Iraq links cancers to uranium weapons
U.S. likely to use arms again in war

Baghdad -- Something is killing the children in Dr. Emad Wisam's hospital ward, and filling it up again and again with more sick and dying kids.

Walking a visitor through the halls of Al Mansour Children's Hospital in Baghdad last weekend, Wisam stopped briefly at his small patients' bedsides to commiserate.

After checking 5-year-old Nur Abdullah, who has a tumor in his throat, Wisam turned away with a pained look in his eyes.

"He will die soon," he said. "Most of these kids will die. And there's almost nothing we can do."

Iraq has experienced a dramatic increase in child cancers, leukemia and birth defects in recent years. Wisam, Iraqi medical authorities and growing numbers of American activists cast blame on the U.S. weapons containing depleted uranium that were used in the 1991 Gulf War and in the 1998 missile attacks on Baghdad and other major cities. They also assert that such munitions -- which were also used by U.S. forces in Bosnia, Kosovo and Serbia in far smaller quantities -- may be a cause of Gulf War diseases, elusive maladies that have affected 50,000 to 80,000 U.S. veterans of the 1991 conflict.

The Pentagon says studies it has sponsored have found no evidence that depleted uranium, known as DU, causes serious illnesses, while many international medical experts remain on the fence, citing the lack of definitive scientific evidence on the issue.

But with the renewed use of DU weapons by the U.S. military considered likely in the event of a new war with Iraq, the controversy is being stirred up again.

Depleted uranium is the low-level radioactive waste left over from manufacturing nuclear fuel and bombs. It is used in bullets and missiles by the United States, Britain, Russia and several other nations -- though, from all indications, not by Iraq.


HIGHLY EFFECTIVE
Military experts regard DU as an almost magically effective material. DU is 1.7 times denser than lead, and when a weapon made with a DU tip or core strikes the side of a tank or bunker, it slices straight through and erupts in a burning radioactive cloud. In addition, armor made of DU appears to make tanks far less vulnerable on the battlefield.

During the Gulf War, U.S. airplanes and tanks fired off munitions containing 320 tons of DU. According to Iraqi health statistics, the country's recent increase in health problems has been concentrated in the same areas of the country that took the brunt of U.S. attacks: Baghdad, the southern port city of Basra, and the northern cities of Mosul and Kirkuk.

No similar problems are known to have occurred in Kuwait, where DU was also used, because such weapons were used mainly outside of population centers and because Kuwait carried out a comprehensive, well-funded postwar cleanup of spent munitions and combat wreckage.

Among children throughout Iraq, the number of cancer cases has risen five- fold since 1990, and congenital birth defects and leukemia have tripled, say government health officials. Overall cancer rates among all Iraqis have risen by 38 percent, the Iraqi government says.

"There are thousands of cases of DU poisoning in Iraq by the Americans and British," said Health Minister Dr. Omeid Mobarik.


FUTURE USE PREDICTED
The Wall Street Journal reported earlier this month that branches of the U. S. military are looking for alternatives to DU, but officials refuse to say publicly whether DU weapons will be used in a new war against Iraq. Defense Department spokeswoman Barbara Goodno has acknowledged, "Depleted uranium is an important component in the U.S. arsenal."

"Despite being engaged multiple times (during the Gulf War), often at close range, by Iraqi tanks and anti-armor weapons," she added, "not a single U.S. tank protected by DU armor was penetrated or knocked out by hostile fire."

Experts say the crucial edge that DU technology affords makes it too effective to pass up.

"Yes, certainly the U.S. will use it," said John Eldridge, editor of the authoritative book Jane's Nuclear, Biological and Chemical Defense.

Christopher Hellman, a senior analyst at the Center for Defense Information in Washington, said U.S. and British military planners are likely to be swayed more by DU's effectiveness than by possible health concerns.

"Their view is very simple," said Helman. "This is war, and a destroyed enemy tank is less dangerous than one that's shooting at you, regardless of whatever residual effects DU may have."

Just what those health effects may be, however, is hotly debated.

Pentagon officials deny any links, either to Iraqi civilians or American Gulf War veterans. They dismiss Iraq's reports of increases in cancer, birth defects and leukemia, saying their pre-1990 baseline figures are unreliable.

They point in particular to a Pentagon-funded review of scientific literature on cancer and DU carried out by the Rand Corp. in 1999. It concluded that no link had been found. Initial studies by the World Health Organization and the European Community also have found no link.

But the Rand report -- which leans heavily on research into the relatively mild effects of conventional uranium -- acknowledges that "few studies to date . . . have focused directly on DU."

While the Veterans Administration has conducted limited studies of some veterans exposed to DU, and found no links so far to serious illness, U.S. activists point out that none of the published studies have tested broad numbers of sick Americans or Iraqis who have been exposed to DU. The U.S. military has conducted several such studies, but they remain classified. The Iraqi military refuses all comment on whether its veterans have experienced their own Gulf War illnesses.


AMERICAN EXPERT
One American with personal experience of DU is Doug Rokke, former director of the U.S. Army's Depleted Uranium Project. He was in charge of a team of about 100 soldiers who examined and cleaned up Iraqi tanks and American vehicles struck by DU shells during the Gulf War.

The work was ghastly -- the DU explosions so badly burned the dead soldiers inside that the team dubbed them "crispy critters."

The team's members, uninformed about the danger of DU residue, were themselves contaminated. Most have suffered serious health problems in the intervening years, and "too many" have died, says Rokke, who says he eschews exact numbers because of the difficulty of proving direct links to DU exposure.

Rokke, who has a Ph.D. in physics and until recently was a professor at Jacksonville State University in Alabama, says he has "5,000 times the recommended level of radiation in my body" and has called the health woes among residents of southern Iraq and his own colleagues "the direct result" of DU exposure.

In an interview on Saturday, Rokke said of his own health: "I'm trashed." He said that Pentagon officials routinely tell him and others who were contaminated in the gulf theater that the elevated levels of uranium in their bodies are "just coming out of our diets."


INTERNATIONAL OPINION
But organizations outside the United States have come down against DU munitions:

-- In 1999, the European Parliament voted to urge NATO to suspend the use of DU munitions pending results of an independent study. The request was ignored.

-- Last August, the U.N. Subcommission on the Promotion and Protection of Human Rights authorized a study of the dangers of DU, which the panel had already labeled a weapon of mass destruction. The move -- coming over the objections of the United States and Britain -- was a significant victory for Karen Parker, a San Francisco lawyer who works with the International Educational Development/Humanitarian Law Project and has campaigned against DU for years.

-- A 1991 study by Britain's Atomic Energy Authority found that use of DU weapons in the Gulf War could eventually lead to half a million "potential deaths from cancer." The report was suppressed by the British government until 1998.

Hard science on the DU issue remains scarce, however.

Richard Clapp, an epidemiologist at Boston University School of Public Health and one of the few experts to investigate the DU-cancer relationship, is carrying out a study of Gulf War diseases among Massachusetts veterans.

His initial findings suggest increased incidences of Hodgkin's disease in Gulf War veterans exposed to DU, but no increases in other types of cancer.

But Clapp cautions that further comprehensive study is needed. In an e-mail interview, he wrote: "The potential for a DU-cancer link (especially lung cancer in those who breathe DU through dust and smoke particles) is still an open question. I certainly would not rule it out on biological grounds, and 'no proof of harm is not proof of no harm,' as we say."


OIL FIRES, CHEMICAL WEAPONS
Iraq's health problems and Americans' Gulf War illnesses could have many additional causes besides DU, Clapp and other U.S. experts say. Other possible factors include pollution breathed in from the oil fires ignited in Kuwait by retreating Iraqi soldiers or from Iraqi chemical weapons stores hit by U.S. missiles.

"The reason there is no proof of causality between DU and any particular disease is that no one has seriously looked for it," said Steve Leeper, co- director of the Global Association for Banning DU Weapons, a U.S.-Japanese coalition based in Atlanta, Hiroshima and Nagasaki.

"The biggest problem with radiation, especially involving a low-level radiation source that is also a toxic chemical, is that it can get you in so many ways," said Leeper.

"Which disorder you wind up with depends on where the DU winds up in your system and what sort of damage it does to what sort of cells. To really find an effect, the government would have to study all the veterans, especially the 205,000 that have applied for medical help from the Veterans Administration, and the people of southern Iraq and test for uranium in their urine, organs and bones, then look for correlations with various pathologies."

Dr. Alim Yacoub, a British-educated epidemiologist who is dean of the medical school at Mustansiriya University in Baghdad, expressed anger at the world's response to the Iraqi health crisis.

"Why have no international studies been carried out?" he asked. "Where is the World Health Organization? This issue is highly political and has been affected by propaganda, by American pressure."

WHO officials say that in 2001, the U.N. organization proposed to Iraq a comprehensive study of all cancer problems, including DU, but received no response.


U.N. SANCTIONS
Yacoub insists that the project was blocked by the strict U.N. sanctions imposed on Iraq since the Gulf War. He said the International Atomic Energy Agency has refused to allow Iraq to import radiology equipment needed to carry out the research because it is termed "dual use," meaning that it could be used to help develop nuclear weapons.

Defense analyst Hellman summed up the standoff over DU by saying, "The science on this is not unanimous.

"My approach is: If you can't use it safely, then you shouldn't use it. The military's approach is 180 degrees from that. They say, 'If you can't prove it isn't safe, we're going to keep using it.' "

ORIGIN, USES, EFFECTS OF DEPLETED URANIUM
Depleted uranium (DU) is a byproduct of the process during which fissionable uranium (uranium 235) used to manufacture nuclear bombs and reactor fuel is separated from natural uranium, a heavy metal found in soil and water everywhere on earth, mainly in trace quantities.
DU (uranium 238) is about 40 percent less radioactive than natural uranium, but it remains radioactive for 4.5 billion years. Because it is such a highly dense metal -- heavier than lead or steel -- it is prized for its abilities to both penetrate military armor and provide shielding against attack.

Upon impact, DU produces extremely fine uranium oxide dust that is both chemically toxic and radioactive. Easily spread by wind, it is inhaled and absorbed into the human body and absorbed by plants and animals, becoming part of the food chain.

The man perhaps most responsible for initiating interest in United Europe Movements was Count Richard Coudenhove-Kalergi, who had founded Pan-Europa in 1922 as The Pan European Union. Although it accomplished little on a practical level, Pan-Europa, in the period between the wars, was a prestigious organization. Its membership included a number of esteemed political figures, such as Leon Blum and Aristide Briand in France and Eduard Benes in Czechosolvakia, as well as Winston Churchill. The membership also included Albert Einstein, and such cultural luminaries as Paul Valery, Miguel de Unamuno, George Bernard Shaw and Thomas Mann.
Driven out of Austria by the German Anschluss of 1938, Coudenhove-Kalergi, in 1940, fled to the United States. Here he lobbied tirelessly for his Pan-European ideal, insisting that European unity must be a priority for American Policy after the war. His efforts served to convince a number of important American political figures, such as William Bullitt and Senators Fullbright and Wheeler. When America entered the war, some of Coudenhove-Kalergi’s thinking offered a blueprint for action. It was to be adopted as such by the OSS, precursor of the CIA.
The OSS, or Office of Strategic Services, was created in emulation, and with the aid of, Britains MI6 and SOE. Its first director was General William (Wild Bill) Donovan. Donovans agents were to provide the nucleus for the post war CIA. One of them, Allen Dulles, became director of the CIA from 1953 until the Bay of Pigs debacle forced him to resign in 1961. During the war, Dulles had been based in Switzerland, and he maintained the contacts he had made there with Helmut James von Moltke and the Kreisau Circle.
As director of the OSS, William Donovan was quick to realize the potential significance of the Vatican to intelligence operations. Thousands of Catholic priests were also serving as chaplains in the armed forces of every combatant nation. The network was already engaged in intelligence activity, passing vast qualtities of information back to the Vatican’s own internal intelligences department. One of the four section leaders of Vatican Intelligence was Monsignor Giovanni Montini--later Pope Paul VI. Donovan therefore undertook to establish close links with the Vatican.
Shortly after Americas entry into the war, Donovan forged an alliance with one Father Felix Morlion, founder of a European intelligence service called Pro Deo (For God), based in Lisbon. Under Donovan’s auspices, Pro Deo moved its headquarters to New York, and the OSS undertook to finance its operation. When Rome was liberated in 1944, Donovan and Father Morlion proceeded to install Pro Deo in the Vatican itself. Here, it was particularly well situated to draw on information from Catholic priests who had been, or were still, in Germany or with German Armed Forces. The Jesuits, with their sophisticated training, rigorous discipline and tight knit organization, proved an especially valuable source of intelligence material.
In the period following the war, the United States hastened to capitalize on the apparatus Donovan had established, particularly in Italy. in 1948, with Italian elections scheduled, the newly formed CIA embarked on a complex clandestine operation to preclude any prospects of a communist victory. Under the auspices of James Angleton, Former OSS station chief in Rome, and later CIA head of counter-intelligence, millions of dollars were covertly filtered to the Christian Democrats, while additional funds were pumped into newspapers and other vehicles of propaganda. This procedure was also used to good effect in France.
As stated (Earlier in chapter than is covered here), Dr. Joseph Retingers trip to the United States on behalf of the European Movement led, on March 29 1949, to the creation of the American Committee on a United Europe, or ACUE. Its chairman was William Donovan. Its vice chairman was the former OSS head of Station in Switzerland, Allen Dulles. Its secretary was George S. Franklin, who was also director of the private council on Foreign Relations and subsequently became a co-ordinator of the Trilateral Commission. The executive director of ACUE was a serving CIA operative, Thomas Braden, then chief of the Agency’s International Organizations Department. Under the auspices of these men, ACUE decided to underwrite the European Movement of Joseph Retinger. Funds from American State Department sources were discreetly filtered to the European Movements Brussels headquarters. As the Soviet Union extended its influence across Eastern Europe, the epoch of the ‘Cold War’ began. Conceived originally to foster European Unity, the European Movement was gradually being conscripted to help build a ‘bulwark against communism’--and this bulwark conduced to the atmosphere in which clandestine organizations flourished.
Now partially financed by the CIA, Joseph Retinger and other members of the European Movement forged ties with Prince Bernhard of the Netherlands, with the Italian Prime Minister and with Sir Colin Gubbins, former director of Britains SOE. Together with the then director of the CIA, General Walter Bedell Smith, this group proceeded to create a think tank which met for the first time in May 1954 at the Hotel de Bilderberg, in the Dutch town of Oosterbeek. Thus arose the Bilderberg Conferences.
In the meantime, the CIA had been proceeding on its own initiative as well, embarking on a large-scale program of covert action to support any institutions that might help consolidate the ‘bulwark against communism’. Political leaders, political parties and pressure groups, unions, newspapers and publishers were all heavily subsidised, providing their orientation was sufficiently pro-western and anti-communist. During the 1950’s, an average of between twenty and thirty million dollars a year was reportedly spent in Italy to support cultural activities, youth schemes, publishing ventures, and Catholic groups of one kind or another. Enterprises sponsored by the church, including missions and orphanges, were often co-funded by the CIA. CIA money was dispensed to many bishops and monsignors, one of whom was the future Pope Paul VI. And needless to say, The Christian Democratic Party in Italy remained a particuilart focus of attention. In fact the future Popes father, Georgio Montini, was co-founder in 1919 of the party which became the the Christian Democratic Party, and his elder brother was a Christian Democrat Senator.
Dr. Joseph Retingers CIA-sponsored European Movement was also active in Italy, further consolidating the bonds between the American Intelligence agency and the Vatican. Retinger enlisted the support of Dr. Luigi Gedda, an old personal friend, who was medical advisor to Pope Pius XII and also head of Azione Cattolica, or Catholic Action, the power behind the Christian Democratic Party. Through Gedda, Retinger was also able to conscript the services of the future Pope Paul VI, and Catholic Action became another primary recipient of CIA funds.
The rapport between the CIA and the Vatican became closer in 1963, when Pope John XXIII died and was succeeded by Paul VI, formerly Giovanni Montini, Archbishop of Milan. As we have noted, Montini was already associated with the agency and had already received funds from it. Even during the war, he had worked with the American intelligence services, passing information to and fro between the Vatican and the OSS. After the war, as Archbishop of Milan, he turned over to the CIA comprehensive dossiers on politically active priests. These were to be used to influence the Italian elections of 1960.
The relationship between the Vatican and the CIA has continued to the present. According to Gordon Thomas and Max Gordon-Witts, there occurred, in November 1978, a private meeting between Pope John Paul II and the CIA’s station chief for Rome. As a result of this meeting, an accord was reached whereby the Pope was to receive regular weekly intelligence briefings from the CIA. What the CIA received in return was not specified, but one can make an educated guess.
Another of the CIA’s most influential allies within the church was Cardinal Francis Spellman of New York. In 1954, he acted directly for the CIA in Guatemala, helping to stage a coup there which was orchestrated by the agency. But Spellman was also deeply involved in affairs in Italy. He played a crucial role in obtaining large sums of US Government ‘Black Money’ for the use of the Catholic Church. He was intimately associated with Bernardino Nogara, the mastermind behind the Vatican Bank, and with Count Enrico Galeazzi, who with Michele Sindona watched over Vatican investments and banking in the early 1960’s. And it was Cardinal Spellman who, in 1963, first brought to the Pope’s attention Father Paul Marcinkus of Chicago. By 1971, Marcinkus, now Archbishop, was head of the Vatican bank, a close friend of P2 members such as Michele Sindona and Roberto Calvi, and an alleged member of P2 himself.
The origins of the Masonic Lodge P2 are obscure, but it is believed to have been formed in the early 1960’s (Probably much earlier--ours). Whatever its original priorities and objectives may have been, its ultra right wing grand master, Licio Gelli, had soon brought it into the phalanx of groups and organizations which constituted the ‘bulwark against communism’. Certain of its members received generous CIA subsidies. And through individuals such as Calvi and Sindona, P2 provided a means of furnishing anti-communist institutions in Europe and Latin America with both Vatican and CIA funds. Calvi also claimed that he personally had arranged the transfer of 20,000,000.00$ of Vatican money to Solidarity in Poland, although the overall total sent to Solidarity is believed to be in excess of 100,000,000.00$. Prior to his indictment for murder, Michele Sindona was not only P2’s financier, but the Vaticans investment counsellor as well, helping the Church to sell its Italian assetts and re-invest in the United States. His services for the CIA including passing funds to ‘friends’ in Yugoslavia, as well as to the Greek Colonels prior to their seizure of power in 1967. He also channelled millions of dollars into the funds of the Christian Democrats in Italy.
When the existence of P2 first made international headlines in 1981, the scandal surrounding its stranglehold on the upper echelons of government, police, and finance was focused primarily on Italy. According to David Yallop, however:
...there are still branches functioning in Argentina, Venezuela, Paraguay, Bolivia, France, Portugal, and Nicaragua. Members are also active in Switzerland and the USA. P2 interlocks with the Mafia in Italy, Cuba, and the USA. It interlocks with a number of military regimes of Latin America, and with a variety of groups of neo-fascists. It also interlocks very closely with the CIA. It reaches right into the heart of the Vatican. The central common interest of all these elements is apparently the hatred and fear of communism...

It is now generally acknowledged that P2, however influential and powerful it may have been (!) Was, (And probably still is)controlled by some even higher, more shadowy authority, which transmitted its instructions through Licio Gelli, The Lodges Grand Master. According to an Italian parliamentary commission, the organization behind P2 lay ‘beyond the frontiers of italy’. There has been much speculation, both plausible and otherwise, about this organization. Some have identified it as the American Mafia. Some have suggested the KGB, or some other intelligence agency from Eastern Europe. Some have even suggested the Prieure de Sion. In 1979, however, a defector from P2 -- a journalist named Mino Pecorelli -- accused the CIA. Two months after this accusation, Pecorelli was murdered.
In March 1981 Italian Police raided Licio Gelli’s villa. they discovered comprehensive lists of the Lodge’s membership. They also discovered an index to Licio Gelli’s files -- although the files themselves had vanished, apparently being of greater importance than the membership lists. Some of the headings in the index were published in Italian newspapers. They included Opus Dei. They included Giulio Andreotti, currently Italian Foreign Minister and alleged, in a document we received, to be a member of Prieure de Sion. And they included the organization known officially as the soverign and Military Order Of The Temple Of Jerusalem -- the organization, that is, which today claims a direct lineal descent from the Knights Templar.

Philippine Medical Association study indicates that women were injected with contaminated tetanus vaccine

Have women in the Philippines, and possibly elsewhere, surreptitiously been used as guinea pigs in an international anti-fertility campaign? A new medical study in the Philippines suggests that may well be the case. A recent study conducted by the Philippine Medical Association on behalf of the Philippine Department of Health revealed that almost 20 percent of the tetanus vaccine sampled positive for the hormone human chorionic gonadotrophin (hCG), according to Human Life International. Vaccines containing the hormone immunize women not only against tetanus but also against pregnancy by inducing the body's immune system to attack the hormone needed to bring an unborn child to term. "This study lends credence to what Human Life International (HLI) and some other groups have suspected all along," said Father Matthew Habiger, president of the international pro-life/family organization. "We first began to hear reports last year about tetanus vaccination campaigns in the developing world that targeted only women of child-bearing or pre-child bearing years, and that they required multiple injections. The vaccination program is sponsored by the World Health Organization, an agency with a 20-year history of researching anti-fertility vaccines," Fr. Habiger said. "We brought our suspicions to the world's attention. This new study greatly heightens our concerns." The WHO and certain feminist organizations that claim to care about the health of women publicly attacked HLI after it called for an investigation of the widespread allegations about contaminated vaccine. "In light of the new Philippine study, it appears that these groups have squandered their credibility," Fr. Habiger said. The Philippine Medical Association reported that nine of the 47 vaccine samples tested were found to contain hCG, and released a letter signed by the three Philippine physicians who actually tested the vaccines. The PMA president attested to the veracity of the letter and the testing process. All the vaccines sampled were taken from various health centers in Luzon and Mindanao. Almost all of them were labeled by one of two Canadian firms, Connaught or Intervax. All the samples were tested with an immunoassay-based method developed by the U.S. Food and Drug Administration.. The Philippine Medical Association report closes the first stage of a two-part investigation of contaminated vaccines in the Philippines. The protocol for the second stage of the test testing the women vaccinated for antibodies to hCG has been submitted the Philippine Department of Health and is awaiting funding. In a letter to the Philippine Department of Health, HLI urged immediate approval of the second stage to uncover the full dimensions of this scandal. The tetanus vaccine tested in the Philippines was imported as part of a program against neonatal tetanus sponsored by the WHO. Similar vaccination protocols have also been observed in WHO programs administered in Mexico and Nicaragua. Tests of the vaccine in Mexico yielded similar results but none of those tests was performed as part of an actual investigation into the contamination. "We view the adulteration of tetanus vaccine with hCG to be a matter of grave concern," said Fr. Habiger. "It is absolutely essential that any country which has this program in place begin testing the vaccines for contamination." Noting that it is unlikely contaminated vaccine would still be in circulation after public concerns were raised last year, Fr. Habiger suggested that researchers attempt to focus on acquiring and testing unused vaccines distributed prior the public outcry over vaccine contamination. He said it is even more important that women who previously received the vaccine be tested for the telltale presence of hCG antibodies in their bloodstream and that the numbers of miscarriages experienced by vaccinated women be tabulated. "We are not making any accusations at this stage," Fr. Habiger said. "But we strongly suspect something is seriously amiss. And public confidence in these kinds of vaccination campaigns has been critically eroded in several developing nations. Only an objective, scientifically valid study of this matter will lay public concerns to rest." Human Life International is the world's largest international pro-life and family human rights organization providing service, education and advocacy in 84 nations.

Are New Vaccines
Laced with Birth-Control Drugs?
During the early 1990s, the World Health Organization (WHO) had been overseeing massive vaccination campaigns against tetanus in a number of countries, among them Nicaragua, Mexico, and the Philippines. In October 1994, HLI received a communication from its Mexican affiliate, the Comite' Pro Vida de Mexico, regarding that country's anti-tetanus campaign. Suspicious of the campaign protocols, the Comite' obtained several vials of the vaccine and had them analyzed by chemists. Some of the vials were found to contain human chorionic gonadotrophin (hCG), a naturally occurring hormone essential for maintaining a pregnancy.

hCG and Anti-hCG Antibodies

In nature the hCG hormone alerts the woman's body that she is pregnant and causes the release of other hormones to prepare the uterine lining for the implantation of the fertilized egg. The rapid rise in hCG levels after conception makes it an excellent marker for confirmation of pregnancy: when a woman takes a pregnancy test she is not tested for the pregnancy itself, but for the elevated presence of hCG.

However, when introduced into the body coupled with a tetanus toxoid carrier, antibodies will be formed not only against tetanus but also against hCG. In this case the body fails to recognize hCG as a friend and will produce anti-hCG antibodies. The antibodies will attack subsequent pregnancies by killing the hCG which naturally sustains a pregnancy; when a woman has sufficient anti-hCG antibodies in her system, she is rendered incapable of maintaining a pregnancy.(1)

HLI reported the sketchy facts regarding the Mexican tetanus vaccines to its World Council members and affiliates in more than 60 countries.(2) Soon additional reports of vaccines laced with hCG hormones began to drift in from the Philippines, where more than 3.4 million women were recently vaccinated. Similar reports came from Nicaragua, which had conducted its own vaccination campaign in 1993.

The Known Facts

Here are the known facts concerning the tetanus vaccination campaigns in Mexico and the Philippines:
* Only women are vaccinated, and only the women between the ages of 15 and 45. (In Nicaragua the age range was 12-49.) But aren't men at least as likely as young women to come into contact with tetanus? And what of the children? Why are they excluded?
* Human chorionic gonadotrophin (hCG) hormone has been found in the vaccines.. It does not belong there -- in the parlance of the O.J. Simpson murder trial, the vaccine has been "contaminated."
* The vaccination protocols call for multiple injections -- three within three months and a total of five altogether. But, since tetanus vaccinations provide protection for ten years or more, why are multiple inoculations called for?(3)
* WHO has been actively involved for more than 20 years in the development of an anti-fertility vaccine utilizing hCG tied to tetanus toxoid as a carrier -- the exact same coupling as has been found in the Mexican-Philippine-Nicaragua vaccines.(4)

The Anti-Fertility Gang

Allied with the WHO in the development of an anti-fertility vaccine (AFV) using hCG with tetanus and other carriers have been UNFPA, the UN Development Programme (UNDP), the World Bank, the Population Council, the Rockefeller Foundation, the All India Institute of Medical Sciences, and a number of universities, including Uppsala, Helsinki, and Ohio State.(5) The U.S. National Institute of Child Health and Human Development (part of NIH) was the supplier of the hCG hormone in some of the AFV experiments.(6)

The WHO begain its "Special Programme" in human reproduction in 1972, and by 1993 had spent more than $356 million on "reproductive health" research.(7) It is this "Programme" which has pioneered the development of the abortificant vaccine. Over $90 million of this Programme's funds were contributed by Sweden; Great Britain donated more than $52 million, while Norway, Denmark and Germany kicked in for $41 million , $27 million, and $12 million, respectively. The U.S., thanks to the cut-off of such funding during the Reagan-Bush administrations, has contributed "only" $5.7 million, including a new payment in 1993 by the Clinton administration of $2.5 million. Other major contibutors to the WHO Programme include UNFPA, $61 million; the World Bank, $15.5 million; the Rockefeller Foundation, $2.5 million; the Ford Foundation, over $1 million; and the IDRC (International Research and Development Centre of Canada), $716.5 thousand.

WHO and Philippine Health Department Excuses

When the first reports surfaced in the Philippines of tetanus toxoid vaccine being laced with hCG hormones, the WHO and the Philippine Department of Health (DOH) immediately denied that the vaccine contained hCG. Confronted with the results of laboratory tests which detected its presence in three of the four vials of tetanus toxoid examined, the WHO and DOH scoffed at the evidence coming from "right-to-life and Catholic" sources. Four new vials of the tetanus vaccine were submitted by DOH to St. Luke's (Lutheran) Medical Center in Manila -- and all four vials tested positive for hCG!
>From outright denial the stories now shifted to the allegedly "insignificant" quantity of the hCG present; the volume of hCG present is insufficient to produce anti-hCG antibodies.

But new tests designed to detect the presence of hCG antibodies in the blood sera of women vaccinated with the tetauns toxoid vaccine were undertaken by Philippine pro-life and Catholic groups. Of thirty women tested subsequent to receiving tetanus toxoid vaccine, twenty-six tested positive for high levels of anti-hCG! If there were no hCG in the vaccine, or if it were present in only "insignificant" quantities, why were the vaccinated women found to be harboring anti-hCG antibodies? The WHO and the DOH had no answers.

New arguments surfaced: hCG's apparent presence in the vaccine was due to "false positives" resulting from the particular substances mixed in the vaccine or in the chemicals testing for hCG. And even if hCG was really there, its presence derived from the manufacturing process.

But the finding of hCG antibodies in the blood sera of vaccinated women obviated the need to get bogged down in such debates. It was no longer necessary to argue about what may or may not have been the cause of the hCG presence, when one now had the effect of the hCG. There is no known way for the vaccinated women to have hCG antibodies in their blood unless hCG had been artificially introduced into their bodies!

Why A Tetanus Toxoid "Carrier"?

Because the human body does not attack its own naturally occurring hormone hCG, the body has to be fooled into treating hCG as an invading enemy in order to develop a successful anti-fertility vaccine utilizing hCG antibodies. A paper delivered at the 4th International Congress of Reproductive Immunology (Kiel, West Germany, 26-29 July 1989) spelled it out: "Linkage to a carrier was done to overcome the immunological tolerance to hCG."(8)

Vaccine Untested by Drug Bureau

After the vaccine controversy had reached a fever pitch, a new bombshell exploded; none of the three different brands of tetanus vaccine being used had ever been licensed for sale and distribution or registered with the Philippine Bureau of Food and Drugs (BFAD), as required by law. The head of the BFAD lamely explained that the companies distributing these brands "did not apply for registration."(9) The companies in question are Connaught Laboratories Ltd. and Intervex, both from Canada, and CSL Laboratories from Australia.

It seemed that the BFAD might belatedly require re-testing, but the idea was quickly rejected when the Secretary of Health declared that, since the vaccines had been certified by the WHO -- there they are again! -- there was assurance enough that the "vaccines come from reputable manufacturers."(10)

Just how "reputable" one of the manufacturers might be is open to some question. In the mid-`80s Connaught Laboratories was found to be knowingly distributing vials of AIDS-contaminated blood products.(11)

Epilogue

At this juncture, evidence is beginning to appear from Africa.(12) HLI has called for a Congressional investigation of the situation, inasmuch as nearly every agency involved in the development of an anti-fertility vaccine is funded, at least in part, with U.S. monies.

On Friday, September 17, 1999, a small group of disheveled and unruly children was allowed to shut down a conference sponsored by the Galton Institute on the topic of “Man and Society in the New Millennium.” From the ignoble events that transpired on that sunny day, it appears that the current people of once-great Britain do not know better than to reward uncivil behavior. Like parents who give in to temper tantrums from a child, they are training their youngsters toward escalating nastiness.

The venerable British group that sponsored the conference was organized in 1907 as the Eugenics Education Society and later shortened its name to the Eugenics Society. Finally in 1988, in response to unrelenting demonization of eugenics, the society adopted the more innocuous name of the Galton Society in honor of Sir Francis Galton (1822-1911), the founder of eugenics.

The conference was a two-day event held at the Zoological Society of London, on the edge of Regents Park across the street from the London Zoo. The first day of the admission-by-ticket-only event went off as scheduled and without disruption. An audience of 120 or so heard interesting talks from such eminent professors as J. H. Edwards of Oxford and Fellow of the Royal Society (“Genetics: Old and New”) and Richard Lynn, Director of the Ulster Institute for Social Research (“Quality of Population: Scenarios for the New Eugenics”).

Early on the morning of the second day there were hints of trouble. Before the conference began a few scruffy-looking young people tried to get in by presenting obviously counterfeit tickets. They were turned away and the police called to prevent trouble. The police left as the conference began on schedule without incident. The first speaker was Professor Mike Murphy from the London School of Economics, who spoke on “Prospects for population size and structure at the start of the new millennium.” Needless to say, unless there are drastic changes the prospects range from dismal to terrifying.

I was the next speaker and was called to the podium. While I was waiting to be introduced, a group of only about 10 of the scruffy youth noted earlier marched into the room and took up a position near the podium. They then tried to unfurl a long banner across the front of the lecture hall. The audience waited politely while the children first twisted and untwisted their banner, then turned it right-side-up. They called themselves “People Against Eugenics,” and their banner read DIVERSITY, NOT EUGENICS. Then began an unruly dialogue between various members of the audience and the disrupters.

I left my lecture notes on the podium and retired to a seat in the second row.

There was some shouting back and forth, including calls of “Professor Whitney, where is he? Is he here? Where is Professor Whitney?” I returned to the podium to retrieve my notes and once again sat down and proceeded to take photos.
The mob immediately recognized the much better-known Arthur Jensen, and verbally assaulted him at close range. Walter Kistler of the Foundation for the Future rose to Prof. Jensen’s defense. He urged the mob to let the speakers speak. The mob refused, and since its members had used the word “Nazi” Mr. Kistler suggested that it was they who were acting like Nazis. His attempt to reason with them became a shouting match.

In the meantime members of the Galton Institute were trying to negotiate with the demonstrators. One suggestion was that they could have a few minutes to have their say, after which they could stay and listen to the scheduled speakers. Another was that they schedule their own conference and a deputation from the institute would attend. The children would have none of it. No speech for eugenicists was their stand.

The police returned in some force, but instead of evicting the trespassers, they did nothing; perhaps they were there only to prevent physical harm. The situation slowly deteriorated into groups of restless people wandering around between the lobby and the conference room, waiting and grumbling. Dr. Robert John, head of the International Council for Human Ecology and Ethnology, tried to organize resistance. He strode into the lobby and called in a very loud voice for an effort to present the police with a united demand that the demonstrators be evicted. He also spoke eloquently about civility and free speech, but nothing came of his efforts.

Eventually there was an announcement that the Zoological Society wanted the premises cleared and closed. The police began politely to escort both attendees and mob out of the building. The protesters carried the day, shutting down the conference before I could speak and preventing Professor Jensen from delivering the keynote Galton Lecture.

Afterwards there was some milling around in front of the building while a couple of elderly handlers of the scruffy children passed out a handbill called “No to Eugenics! Diversity not Discrimination!” It said they were demonstrating because “at the meeting are three speakers [Richard Lynn, Arthur Jensen, and myself] who claim that black people are genetically inferior to white people and also are genetically programmed to be more violent and aggressive. It is unacceptable that such incitement to racial hatred be permitted.”

If anyone was inciting hatred, it was the British press. On the very day of the conference, the Daily Mail ran an interview with Prof. Jensen headlined “Is This Man Truly the World’s Most Loathsome Scientist?” Journalist Mary Riddell couldn’t wait to tell readers what to think. In her second sentence she wrote: “The Daily Mail does not agree with his views on intelligence indeed, we profoundly disagree with them.” She then went on in the condescending tones of the ignorant:

“For three decades, Professor Arthur Jensen has lived in the shadow of death and violence. It is difficult, however, to feel sorrow for him. . . . ”
“From the White House downwards, the bleak scenarios painted by Jensen–particularly on race–have been reviled. One study was banned shortly after a presidential aide warned that Jensen’s work had no place in the culture of modern America. Liberals have argued that his work, which ignores the effects of poverty and deprivation on intelligence, is misguided and flawed. Learned journals have blacklisted his books as unsuitable for review. . . .”
“One expects the Dr. Strangelove of social science to be a wild-eyed zealot, but Jensen–who is 76–is a smoothly groomed and mild-mannered man whose tie clip, flannels and gilt-buttoned navy blazer suggest a lifetime of golf club dinners. . . .”
“There is, in all of Jensen’s arguments, a chilliness imposed, one assumes, by a statistician’s existence in which lives are measured by graph or bell curve rather than by love or nurture. . . .”
“. . . the powers of parental love to mould ambition, aspiration and self-determination–whether among blacks or whites–are woolly, unscientific concepts that his cold scientific mind finds impossible to comprehend.
“Professor Jensen, for all his apparent mildness, is one of the most chilling men I have ever interviewed. It was an enormous relief to step outside and breathe fresh air once again.”

This sort of thing is, if anything, even more common in Britain than in the United States. Peregrine Worsthorne is a “conservative” who writes sensibly on many subjects, but who cannot stomach IQ research. In an Oct. 30, 1994 article in the Sunday Telegraph called “Race and IQ: Never Has a Knife Been Put in More Smoothly,” he writes of intelligence studies:

“That these are important questions, and scientifically worthy subjects for research, I cannot deny. Nevertheless, they are so distasteful, so certain to give such deep offense to so many, that people who choose to pursue them–among all the equally important subjects demanding attention–can only be disturbingly insensitive. . . .”
“. . . I still feel that the people involved in this research are pretty nasty pieces of work whom I would not wish to know. And the timing is so particularly cruel, smothering black pride forever, just as it is beginning to breathe freely.”
“In the old days, theorists of racial superiority or inferiority positively glorified in their insensitivity; made no attempt to cushion the cruelties of their conclusions–sterlization for the inferior. Their American successors are much more concerned and sophisticated, more gentle, caring, and squeamish. ‘It hurts us more than it hurts you’ is the new motif. Never has a knife been put in more smoothly, leaving so little blood on the blade. Crude they are most certainly not: only creepy.”

This is just the kind of encouragement louts need to shut down academic meetings.

Eugenics — the dirty word
The word "eugenics," meaning the enhancement of the genetic base of population by controlling hereditary factors, has acquired a bad connotation today. However, it had great appeal at the turn of the century with people like Winston Churchill, Theodore Roosevelt, George Bernard Shaw and many others enthusiastically supporting the cause. Around the middle of this century, however, the spread of a new egalitarian philosophy and deeper social concerns led to a corruption of the meaning and, therefore, to rejection of genetic action of any kind; and Adolph Hitler's terrible deeds brought the entire eugenic concept into disrepute
