That's what the nests deteriorate to after the tadpoles hatch and leave and
the nest dries out. The nest becomes ragged and stringy looking. Initially
the nest hardens around the eggs. When the tadpoles begin to move, their
agitation liquefies the nest again, allowing them to drop out. The nest then
dries out and eventually blows away.

There are many , many species of foam nest building frogs. They make their
nests in various places, including on the ground, in a tree, on your house,
your car, wherever it's convenient. Imagine what it looks like when they all
start mating in the spring. Foamy goo everywhere!
