Poco, i spent last night and this morning searching for this, it appears that it is not available on the web. i searched under the author, title, and both published sources (Soviet Analyst and The RESISTER) you can find subscription info to both publications ($350 and $100 per year) but no linked contents to any article. i did obtain a hard copy that was sent anonymously to me, and is it ever an eye opener.

Oh swell.....Delaware is in my back yard. No wonder I walk around in a perpetual haze.We stay buried on a routine basis.This particular area seems to be fog making school.We always have it.Got to keep on raising the old frequencies and stay above all this!Get plugged in!
