These are interesting with relation to chemtrails becuase the customers are private and the projects they are doing cover the entire recharege zone of an area with drought problems or hydro power coompanies needing a recharge to their lakes. These can be done in tropical climates and applied to open skies thus forcing clouds with these hydroscopic cloud nucleation particles.
It could explain a lot of things since the United Nations funds some of the programs directly through their arm the WMO. See the link below.

Draw your own conclusions, I think direct involvment in weather modification research and funding by the United Nations to be an interesting factor to include in my own conclusions.
