulations for military use has never been explicitly part
of the UN agenda on climate change. Neither the official delegations nor
the environmental action groups participating in the Hague Conference on
Climate Change (CO6) (November 2000) have raised the broad issue of
"weather warfare" or "environmental modification techniques (ENMOD)" as
relevant to an understanding of climate change.

The clash between official negotiators, environmentalists and American
business lobbies has centered on Washington's outright refusal to abide
by commitments on carbon dioxide reduction targets under the 1997 Kyoto
protocol.1 The impacts of military technologies on the World's climate
are not an object of discussion or concern. Narrowly confined to
greenhouse gases, the ongoing debate on climate change serves
Washington's strategic and defense objectives.

"WEATHER WARFARE"

World renowned scientist Dr. Rosalie Bertell confirms that "US military
scientists are working on weather systems as a potential weapon. The
methods include the enhancing of storms and the diverting of vapor
rivers in the Earth's atmosphere to produce targeted droughts or
floods."2 Already in the 1970s, former National Security advisor
Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that:

"Technology will make available, to the leaders of major nations,
techniques for conducting secret warfare, of which only a bare minimum
of the security forces need be appraised... [T]echniques of weather
modification could be employed to produce prolonged periods of drought
or storm."

Marc Filterman, a former French military officer, outlines several types
of "unconventional weapons" using radio frequencies. He refers to
"weather war," indicating that the U.S. and the Soviet Union had already
"mastered the know-how needed to unleash sudden climate changes
(hurricanes, drought) in the early 1980s."3 These technologies make it
"possible to trigger atmospheric disturbances by using Extremely Low
Frequency (ELF) radar [waves]." 4

A simulation study of future defense "scenarios" commissioned for the US
Air Force calls for:

"US aerospace forces to 'own the weather' by capitalizing on emerging
technologies and focusing development of those technologies to
war-fighting applications. From enhancing friendly operations or
disrupting those of the enemy via small-scale tailoring of natural
weather patterns to complete dominance of global communications and
counterspace control, weather-modification offers the war fighter a
wide-range of possible options to defeat or coerce an adversary... In
the United States, weather-modification will likely become a part of
national security policy with both domestic and international
applications. Our government will pursue such a policy, depending on its
interests, at various levels. 5

THE HIGH-FREQUENCY ACTIVE AURAL RESEARCH PROGRAM (HAARP)

The High-Frequency Active Aural Research Program (HAARP) based in Gokoma
Alaska --jointly managed by the US Air Force and the US Navy-- is part
of a new generation of sophisticated weaponry under the US Strategic
Defense Initiative (SDI). Operated by the Air Force Research
Laboratory's Space Vehicles Directorate, HAARP constitutes a system of
powerful antennas capable of creating "controlled local modifications of
the ionosphere". Scientist Dr. Nicholas Begich --actively involved in
the public campaign against HAARP-- describes HAARP as:

"A super-powerful radiowave-beaming technology that lifts areas of the
ionosphere [upper layer of the atmosphere] by focusing a beam and
heating those areas. Electromagnetic waves then bounce back onto earth
and penetrate everything -- living and dead." 6

Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause
major disruption in the ionosphere, creating not just holes, but long
incisions in the protective layer that keeps deadly radiation from
bombarding the planet." 7

MISLEADING PUBLIC OPINION

HAARP has been presented to public opinion as a program of scientific
and academic research. US military documents seem to suggest, however,
that HAARP's main objective is to "exploit the ionosphere for Department
of Defense purposes." 8 Without explicitly referring to the HAARP
program, a US Air Force study points to the use of "induced ionospheric
modifications" as a means of altering weather patterns as well as
disrupting enemy communications and radar.9

According to Dr. Rosalie Bertell, HAARP is part of an integrated
weapons' system, which has potentially devastating environmental
consequences:

"It is related to fifty years of intensive and increasingly destructive
programs to understand and control the upper atmosphere. It would be
rash not to associate HAARP with the space laboratory construction which
is separately being planned by the United States. HAARP is an integral
part of a long history of space research and development of a deliberate
military nature. The military implications of combining these projects
is alarming. The ability of the HAARP / Spacelab/ rocket combination to
deliver very large amount of energy, comparable to a nuclear bomb,
anywhere on earth via laser and particle beams, are frightening. The
project is likely to be "sold" to the public as a space shield against
incoming weapons, or, for the more gullible, a device for repairing the
ozone layer. 10

In addition to weather manipulation, HAARP has a number of related uses:

"HAARP could contribute to climate change by intensively bombarding the
atmosphere with high-frequency rays... Returning low-frequency waves at
high intensity could also affect people's brains, and effects on
tectonic movements cannot be ruled out. 11.

More generally, HAARP has the ability of modifying the World's
electro-magnetic field. It is part of an arsenal of "electronic weapons"
which US military researchers consider a "gentler and kinder warfare".

WEAPONS OF THE NEW WORLD ORDER

HAARP is part of the weapons arsenal of the New World Order under the
Strategic Defense Initiative (SDI). From military command points in the
US, entire national economies could potentially be destabilized through
climatic manipulations. More importantly, the latter can be implemented
without the knowledge of the enemy, at minimal cost and without engaging
military personnel and equipment as in a conventional war.

The use of HAARP -- if it were to be applied-- could have potentially
devastating impacts on the World's climate. Responding to US economic
and strategic interests, it could be used to selectively modify climate
in different parts of the World resulting in the destabilization of
agricultural and ecological systems.

It is also worth noting that the US Department of Defense has allocated
substantial resources to the development of intelligence and monitoring
systems on weather changes. NASA and the Department of Defense's
National Imagery and Mapping Agency (NIMA) are working on "imagery for
studies of flooding, erosion, land-slide hazards, earthquakes,
ecological zones, weather forecasts, and climate change" with data
relayed from satellites. 13

POLICY INERTIA OF THE UNITED NATIONS

According to the Framework Convention on Climate Change (UNFCCC) signed
at the 1992 Earth Summit in Rio de Janeiro: "States have in accordance
with the Charter of the United Nations and the principles of
international law, the responsibility to ensure that activities within
their jurisdiction or control do not cause damage to the environment of
other States or of areas beyond the limits of national jurisdiction." 14

It is also worth recalling that an international Convention ratified by
the UN General Assembly in 1997 bans "military or other hostile useof
environmental modification techniques having widespread, long-lasting or
severe effects."15 Both the US and the Soviet Union were signatories to
the Convention. The Convention defines "'environmental modification
techniques' as referring to any technique for changing--through the
deliberate manipulation of natural processes--the dynamics, composition
or structure of the earth, including its biota, lithosphere, hydrosphere
and atmosphere or of outer space." 16

Why then did the UN --disregarding the 1977 ENMOD Convention, as well as
its own charter, decide to exclude from its agenda climatic changes
resulting from military programs?

EUROPEAN PARLIAMENT ACKNOWLEDGES IMPACTS OF HAARP

In February 1998, responding to a report of Mrs. Maj Britt Theorin
--Swedish MEP and longtime peace advocate--, the European Parliament's
Committee on Foreign Affairs, Security and Defense Policy held public
hearings in Brussels on the HAARP program.17 The Committee's "Motion for
Resolution" submitted to the European Parliament:

"Considers HAARP by virtue of its far-reaching impact on the environment
to be a global concern and calls for its legal, ecological and ethical
implications to be examined by an international independent body...;
[the Committee] regrets the repeated refusal of the United States
Administration... to give evidence to the public hearing into the
environmental and public risks [of] the HAARP program." 18.

impacts of military activities", however, was casually dismissed on the
grounds that the European Commission lacks the required jurisdiction to
delve into "the links between environment and defense". 19 Brussels was
anxious to avoid a showdown with Washington.

FULLY OPERATIONAL

While there is no concrete evidence of HAARP having been used,
scientific findings suggest that it is at present fully operational.
What this means is that HAARP could potentially be applied by the US
military to selectively modify the climate of an "unfriendly nation" or
"rogue state" with a view to destabilizing its national economy.

Agricultural systems in both developed and developing countries are
already in crisis as a result of New World Order policies including
market deregulation, commodity dumping, etc. Amply documented, IMF and
World Bank "economic medicine" imposed on the Third World and the
countries of the former Soviet block has largely contributed to the
destabilization of domestic agriculture. In turn, the provisions of the
World Trade Organization (WTO) have supported the interests of a handful
of Western agri-biotech conglomerates in their quest to impose
genetically modified (GMO) seeds on farmers throughout the World.

It is important to understand the linkage between the economic,
strategic and military processes of the New World Order. In the above
context, climatic manipulations under the HAARP program (whether
accidental or deliberate) would inevitably exacerbate these changes by
weakening national economies, destroying infrastructure and potentially
triggering the bankruptcy of farmers over vast areas. Surely national
governments and the United Nations should address the possible
consequences of HAARP and other "non-lethal weapons" on climate change.

I am sending this rough, but essentially complete analysis to newsgroups. I want it in many hands before anyone can react to quash it.
A polished and elaborated version will follow.

I am not sure that "New World Order" is a
productive concept, since, like the label
"El Nino" in meteorology, the term
encourages people to stop looking for detail,
for controlling variables and relationships,
merely to settle on a near-meaningless
blanket term that does nothing but
polarize discussants.

The paragraphs below uncover a terrifying
relationship among Clandestine Weather Modification, Commodities Markets, global organized crime, China's Princelings, and recent Presidential Pardons.

But first, let me illustrate how the public can be deceived by disinformation campaigns
--and "global warming" is a disinformation
campaign to cover CWM manipulations by
organized crime of weather-sensitive commodities markets -- campaigns to create a spurious "urgent good cause" that compells legislatures and organizations,
scientists and activists to participate unknowingly in creating disasters for the clandestine purpose of control
agricultural commodities markets, futures markets, and the prices of weather-sensitive derivatives and so forth.
(Sorry about the slipshod sentence structure -- I'm in a hurry.)

Let me illustrate this disinformation "spin" technique with the recent national campaign against cigarettes:

The war on cigarettes was fought by a
President and Justice Department owned by

1.) drug lords,

2} the Chinese globial espionage apparatus that seeks to subvert nations that give sociopathic Beijing Princelings an inferiority complex by deluging those nations in illegal narcotics (a plan conceived by the late Zhou En-lai
in the early 1950's and never repudiated or discontinued);

3) lawyers who earn big money defending drug criminals (Only small-time drug pushers go to prison in the United States.) :

4) the "social services industry" (social workers, counselors, psychologists, probation officers, treatment facilities) all of whom would be out of jobs (with no skill that is marketable)if the people suddenly adopted middle-class anti-drug
values and had bright prospects for a good future if they practice middle-class virtues.

It is rock-solid economics that if a "good" (like cigarettes) becomes more expensive and harder to get -- then suppliers of substitute goods (like illegal
narcotics) will enjoy an increase in demand for their product, i.e., a shift of the substitute product's demand
curve to the right; especially if the two "goods" are close substitutes. And of course since drugs and cigarettes
are both a means of coping with stress, of immediate short-term relief and distraction from situations they
cannot escape and don't know how to cope with (lacking culturally buttressed inner fortitude), it follows that when
one of two ways out of immediate stress (cigarettes and hard illegal narcotics) becomes harder to get, the other
good, other things being equal, will experience an increase
in demand and usage.

And this is not refuted by the argument, "If that were true, Clinton would have moved to legalize drugs."

If he did had then his sponsors (organized crime, China, Cuba, and Columbian narco-terror) would no longer enjoy their now-firmly established monopoly position and monopoly revenues and profits.

(And yes, the CIA and Mossad are also benefactors of the drug trade -- but keep in mind: (1) the Mossad operates in the U.S.A. on behalf of the CIA,
and (2) that the CIA has nothing to do with Americans (tyhey know nothjing of its agenda or its operations) and Mossad has nothing to do with Jews or Israel (for the same reason) -- they are the covert
tools of Pirates (merchant bankers, currency traders,and other big brokers and dealers of Wall Street, Shanghai, Hong Kong, Frankfurt and The City (a network of some the worlds richest families)-- an operating network
of interests that goes back 500 years -- think of them as history's East India Tea Company gone global.
(It was the East India company that pillaged India and pummeled China with its opium trade and monopoly lock on east-west commerce since the 19th century) -- and, I may as well add, this global establishmentazzi will never be defeated
without Jew and gentile uniting, without Jews and Arabs of good will realizing the true instigators of their antagonisms, without black and white, without yellow and brown --all cooperating to defeat the establishmentazzi. (It will require
a rebirth of the common man's faith in the Common Man and acceptance of the principle that "Every man is responsible to every other man." (Not likely for today,
but not altogether hopeless either, if you can see past what the media toss in our eyes.)

Now, with this orientation, let us take a look at some very bad news.

Connect Clinton, the CIA, the Chinese domination of the Chicago commodities exchanges (biggest in the
world), Hillary Clinton's impossible 30-million to one killing in commodities from one investment (on her first
and only try!), and Clinton's recent pardoning of commodities traders--in particular, Marc Rich, billionaire a Mossad agent who ammased over a billion dollars in commodities, futures and derivatives
markets even while a fugitive from United States justice. (Do you really think that Marc Rich was such a resourceful entrepreneur and servant of consumer sovereignty in the markets that he got that money by promoting "better mousetraps? Impossible!)

Add that matrix to this one:

Clandestine Weather Modification is being conducted
in secret by rouge agents within the U.S. government
and other organizations, operations concealed by a
pseudo-scientific disinformation program -- the "global-
warming" scare that requires the complicity of individuals
in the leadership of many of the nations leading scientific and information organizations, both public and private. The
technology (involving the HAARP system that projects
energy off the ionosphere to heat cloud or affect other
wave patternings and particle energies influencing the
biosphere -- effecting small perturbations at
catastrophe-theoretic critical points that result in vast
changes in the convection cells of the atmosphere,
oceans, and sub-crust mantle --causing
shifts in air and atmospheric moisture and heat flows,
shifts in ocean-surface currents, and earthquake shifts
in the earths crust, respectively. (reference below)

What has happened is that the services of a secret
defense weapon (weather modification) has been
sold to organized crime and rogue factions of
secret government agencies -- Mossad and the "red"
faction of the CIA; including, I suspect, Marc Rich--
and the People's Liberation Army
(which is in fact the Princeling's super-monopolistic
transnational corporation and "establishment" rolled
into one.

Consider NASA's Earth Observing System (EOS)
which provides Clandestine Weather Modification with its
real-time feedback on millions of atmospheric, oceanic, and
land variables, became operational at exactly the time that
the first multi-billion-dollar super disasters began occurring
around the world.

Not even academia and the normal U.S. weather establishment
receives the satellite algorithms needed for receipt and analysisof EOS remote-sensing data. Instead they receive pre-processed
interpretations and color-coded maps, i.e., pre-digested,
"dumbed-down" and unverifiable computer-generated
"interpretation" of that data. Meanwhile the real-time on-line
remote-sensing algorithmic data is shared with Chinese
researchers (the People's Liberation Army) and the National
Science Foundation (the "establishment's secret chemistry set,"
in the same way the CIA is capitalism’s invisible army.
Got to send this fast -- skip further exposition -- here is
a recent letter summarizing what I wanted to say:

Dear "Giles",

These are the right questions to ask.

Here are answers that so far satisfy me:

A: First the short answer: In an economic disaster
assets are not destroyed, they merely change hands.
And even in physical disasters, some individuals
gain. (On a small scale think of arsonists and
insurance. But on national scales, think of those
who will lend the money that will be needed to
finance rebuilding and to give emergency assistance.
Look at the politicians who before the disaster
had no influence with middle-class voters, who
suddenly have the tremendous power of the
"carrot on a stick" in the form of disaster
aid "with strings." (In my own state forest fires
were deliberately fought in inept ways, because the
economically distressed population knew that there
would be disaster aid.)

Elaboration of this concept:

It would be nice if everyone shared your understanding
of Britain as having one social welfare , one
"common good" that Her Majesty's government
attempts to maximize "for the good of all" and
so forth.

But age old is the problem of private interest and
private power bending the trajectory of the common
good towards self-aggrandizement.
I do not know your politics, but I think it likely
that you will agree that the common good has
often been betrayed for the benefit of powerful
individuals.

I do not know if British history books
recount the controversy of the "Corn Laws"
in exactly the same way American history
books tell it -- but here is a case in which
the importation of corn from the United
States was deliberately restricted to
raise prices of food grown by tenant
farmers on the landed estates -- so that
the increased total revenues could then
be transferred to the landowners by means
of correspondingly higher rents -- while
many in Britain and Ireland went hungry
and later starved -- and in the face of
the greatest appeals to humanitarian
considerations from the mouths of Cobden
and Bright and other liberals the House of
Lords persisted in "not seeing the point."
Or consider the possibility that World War One
was allowed to continue in stalemate on the
Western Front in order that geopolitical objectives
(the conquest of oil lands from the Ottoman Turks)
might be realized (and so we have the Gallipoli
campaign and the exploits of T. E. Lawrence);
we have an American breakthrough -- German's
surrendering as soon as they knew it was
Americans who were advancing,
i.e., theAmericans "of the "Fourteen Points" -- actually
called back and the advancing Americans thrown
into the Argon forests to keep the war from ending,
to keep the Americans from winning the show before
the right time.

An American example: The richest families of the
last 150 years made their original fortunes in Civil
War profiteering -- the Vanderbilts, Morgans, Belmonts,
Goulds, Astors, Harrimans, Davidsons, Villards,
and Vanderlips come to mind. After the war they
used that money to create monopolies. The Spanish American
war -- was simply another money maker cooked
up for that purpose only (it may have been American-
sent agents who blew up the Battleship Maine in 1898).
Note how the Federal income tax and the Federal
Reserve banking system came in 1913, under
a President who was soon promising to keep us out
of World War One -- but always refused to initiate
mediation! -- and only "forced himself to do the moral thing,"
i.e., enter the insane war, when signals were received
by Edward House from The City through the
J.P. Morgan that the time was right.

You may also not know that Churchill and President
Franklin Roosevelt were intending to enter America
in the European war begun in 1939, even
as Roosevelt was promising American mothers that "your
boys will not go to war." Another feast for investment
bankers who lend money to governments.

Furthermore, it was "conservative" Winston Churchill
(according to John Kenneth Galbraith, former
Ambassador to the Court of St. James
in the Kennedy years) was "visiting" in the
spectator's gallery of the New York Stock
Exchange at the exact moment of the
October 29 crash! (The crash "corrected"
Churchill's error of setting the pound at its
pre-WWI gold value after the WWI-- the
crash deflated the dollar --( a third of the
money supply was destroyed due to the crash
and the "money-multiplier" effect -- but --
supposing you could possibly
believe any of this as I do -- consider the
scale of this tragedy that a secretive elite permitted
to happen merely to insure their own aggrandizement.

Some say that Kennedy was killed, that China
was given to Mao (actually pushed in his
lap -- by deliberate economic and political
sabotage of Chiang Kai-shek) -- merely to
secure continuance of the monopolistic economic power
of Hong Kong in china-west trade (Hong Kong would not
have been be worth a hill of beans had China been
opened up on the principles conforming to the economic
doctrines of the Chicago School of Economics model in
1945 -- as Chiang Kai-shek is said to have been intending
(which explains the strong opposition, even sabotage, he
got from elite-family officials in the State Department
(especialy Gen. George C. Marshall).

The financial families that are so powerful today
are unknown to you -- and so when you try
to imagine them to be motivated as you are,
to share your ideals and hopes for your country
and for mankind.

But we are a species with as much variety of
temperament as exists between cocker spaniels
and pit bulls -- and a cocker can't imagine the
dreams and schemes of a pit bull. I , an American
mut raised in classless California in the 1950's,
for one, could never imagine this gulf to exist,
until I saw if first had in New Haven and later
at Lake Forest and Westport.

I especially was deluded into thinking that
the patriotism of the American rtuling classpatriotism
would be stronger and more systematic and
thorough than that found in middle America.

Then I saw Clinton -- and I had to ask how
such a man with such a temperament could
possible pass muster with this nation's power
brokers to become President of the U.S.

(Tony Blair, in Britain, is a much better
politician than Clinton, simply because he has
not stirred up militias (and whatever I am)
against his agenda -- but he is working for the
same "firm" Clinton has served so faithfully --
Clinton kept all the promises to those he intended
to keep promises to. (In Britan, The City
owns more control of the Labour Party than
organized labor itself (and of the Conservative
Party than the hereditary nobility, or so it appears
to me fromYakima Washington), since middle-class
oriented Margaret Thatcher was put aside.

In my opinion, G7 leaders are all imposing-looking
hand-picked yes men -- given the outward
mantle of power and status -- in a charade to
impress and deceive the the little people.

(The U.S. is administered by top people all belonging
to the Council on Foreign Relations, a group founded
by David Rockefeller in the 1930's to represent American
financial interests in the dominant American institutions.

If the purpose of the CFR (and the Trilateral Commission and the Bilderbergs, was really to promote the common good and elevate the commonman) -- they would not resort to secrecy as they have.

super rich have--since the East India Company wasfirst chartered -- been extremely "Malthusian" in their

that justifies their not wasting their great capital accumulations
for which they are "responsible", by merely throwing
it away inferiors who cannot check their own procreation
and who overburden the world's resources already etc. etc.

off the rich man's thousand acre terrace.
(You have to know that acceptance of "abortion on
demand" began at the top -- since in America fortunes
are divided among all the heirs.)

see that insurance companies are mentioned as
intended victims, not as the perpetrators. Their
accumulated capital competes with the loanable
capital of the merchant banks and commercial
banks.
And when the insurance companies are drained,
the money goes to the corporations that participate
in the reconstruction -- and all of the corruption,
economic and political, attached to the awarding
of those contracts

Yes, but investment bankers, currency traders, corporate
CEO's, big lawyers etc. are notoriously good at it. The

Governments are the organizations that the real elite
controls through private channels of influence. AMERICANsociologist wrote the highly-respected analysis of the
U.S. ruling class, called "The Power Elite." Unfortunately
the idea of governments working as the civics text books
discuss is just not true. The corruption is the real purpose,
the legitimate stuff is window dressing. (Sorry to break
the news.)

In every country, hardly a week goes by

First, you need to know this:

Our government is spending billions on climate prediction and exactly "zero" on
weather modification.

Also, "climate" gets the big research
money while weather gets very little.

Now read this:

Because of the famous limitations imposed by
"sensitive dependence on initial conditions," even with the best high-speed computers and with
EOS and later remote sensing systems around the globe computer weather prediction is limited to about three and a half weeks maximum.
In contrast the climate models are just about as reliable as econometric models, which is to say "not-at-all-but-who-cares-since-the-prediction- will-be-forgotten-when-the-prediction-comes-due."

Yet the billions of pounds (dollars) thrown at climate modeling, and motivated by "concerns" and can't-afford-to-wait-and-see "possibilities" and "potentials." (And notice that the advocates are not geophysicists and meteorologists, but "global warming experts" speaking from platforms paid for by transnational-corporation supported NGO's -- even as once-respected critics of
the global-warming hypothesis are shut out of the conferences that are got up -- like the recent one in Shanghai...Shanghai, there will not be nosy reporters asking sticky questions etc. ...
At any rate, my question is why do we throw our money at climate research, when the possibility of return benefit is so much greater in short-term weather prediction and control.
Even if the dire global warming scenarios are correct (a big "if") the climate models offer no hope for a technology to control the problem.

But the three and a half weeks (or even two weeks!) of accurate weather prediction permits continuous weather modification. (And if the weather modification interventions are also continuous, control can be continuous too.) If climate changes drastically, weather modification would be our best hope of seeing that the macro effects (of higher general temperature, for example) could be distributed in the least damaging way, or even in the most beneficial way.

For example, if increased carbon dioxide does cause in increase in temperature -- and a concomitant increase in the vapor the atmosphere carries at any time, is there not therein the opportunity for greater use of cloud seeding than otherwise -- perhaps causing deserts to bloom even as average temperatures do rise. Perhaps yielding Russia its ice-free ports at last, or filling the sinking ground water of central China?

I ask this of those of you who reject the idea that the international agencies are already
modifying the weather clandestinely -- to consider the sense of the question posed above. Then
ask yourself why weather modification technology has disappeared from the media and from textbooks. (Officially the U.S. discontinued a weather modification involvement that had been growing every year since the 1940's -- so that today the U.S. spends "zero" on weather modification.
(While, Israel, according to an Israeli meteorologist currently obtains 22 percent of its rain from weather mod.)

Climate is not where we should be putting all of our atmospheric science research.
(And of course, there is the possibility that "global warming" is just a scare story to get funds to by the equipment used in
ongoing "clandestine weather modification"
systems.

Answer: HAARP is operated by the unaccountable secret organizations, a group
that long ago made its own peace with
the enemy and today merely carries on the charade of protecting the U.S. For example,
the CIA, Mossad and the Peoples Liberation
Army together act as one giant transnational
corporation and NGO in a host of secret "research" ventures, including

Dear Mr. Eastman:

There is no such thing as clandestine weather modification going on in the
US or elsewhere. There have been some NASA funded recent studies on aircraft
generation of contrails. Because of the increasing density of commercial air
traffic contrail formation is getting to be more and more of a concern as to
its impact on weather and climate, but there is nothing clandestine about
it. If you fly in commercial aircraft you are a contributor just as I am.

As to cloud dissipation, there have been limited studies of using a very
high-powered laser to dissipate layer clouds for the purpose of making
military targets visible and laser guidance systems operational. I believe
there has been only one such investigation at Los Alamos Lab and I don't
believe the system was ever tried. Living on the eastern slopes of the
Cascades, you are likely viewing natural cloud dissipation as the air
subsides on the lee side of the mountains warming and drying the air which
then causes clouds to dissipate. Nothing clandestine and all quite natural.

With temperatures rising and skies brightening into blue, most people have
forgotten about last week's predicted big snowstorm. Everybody, that is,
except the accountants.

As many companies are learning, a snowstorm - even one that misses its
predicted target - can have major economic consequences. Before the first
flakes fell last week, major businesses in the Northeast told workers to
stay home. Airlines at New York's three major airports grounded more than
2,000 flights, nearly 30 percent of their schedule.

"There' s been a bit of an awakening in American business with regard to
weather," says Mike Smith, chief executive officer of WeatherData, a
private forecasting firm in Wichita, Kan. "In the past it was considered
an act of God. Today we have the technology and science to both save lives
and minimize losses."

Studies have shown that issuing a hurricane warning costs local economies
roughly $1 million dollars a square mile. In 1999, when residents along
nearly 2,000 miles of Florida coastline were warned of
Hurricane Floyd's approach, "the impact of the forecast rivaled that of
the storm," says Roger Pielke Jr., a researcher at the National Center for
Atmospheric Research in Boulder, Colo., who studies the economics of
weather.

This concerns the information above about: How "Chemtrail" Cloud "Pushes" Weather Systems.

This theory makes sense to me. They may be trying to ‘pump’ the atmospheric current to bring air and moisture from the Pacific (on the west coast) over more parched parts of the country. The jet stream and other typical atmospheric currents may have been disrupted or stopped by global warming. This may be a desperate attempt to get them on track again. Or, for those that believe in diabolical intentions, they may be trying to screw up the weather, but I tend to believe the former. Maybe the chemtrailing is just not working that well.

Yesterday we were chemmed. Before the chemming began, there was no perceptible wind, no clouds, and relatively warm outside. After chemming, additional non-chem clouds formed, and within a couple of hours the wind was strongly blowing eastward. I suppose if the spraying were timed properly with Eastern Washington, a chain reaction of air current into the central US and Canada could be created. If you look at http://www.goes.noaa.gov/browsw.html, the jet stream often passes over the Seattle area. That’s probably why it’s so cloudy here most of the time.

Art Bell has mentioned hearing about the possible use of Tesla Technology too as part of the chemtrailing. Maybe they combine the two for a better effect.

I saw on the news last night that much of Colorado is getting the worst drought in a century. So is the East Coast.
