Open letter to Art Bell
Dear Art
I sent you this letter to your e-mail address, but as I know you must get thousands a day I wasn't expecting a personal reply. I am going to post it here in the hopes that you and others will see the importance of us all standing together on this issue. We all know the strategy of divide and conquer---and obviously it's in full swing. While we bicker amongst ourselves the AGENDA marches on behind our backs. I ask you to please understand the importance of giving as much support as possible to BillHR3616 and Congressman Kucinich, who put himself on the line to introduce it. Below is a letter from Dr. Carol Rosin, President of ICIS (Institute for Peace in Space) who worked tirelessly along with others to come up with a World Treaty to replace the out going ABM Treaty---which becomes null in June. This was sprung on us out of the blue--and does not leave much time to put this in place. It will require that for once we put aside our differences and join as one to stem the tide of US world dominance, which the deployment of Space Weapons would guarantee. Along with that dominance would come all the things we are fighting against (including Chemtrails and mind control) and they would become unstoppable. I ask you Art to ask support from your listeners for probably the most crucial issue humanity has ever faced. The time is NOW,

What people picking apart Bills HR2927 and HR3616 don't seem to understand, is that although the latter has been changed (likely to facilitate passage through Congress--as without passing it doesn't matter what definitions are included), it is still way ahead of "nothing" which is what we had before, not to mention that HR2927 brought chemtrails and mind control to the attention of tens of thousands of people who had never heard of them before,(they are now a permanent part of Congressional records) as well as revitalizing the chemtrail community. Although the definitions have been removed---the Bill still does what it originally intended--that is to ban space based weapons. Wouldn't it be far more beneficial to thank Congressman Kucinich, stand behind him, give Bill HR3616 positve energy---and demand it's passage?
We pay lipservice to the technology that will be deployed once the ABM Treaty becomes null--but it's as if it was merely an intellectual exercise instead of the reality it is. We pass around the horror stories of what these weapons can achieve as if they were mere concepts rather than facts. We talk of the US government/shadow government agenda of the complete domination of space (thus the planet)---as clearly laid out in Vision 2020, (which the last time I checked---has mysteriously disappeared from the US government website at , but can still be found at --though only by a circuitous route)---as if it was happening on some other planet.
As we know, chemtrails are only one step towards this agenda. Chemtrails are not likely to stop by our trying to find fault with this Bill---in fact quite the opposite. The ABM Treaty will be terminated in June. Once deployment of space based weapons begins,(legally) without any accountability whatsoever, it will be unstoppable, and US domination of the planet complete. As Chemtrails have been shown to be a US Military venture, I hardly think they could be stopped if we allow this to take place. The technology available today means without a doubt complete control of our minds, hearts--in fact our very being. We must comprehend this reality. Congressman Kucinich is the only one coming out with a plan to stop this and other methods that fall under the definition of weapons in the new Bill---and the time is short.While we fiddle, Rome burns and the AGENDA marches on. We would be far wiser to grant this proposal all our support---while we still can. While we still even know we can.
But that's not all. The force we build by standing together, moving in a positive direction can and will spill over to all other areas. We can build a momentum which will change the tide, change the negative thinking now predominant on this planet. Technology is a double edged sword. It's possible uses for healing are as great as they are for destroying. We are at the last threshold; the choice is up to us. Why not take a chance--for once join forces and stand unified behind this plan, along with the hundreds of organizations that are already doing so.

It's so wonderful to hear from so many people who have so many
different
perspectives who are joining together in solidarity to get support for
H.R.
3616 so that we can get it passed into law as quickly as possible. If you
haven't
seen the compatible World Treaty Banning Space-based Weapons, you can
view it
on www.peaceinspace.com. (If the website isn't up, it's being
updated.)
The following is a response to one person whose email was circulated as
she had
some concerns about the changes in the legislation, including the fact
that
"chemtrails' and other definitions were removed. I hope this helps
everyone
understand that the changes in this legislation are strategically
brilliant,
and don't change the purpose one bit...the goal to ban ALL space-based
weapons. And I also wanted to share my experience in working with the
exceptional Congressman Kucinich, a rare man of integrity,
intelligence,
sensitivity, and total devotion to people and other animals and the
environment on our planet and in space...as he champions all
progressive issues
for us...courageously, tirelessly, selflessly and egolessly.

The removal of the "definitions" from H.R. 2977 when it was introduced
as H.R.
3616 simply makes it likelier that more congress representatives will
sign-on to
the bill with less debate and controversy, but it does not change the
main
intent of the original bill. The re-introduction and changes are quite
normal...this is how legislation is passed into law. Sometimes changes
like
this make all the difference, as without them support might not come,
and with
them enough support might come to make it turn into law. In this
legislation,
the purpose is to ban ALL space-based weapons and that intention will
not
change. THAT is the main goal of this legislation...to ban space-based
weapons, and more. And the changes are obviously part of a very
intelligent
political strategy, as I see it. We don't need to leave
words in
the bill if they cause distraction or controversy. Again, this is how
bills
get negotiated and passed into law, and the original purpose of the
bill
remains.
We should be thanking Congressman Kucinich for bringing the list to
attention,
and then for being smart enough to remove the list so that there are no
distractions. With the improved version, strategically, the bill
becomes more
attractive to more members - and that is why bills are often
re-introduced...so
that as many members of congress as possible will sign-on. If it makes
it
easier to get
the ban on space-based weapons that we want,...it is a step towards
getting a
lot of other
things later that we also want.

That doesn't mean chemtrails is not an important issue, of course
it is.
But when a piece of legislation gets introduced the first time,
congress reps
often can see what works and what doesn't in order to get a
win-win, to
get the legislation passed into law. Congressman Kucinich who introduced Bill H.R. 2977 made a decision, and he
is a well
known brilliant strategist who cares about this and other progressive
issues,
and yes he changed some of the language, but we STILL get the ban on
space-based weapons without which we could never achieve our other aims.
And by the way, in my 28 year of working with members on the Hill, I've
NEVER
met a man like Dennis Kucinich, who is
a
caring and concerned, sensitive human who works
selflessly, egolessly, day and night and morning into morning to get
the jobs
done that he commits to, and to educate others in congress.
I have worked on this issue in the belly of the military industrial
complex and as the head of a non-profit institute, focusing on this since
1974,
and I can put myself into DC shoes. So please listen when I say that
IF this
bill written in this way is what it takes to get other congress members
to
sign-on, let's go for it.

I've heard from many many people like us who understand how
important
it is to get this Bill passed
into law at this moment in history who agree to rise above our many
multi-perspectives and to focus on getting this done with a world
emphasis as
well as a focus on the legislation. This is going to be the fastest
growing
movement in history. In fact, except for a handful, most people
understand
that we have very little time, a great congressman, a great bill, a
forthcoming
Senator who will introduce it, and a forthcoming World Treaty Banning
Space-based Weapons that is compatible with this bill...at a moment in
time
when we know that space-based weapons are being heavily funded and are
about to
be deployed (and which could be deployed under the guise of "it's MERELY testing")...and we have the world voice of
leaders
expressing that they want to ban space-based weapons.
For all who want no space-based weapons, a cap on the arms race, and a
way to
use technology and the highest of consciousness to reduce and
inevitably remove
nuclear and other dangerous and polluting technology...and who want a huge step to be taken at the ONLY time in
history
when it can be done. It is time
to rise
above any conversations that drag us down. This legislation will get the job done, IF we rise to
this
occasion and help get support for it now.

I just read the legislation and all of the material you send me. My
son read it all to me when the first legislation got introduced. Now
he
read the new one you sent us.

Them my wife told me that she was upset because this legislation
was
supposed to stop mind control and chemtrail weaopons, but the
congressman decided not to do it. She said she heard this on Art
Bell.

So I sat her down to read both bills. She was so mad at Art Bell.
She
said she understood completely now that this was only supposed
to ban
space-based weapons. She said she didn't hear him say that, or
Richared
Hoaglend who was on the show too.

I asked her if it was clear. She said it was and that even the
legislation says it was only to ban space-based weapons...but that
isn't
what came across in that show. And she loves Kucinich because her
sister
lived in cleveland before she died and said he is wonderful. Now my
wife wont' ever listen to ARt Bell again. And for our grandchileren, she is so glad that this young congrsessman
exists. She said the smartest thing we could do is to end ears and not
let them take then into space because they could aim at our
grandchildnre.

I hope you can read this, I am losing my eyesight,. But I wanted to
get
om my computer one last time before my son takes it to his hlouse
becaus I don't use it anymolre. I had to write to you and ask you to
tell this Congressman what my wife said.

I want to tell you,, too, that when we heard you on the radio we were
moved to tears. And then you worte right back to us on your omcputer
and we we told everyody. An dnow everybody we know wantso to ban
space-based weapons. I am 92 years young,. And I can know before I
die
that I know someone who knows this wondeful congressman who is ;giong

Dear Mr. McDougall
I think you understate the case for chemtrails As someone who has studied and worked with them for several years, having taken hundreds of pictures, collected signatures in the thousands in petitions (hardcopy), and followed world wide reporting,(not to mention having breathed the stuff for years), I can tell you that not only are they in the places you mentioned, but are a near world wide phenomena. We are all without a doubt being affected by them However I think your attack on Congressman Kucinich is unwarranted. If anything, he should be thanked for raising consciousness on this issue to even greater heights. If you read both bills carefully, you will note that they are about banning space based weapons. Under Bill HR2977, in the section dealing with definitions, chemtrails , as well as other aspects of possible weapons systems are mentioned. I don’t think Congressman Kucinich is denying the fact that chemtrails exist by removing the term as well as other terms from the definition section in the consequent Bill HR3616. Bills are introduced and re-introduced with changes many times in the course of gaining acceptance by the House. I’m sure Cogressman Kucinich changed the wording, because he felt that the bill, worded as it was, had no chance of passing. This is done many times in the course of getting a bill introduced. The intent of the Bill is to BAN SPACE BASED WEAPONS AND INTRODUCE A REPLACEMENT TREATY for the outgoing ABM Treaty that was abrogated by Presiden Bush. This goes into effect on June 13,2002, hence the importance of this bill, and the necessity that it pass unimpeded. The deployment of space weapons by the US in the face of virtual world wide opposition (see UN vote on this matter, attached) means an attempt for world domination by the US. I don’t know if you are aware of the extent of the technology surrounding this issue,--I have studied it considerably, and know that I haven’t even touched the tip of the iceberg. I don’t know what your politics are, but as a fellow Canadian, having already tasted US subjugation, I’m not too thrilled about US domination of the planet. If you have studied chemtrails at all you will know that this is a US Military venture. We can hardly expect it to stop by destroying the only chance we have of curtailing complete US control.
I would ask you to please rethink your position.

Just a note here---Bill HR2977 is on record as having been introduced in the House. Therefore chemtrails and the other terms are a permanent part of Congress records. In my estimation that is not a bad deal at all....

Below, thanks to the staff members at the UN General
Assembly in New York and at the UN Outer Space Committee in
Vienna Austria, are the vote tallies on the two most recent UN
Resolutions on Preventing an Arms Race in Space.

NOTE - There are many no-shows at UN votes. The tallies below
show who showed up for the vote on the Resolutions to prevent an
arms race in space. They PROVE that nearly ALL of the UN
member nations participating in these General Assembly votes
support a ban on space-based weapons. NONE voted against the
resolutions. Only 3 or 4 nations abstain from voting.

On November 29, 2001, in a UN General Assembly vote
unanimously approved the basis for world treaty establishing a
permanent ban on space-based weapons, in Resolution 56/535,
adopted by a 156-0 vote, with 4 abstentions. Significantly, the
United States and Israel were among the four nations abstaining
(Georgia and Micronesia were the other two abstaining nations).
On November 20, 2000, the United Nations and Israel similarly
abstained from voting on a General Assembly resolution to prevent
an arms race in space (Resolution 55/32), where the final adopting
vote was 163-0.

About the World Treaty:

NEW SPACE PARADIGM: U.S. HOUSE AND SENATE LEGISLATION and
WORLD TREATY BANNING SPACE-BASED WEAPONS to be SIGNED in 2002


The purpose of H.R. 3616, the Space Preservation Act or 2002, introduced by Congressman Dennis Kucinich, a forthcoming Senate Bill, and of the compatible World Treaty Banning Space-based Weapons is “To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space." The U.S. legislation requires the U.S. President “to take action to adopt and implement a world treaty banning space-based weapons.” The WORLD treaty will replace the ABM Treaty that President Bush announced the U.S. will unilaterally break in June. This legislation and World Treaty are focused on achieving a ban on space-based weapons in 2002, at the one moment in history when this can be accomplished BEFORE weapons are placed in space… and on creating a world cooperative space program that will replace the space-based weapons program and the war industry and mindset. This new national and world law will bring humanity into a new Space Age paradigm of real solutions to urgent human (health, education, poverty and suffering…war and terrorism) and environmental (energy, global warming, pollution…) problems, stimulate a new kind of space economy that will no longer be based on fear and war, and will build a security system based on the applications of space technology to enhance communication and earth observation, making it possible to reduce and eliminate dangerous technologies on earth while transforming the war industry and mindset into a space industry that recognizes who we are in these bodies and in the universe. There will be peace on earth through peace in our sacred space. People and organizations across the U.S. and worldwide with different perspectives are rising above them in solidarity to ban space-based weapons.

The U.S. legislation and the World Treaty Banning Space-based Weapons provide a new framework for a space stimulus plan in which humans can build a sustainable national and world economy and a security system that is based on continuing to build world cooperative and inexorably linked civil, commercial and military space development and exploration programs instead of space-based weapons programs. The legislation and World Treaty establish a permanent ban on space-based weapons. The World Treaty leads to the creation of a space peacekeeping agency that will verify and enforce the ban. The World Treaty incorporates wording that is compatible with the U.S. legislation and that is in adopted UN space/peace treaties and from international treaty proposals. The World Treaty is based on world law related to the peaceful uses of outer space including in the 1967 Outer Space Treaty, on universal laws and principals, and on the most recent U.N. General Assembly resolutions on preventing an arms race in space. The passing of this legislation and World Treaty into law in 2002 is a vital step needed to cap the arms race. This will lead to the reduction and elimination of ground-based weapons that can damage or destroy objects or people in space, and that will lead to the reduction and eventual elimination of dangerous weapons and technologies on earth.


A U.S. national and a world movement is rapidly networking to build support for the U.S. legislation and the World Treaty that will ban on space-based weapons. The intention is to pass this ban into national and world law this year. Further testing of missile defense space-based weapons will be halted, BEFORE President Bush breaks the ABM Treaty, and BEFORE an unstoppable momentum of vested interests can deploy them under the guise of it being “MERELY testing,” On December 13, 2001, Bush announced the U.S. will unilaterally abrogate the ABM Treaty in June, thus accelerating the space-based weapons program amid an atmosphere of fear and terrorism, and the movement to prevent it. The weaponization of space would increase global instability and the probability of global warfare with weapons of mass destruction including nuclear weapons, or biological, chemical, or other weapons, along with perpetuating more suffering, poverty, environmental damage and deaths of more and more species including humans. Space-based weapons are dangerous, destabilizing, too costly ($148 billion so far), and would not protect anyone or anything from terrorists. This legislation and treaty will cap the arms race in 2002, once and forever, and will allow space R&D and exploration programs to continue with a non-space-based weapons mandate and with commitment to direct the Space Age technology, products and services to solving problems on earth,


We can now feasibly transform/convert the space-based weapons R&D program and war industry into a world cooperative civil, commercial and military space R&D program and industry without space-based weapons. This is the new space paradigm…a new way of thinking, This will unleash minds to create safe and clean alternative Space Age technologies, products, and services that will stimulate the economy more than will a space-based weapons industry, including more jobs and training programs that can be applied directly to solving urgent humanitarian problems (eg. healthcare, education, poverty, hunger, etc.) and environmental problems (eg. the energy crisis, global warming, pollution, etc.). This world cooperative space R&D and exploration program will put into place technology and information services that can provide us with a strong national and global security system that is based on modernizing ground forces, which includes enhancing world cooperative communication, information sharing, and alternative technology applications and sharing. The WORLD Treaty halts worldwide R&D, testing, production, manufacturing and deployment of ALL space-based weapons as does the U.S. legislation. A multitude of vital benefits and opportunities that will be made available to everyone inclusively will bring the world, including former adversaries, together.


While there have been decades of efforts to stop it, and decades of efforts to build it, the largest R&D program in history now exists, and it is mandated to weaponize that place above all our heads. Removing that mandate by signing into U.S. national and world law the ban on space-based weapons will not stop ground-based weapons systems or basic R&D programs, but it will stop the R&D, testing, production, manufacturing and deployment intended for space-based weaponry. This will lead to the reduction and eventual elimination of dangerous and costly ground-based systems and to their replacement and alternatives. This ban will actually free minds in the military industrial/business intelligence lab university complex so that they can create technologies, products and services that we need the Space Age in which we live. This ban will cause “second order change” to occur that will allow us to enter into a new space paradigm in which we can live in peace and harmony on earth and in space. With intention and commitment, the space-based weapons industry will now be transformed into a world cooperative military, civil and commercial space industry without weapons in space. The war and weapons economy will be transformed into a Space Age economy. Veils of secrecy will begin to be lifted. Resources including alternative energy and clean propulsion systems, pollution free technologies, and means of caring for all life on earth will be supported and will emerge.


ICIS educates individuals, groups, decision makers and the collective consciousness about the legislation and World Treaty that will remove of the mandate to weaponize space and outlaw space-based weapons, about the resulting benefits of continuing and expanding already on-going world cooperative military, civil and commercial space R&D, and about the vision of what IS and what CAN BE in space and how that will benefit all on earth. For example, the military role changes in space as they can help pave the way into space and get the technology and information services applied directly to solving earthbound problems. The militaries of the world depend now on surveillance, reconnaissance, navigation and communication satellites, radar and sensors for enhancing their intelligence and because they use them as “force multipliers in war and defensive situations. The militaries can also use the same technologies for dual uses, the other use being to help humans and other animals and our environment, for example. When the space-based weapons momentum is cancelled, the technologies will emerge that we want, clean and safe, and applicable to solve problems not create them. And the militaries can continue to work on their non-space based weapon systems with corporations and businesses in the new space paradigm. The contracts allotted will not be space-based weapons based. This is a first step to changing the way the minds think in those arenas. The choice is ours. We can now replace blueprints for space battle stations and weapons yet to be imagined. This is only a once-in-a-lifetime choice: Weaponization or Cooperation in Space. We can have space-based battle-stations and weapons pointed down all our throats that are being designed to control the earth and space from space, or we can have space craft, space-based habitats, hospitals, schools and universities, laboratories and industries, hotels and resorts, farms, elevators, and places in space where future generations can live, work and explore. Imagine how much we would learn about healing techniques from designing a space-based hospital in zero gravity. Imagine what it would be like to visit a space-based hotel and resort. Space tourism has begun. Imagine the new technologies that will be released that are of a non-polluting nature when the collective consciousness awakens to the available alternatives. As humans evolve into space with a new collective consciousness and intention, we will learn more about ourselves in these bodies and about who we are in the universes.


It is OUR responsibility, our RESPONSIBILITY, to educate about the new Space Age paradigm and this new way of thinking, about the legislation and the compatible World Treaty, to get it passed into law while we still can, to make sure that space technology and services get applied to solving urgent humanitarian and environmental problems, and to preserve our sacred space for the children.


The legislation H,.R, 3616 has been introduced, and the Senate version will soon follow. The compatible sister companion World Treaty Banning Space-based Weapons will soon be officially introduced and signed by nation-state leaders. The ICIS 90 Day Plan of Action to educate people and decision makers about the rapidly growing support for this ban will be announced in February. The globally televised World Interactive Treaty Signing (WITS) event is scheduled to take place in May.


Timing is of the essence. We have only a few months before the ABM Treaty is going to be abrogated, in June. People are calling, faxing congress members and world leaders (free via the www.peaceinspace.com website), and are writing and calling members of the US congress and administration, and nation-state/world leaders, to request their support and signatures. Leaders of Canada, Russia, and China have publicly stated they are ready to ban space-based weapons. Keeping weapons out of space is one of the most important and possibly the most important contribution our generation can make for our suffering life forms and environment on our planet, and for the children. Peace on earth begins in space. Space holds the key to peace on earth.

Though it might be a good idea to keep spaced based weapons out of our skies, it is very unlikely that with even such bans implemented that anyone would follow them. There does seem to exist a faction that does not acknowledge their existance let alone abide by te constitution.

Then of course, there is the cosideration that such weapons systems might already exist in space and such a ban would be a irrelevant. With an almost unlimited black ops. budget, such a thing needs to be considered.

Even if such weapons were discovered in Space, what would we do about them anyway? Chances are that they are nuclear and therefor would be very messy to deal with.

Then there is the earth defense argument that also needs to be considered. Something that the military is hintng of now. "We need weapons in space because of the threat of Near Earth Objects," one of them might say. "We need them platforms up there to take pot shots at meteorites, asteroids, comets and anything else that even thinks about getting too close to the earth."

"Meteorites!, Asteroids! and Comets! OH MY!!!!" would be the most likely response from the majority of those who believe everything the government says.

Then there is the very unlikely, but possible scenario that the military says that: "You know about those those UFO things dont you? ---- Well we hate to tell you this, -- but they're real. ---- And there are some big mother ships out there that we don't think are very friendly and we need somthing to protect ourselves with."

Well I guess we might as well throw in the towel then. If we don't get space based weps banned we are powerless in any other area. You must be aware of the technology that is attendant with these weapons---and we're not talking just about missiles etc... We are talking about complete control of all human beings---our minds, hearts our souls. The idea is to turn the tide of negativity--within ourselves first and then radiating it out. The rest will follow. It must be done. ---it IS being done.

Chemtrails Excised From Kucinich Bill

On January 11, we reported that Rep. Dennis Kucinich (D-OH) had introduced a bill called the “Space Preservation Act of 2001,” also known as HR 2977, in the House of Representatives in October. The original bill would have banned chemtrails and mind control weapons in space, including “psychotronic” devices “directed at individual persons or targeted populations for the purpose of…mood management, or mind control.” We noted that the introduction of such a bill suggests that the U.S. military has already developed classified mood and mind control weapons (or are planning to do so) and that chemtrails are real.
The earlier bill prohibited “exotic weapons systems,” defined as “weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.” The bill may have received a poor initial reaction from the House, because it has now been rewritten and is called HR 3616, “Space Preservation Act of 2002.” The new bill was introduced January 23. The main difference between HR 2977 and HR 3616 is that the new bill eliminates all mention of chemtrails, ELF and mind control. Kucinich explains his new bill by saying, “We signed the ABM treaty nearly 30 years ago; which requires a reduction in strategic arms, nuclear disarmament and general and complete disarmament. Weaponization of space clearly violates that treaty. My bill will call for an immediate and permanent termination of research, testing, manufacturing, production and deployment of all space-based weapons systems and components by any person, agency or contractor of the U.S. government .”

It’s expected there will be a lot of opposition to this bill, since if the Senate passed a version of it as well, it would mean the end of the end of the “Star Wars” space-based defense system, which is being heavily promoted by this administration.

The text of the new bill is below: Space Preservation Act of 2002 (Introduced in the House) HR 3616 IH 107th CONGRESS 2nd Session H.R. 3616 To preserve the cooperative, peaceful uses of space for the benefit of all humankind by prohibiting the basing of weapons in space and the use of weapons to destroy or damage objects in space that are in orbit, and for other purposes. IN THE HOUSE OF REPRESENTATIVES January 23, 2002 Mr. KUCINICH introduced the following bill; which was referred to the Committee on Science, and in addition to the Committees on Armed Services, and International Relations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To preserve the cooperative, peaceful uses of space for the benefit of all humankind by prohibiting the basing of weapons in space and the use of weapons to destroy or damage objects in space that are in orbit, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the 'Space Preservation Act of 2002'. SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE. Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'. SEC. 3. BAN ON BASING OF WEAPONS IN SPACE AND THE USE OF WEAPONS AGAINST OBJECTS IN SPACE IN ORBIT. The President shall-- (1) implement a ban on space-based weapons of the United States and the use of weapons of the United States to destroy or damage objects in space that are in orbit; and (2) immediately order the termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States. SEC. 4. INTERNATIONAL TREATY BANNING SPACE-BASED WEAPONS AND THE USE OF WEAPONS AGAINST OBJECTS IN SPACE IN ORBIT. The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing an international treaty banning space-based weapons and the use of weapons to destroy or damage objects in space that are in orbit. SEC. 5. REPORT. The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 6 months thereafter, a report on-- (1) the implementation of the ban on space-based weapons and the use of weapons to destroy or damage objects in space that are in orbit required by section 3; and (2) progress toward negotiating, adopting, and implementing the treaty described in section 4. SEC. 6. SPACE-BASED NONWEAPONS ACTIVITIES. Nothing in this Act may be construed as prohibiting the use of funds for-- (1) space exploration; (2) space research and development; (3) testing, manufacturing, or production that is not related to space-based weapons or systems; or (4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems. SEC. 7. DEFINITIONS. In this Act: (1) The term 'space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space. (2) The terms `space-based weapon' and `space-based system' mean a device capable of damaging or destroying an object or person (whether in outer space, in the atmosphere, or on earth) by-- (A) firing one or more projectiles to collide with that object or person; (B) detonating one or more explosive devices in close proximity to that object or person; (C) directing a source of energy against that object or person; or (D) any other undeveloped means.

Take a gun away from someone and they'll find something else to use.

Well I guess it's just you and me here Dan. You make my point precisely. Do we want all that AND a space technology that is unilaterally controlled by the US Government/shadow government? Once that stuff is deployed in space with no accountability there is no stopping anything in space--or on the ground. This way we can stave off this onslaught long enough to gather ourselves into a fighting unit. (Or is it a better idea just to give up?) The point of all this is to change the energy flow from negative to positive. I say let's go for it. The time is short!--- and the opposition is intense( like the entire AGENDA). It would be good if those of us on the same side consolidated our energy. We are on the same side ---aren't we Dan?

The Institute for Cooperation in Space (ICIS) is a 501-C-3 tax-exempt, non-profit foundation whose mission is to educate about U.S. legislation H.R. 3616 – Space Preservation Act of 2002 and forthcoming Senate bill) and the Space Preservation Treaty that will ban space-based weapons in 2002, and about the transformation of the space-based weapons R&D program and war industry into a world cooperative civil, commercial and military space R&D and exploration R&D program and industry that will stimulate the economy based on creating safe and clean technologies and products and services that can be applied directly to solving to urgent and potential humanitarian (health, education, etc.) and environmental (energy, global warming, pollution, etc.) problems, and that will bring the world together into the new Space Age paradigm with a cooperative security system that is based on enhanced communication and information and technology applications and sharing. ICIS is successor to the Institute for Security and Cooperation in Outer Space (ISCOS), founded by Carol Rosin in ’83.

President/Chair of the Board Dr. Carol Rosin, an award winning educator, author, a leading aerospace executive, a space and missile defense consultant, founder of ISCOS in ‘83, in consultative status with UN-ECOSOC…now ICIS. According to Military Space (July '84), "Rosin is regarded to be the original political architect of the move to stop the SDI (Strategic Defense Initiative) and ASATs (Anti-satellite weapons).” Rosin testifies against the weaponization of space and for a world cooperative military, civil and commercial space R&D, applications and exploration program, and for the transformation of the war industry into a space industry without space-based weapons. "Stating the dangers, costs, and fallacies of the space-based weapons system has not stopped them from being researched and developed or tested against the ever changing list of enemies, whether it is called the SDI, NMD, BMD or Star Wars. Under the guise of ‘national security’ and ‘it’s MERELY research or testing” the space-based weapons intended R&D program has become the largest R&D program in history, yet it won’t protect anyone or anything, is dangerous, destabilizing, too costly and unnecessary. Cooperation in space will stimulate the economy, create new jobs and training programs, and emplace a strong national and global security system based on the world coming together to reap the unlimited benefits and opportunities they will all receive from our evolution into space together. We can build space battle stations and weapons pointed towards earth and into space, OR we can choose space habitats, hospitals, schools, farms, labs, industries, hotels and resorts, elevators, and craft that will free humans to explore our sacred space and the universe.”

Director and Secretary-Treasurer Alfred Lambremont Webre, JD, MEd, is a graduate of Yale Law School and former futurist at Stanford Research Institute. He has been general counsel to the NYC Environmental Protection Administration and environmental consultant to the Ford Foundation. Mr. Webre was delegate to the UNISPACE Outer Space conference, and NGO representative at the United Nations. “On the same date that Congressperson Kucinich announced his bill to ban space-based weapons, the Foreign Minister of Canada, John Manley, announced in Hanoi that 'Canada would be very happy to launch an initiative to see an international convention preventing the weaponization of space.' Congressman Dennis Kucinich reciprocated by saying 'I am pleased with the recent news from our neighbor to the north that Canada is ready to join an international effort to prohibit weapons in space.' “

Advisory Board Chairman – Astronaut Dr. Edgar Dean Mitchell, Sc.D. was lunar module pilot on Apollo 14, spending a record 33 hours and 31 minutes on the lunar surface, returning to earth on February 9th, 1971. He conducted extrasensory perception experiments during the mission. He resigned from NASA and retired from the Navy in October 1972. He founded the Institute of Noetic Sciences in Palo Alto, California, and remains its Chairman. Mitchell has been presented with numerous Special Honors, including: Presidential Medal of Freedom (1970); Navy Distinguished Service Medal (1971); Navy Astronaut Wings, NASA Distinguished Service Medal (1971); NASA Group Achievement Award (two); NASA Manned Spacecraft Center Superior Achievement Award (1970). Dr. Mitchell has been Chairman of the Advisory Board of this Institute since 1983.

Honorary Board Chair - Sir Arthur C. Clarke – The Honorable Sir Arthur Clarke's invention of satellite communication using satellites in geostationary orbit in ‘45 has brought him numerous honors, such as the 1982 Marconi International Fellowship; a gold medal of the Franklin Institute; the Vikram Sarabhai Professorship of the Physical Research Laboratory, Ahmedabad; the Lindbergh Award and a Fellowship of King's College, London. He is the author of more than sixty books with more than 50 million copies in print, winner of all the field's highest honors. He is past Chairman of the British Interplanetary Society, a member of the International Academy of Astronautics, the Royal Astronomical Society and many other scientific organizations. Sir Arthur was presented the "Award of Knight Bachelor" on 26 May, 2000, at a ceremony in Colombo, Sri Lanka where he has lived since 1956.

General Counsel Daniel Sheehan, JD, is a graduate of Harvard Law School, former Director of the Christic Institute, and a Professor of World Politics at the University of California. Mr. Sheehan has a long and distinguished history as public interest counsel in milestone cases. He was legal counsel in the Pentagon Papers case, the Iran-Contra, Three Mile Island, and Karen Silkwood cases, as well as many other high profile cases. "During my thirty years in the field of public interest law and public policy, I have supervised professional investigations into the illegal smuggling of weapons-grade plutonium, the illegal supply of arms to terrorist organizations by covert operations and government agents, and into ultra-"black" weapons programs unknown even to the most trusted congressional officials. I have come to believe that keeping weapons out of interplanetary space is THE most important contribution we can make to the future of this planet. The time to begin this task is now.”

We are on the same side, but the government is all too predictable when it comes to certain things. It would be nice not to have any weapons in space, but they are so good with controlling the mass media, that the tides could turn in their favor at any time. People didn't want nuclear power plants, chemical dumps, biological and chemical weapons research facilities in their back yards, but somehow they managed to build them. Bills are like treaties and are sometimes not worth the paper they are written on. And what else would we lose if such a bill is passed? What else will they take away from us? Will they raise our taxes and ask for more money to develop something else as a substitute? Will they take away even more of our freedom? This new breed of politicians can be very vindictive at times and will most likely find a way to make our lives miserable. Should we quit? - No. We must just be careful about how we handle the situation. The one problem that we might have is getting help from certain organizations because of political affiliation, government funding and a whole bunch of other reasons. Suddenly a citizens action group becomes labeled as a hostile entity and such. The government as well as the media is good at putting labels on things, so we must be careful with what we do.

How to write your congressperson

One of the best ways to get your point of view to members of Congress is through a personal letter. Elected officials pay close attention to the mail they receive because every letter represents a certain portion of their constituency. Many elected officials now have e-mail addresses. For those with access to the world-wide web, the Institute for First Amendment Studies' Electronic Activist provides an easy way to send e-mail to your congressperson. The URL is http://www.ifas.org/activist. Whether you use the Internet or the postal system, there are certain basic rules to follow when writing to elected officials. Here are some tips:

In the first paragraph, state your purpose for writing. Make it short and to the point. If you are writing about a certain bill, specify its number.

Then, build your case — explain why you feel as you do. Use facts, not emotional arguments to support your position. Explain the ramifications of the matter in question.

If you are writing in opposition to something, say so. Explain why it is wrong, and suggest alternatives.

If you admire your legislator for a particular reason, mention it in your letter.

Ask your legislator his or her view on the subject.

If possible, keep your letter to one page. Make it legible. Unless you have excellent handwriting, use a word processor or typewriter.

Be sure to include your name and complete address (even for email correspondence).

more information to be given to the public about chemtrails/contrails (and related objects and substances), electromagnetic energy, RF or RFMP, HAARP, or mind/body control systems related to space-based weapons/systems...we would like your support on the passage of HR
3616. These areas of concern do dovetail with one another in their
potential devastation to human will and well-being. Raising awareness of hidden information, technology and systems being used and developed that abrogate human and constitutional rights, decimate ecological systems and the atmosphere/climate and suppress our right to know of any military/government knowledge of extraterrestrials (or yet to be officially acknowledged biological lifeforms) on this planet-- is indeed a worthy pursuit. I am a representative of a nationwide and worldwide educational movement to ban space-based weapons, Regardless of our different perspectives, we have risen above them in solidarity in order to achieve a ban on space-based weapons in 2002. It is my honor to inform you that H.R. 3616, the Space Preservation Act or 2002, introduced by Congressman Dennis Kucinich (D-OH), is ready for co-sponsors. A Senate Bill will soon follow. The compatible Space Preservation Treaty, now circulating, will be signed by nation-state leaders. This legislation and treaty will be passed into US national and world law. I request that you send your position regarding the ban on space-based weapons to the address below. Your response will be posted on www.peaceinspace.com, and then you will be invited to WITS, the World Interactive Treaty Signing Event.

Will you co-sponsor this legislation and invite others to do the same?


H.R. 3616 is a Bill to “preserve the cooperative, peaceful uses of space for the benefit of all humankind by prohibiting the basing of weapons in space and the use of weapons to destroy or damage objects n space that are in orbit, and for other purposes.” It requires the U.S. President to “immediately order the termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States.” The Treaty and the legislation will “implement a ban on space-based weapons, implement a ban on the use of weapons to destroy or damage objects in space, and immediately order the permanent termination of research and development, manufacturing, production, and deployment of space-based weapons in such State Party.” The Treaty and the legislation do not prohibit funds for activities including “space exploration, space research and development, testing, manufacturing, or production that is not related to space-based weapons or systems, or civil, commercial or defense activities (including communication, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.”

The Treaty will implement a world space peacekeeping agency to verify and enforce the ban. This will lead to the establishment of a Department of Peace, proposed by Congressman Kucinich. The space-based weapons industry will be, Aikido style, transformed into a world cooperative civil, commercial and military space industry.

A new space economic stimulus package emerges with the ban on space-based weapons, that will replace the war economy. Safe and clean technologies, new products and services with an abundance of new jobs and training programs will be created as the war industry transforms into a space industry, and will be applied to solving urgent human and environmental problems. There will be a new kind of security system based on world cooperation in technology applications, information sharing, and in the enhancement of communication. In space, the military will continue to have a non-space-based weapons role in service to protect all on earth and in space.

Space-based weapons will not protect anyone or anything from suitcase bombs, biological or chemical weapons, or other weapons. They are destabilizing, dangerous, and too costly. Almost every country in the world opposes space-based weapons. It is time for the U.S. Congress to join the world.

It is the responsibility our generation, and of the U.S. Congress to ban all space-based weapons while we still can, to protect our sacred space, and to transform the space-based weapons industry into a cooperative world space industry that will provide an abundance of opportunities and vital benefits that will bring the world together, including adversaries. You as our congressional representative have the responsibility, you have the RESPONSIBILITY to ban such weapons and to heal the suffering and to finally halt the endless round of violence. Our collective consciousness is awakening and we know it is time to end the arms race BEFORE it escalates into space. That is why the fastest growing movement on earth is gathering to support his legislation and Treaty.

We are entering into the new space paradigm, a whole new way of thinking. The U.S. military industrial university lab intelligence complex is mandated to move into space to seize the high ground to “control and dominate” earth and space from space. This is the old paradigm. In the new paradigm, we stop the R&D of space-based weapons, and instead of space-based weapons and battle stations, we will continue R&D to explore space and build space habitats, schools, hotels and resorts, farms, industries, universities and labs, space elevators and hospitals…with craft to travel the universes to learn more about who we are. At this moment, we have a choice, but not for long.

You know that this legislation does something that can only be accomplished at this time: it bans all space-based weapons once and for all time. This is the one time in history when this can be achieved. It is time to rise above our differences, accept our responsibility, and preserve a weapons free space frontier while we are still able. This is in the best interests of your constituents and of all on earth. This is your time in history to make this decision. Thank you.

Dear Prime Minister (or President):

I am writing to formally request that you sign the Space Preservation Treaty. There are only a few months remaining before the Anti-Ballistic Missile (ABM) Treaty will be abrogated by the U.S. Administration on June 13, 2002. At that time, there will be a legal void and no effective international barriers to the weaponization of space. This Space Preservation Treaty will replace the ABM Treaty. And will be signed in a World Interactive Treaty Signing (WITS) event to which you will soon be invited.

The Treaty states that each nation-state "shall implement a ban on space-based weapons, implement a ban on the use of weapons to destroy or damage objects in space, and immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of such State Party." The World Treaty is compatible with H.R. 3616, the Space Preservation Act of 2002, introduced by U.S. Congressman Dennis Kucinich and a forthcoming Senator.

The Treaty and legislation allow for activities including "space exploration, space research and development, testing, manufacturing or deployment that is not related to space-based weapons, or civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that is not related to space-based weapons or systems." The Treaty creates a world space peacekeeping agency to monitor, verify and enforce the space-based weapons ban. The legislation calls for the U.S. President to "work toward negotiating, adopting, and implementing an international treaty banning space based weapons…" which, with the Space Preservation Treaty’s space peacekeeping agency, will provide a verifiable and feasible way to end the arms race before it escalates into space. The result will be the continuation and expansion of the cooperative world civil, commercial and military space program minus the mandate to weaponize space. The ban on space-based weapons will free the industry and stimulate a new space economy with profits, new jobs and training programs, with R&D of safe and clean technology, products and services that can be applied directly to solving urgent human and environmental problems. Security and defense systems will be built with the intention of enhancing communication and observation, to consciously apply technology, and to share vital information worldwide. Stopping the weaponization of outer space is the first step, but the vital step necessary so that we can transform the space-based weapons R&D programs and industries into cooperative world space R&D programs and industries that will cap the arms race and free all leaders to provide the greatest of benefits to all on earth.

Nearly all nation-state leaders favor a ban on space-based weapons (General Assembly Resolution 55/32 of January 3, 2001). Canada, Russia, and China have called for a treaty banning space-based weapons. Canada first called for a space-based weapons ban in 1982 and again in 1998 and 1999. Russia on September 28, 2001 stated, "Russia invites the world community to start working out a comprehensive agreement on the non-deployment of weapons in outer space and on the non-use of force against space objects. As the first practical step in this direction, a moratorium could be declared on the deployment of weapons in outer space pending a relevant international agreement. Preventing the deployment of weapons in outer space forms an important part of the set of measures designed to ensure strategic stability." China introduced the prototype of a similar Space Preservation Treaty on June 6, 2001.
