Global Hawk: Here You Have It . . .
The Northrop Grumman Global Hawk is a robotized American military jet that has a wingspan of a Boeing 737. The excerpts below were taken from an article entitled: "Robot plane flies Pacific unmanned," which appeared in the April 24, 2001 edition of Britain's International Television News:

Enron had a $3 billion investment in the Dabhol power plant, near Bombay on India's west coast. The project began in 1992, and the liquefied natural gas-powered plant was supposed to supply energy-hungry India with about one-fifth of its energy needs by 1997. It was one of Enron's largest development projects ever (and the single largest direct foreign investment in India's history). The company owned 65 percent of Dabhol; the other partners were Bechtel, General Electric and State Electricity Board.

Enter Dick Cheney
Scarcely a month after Bush moved into the White House, Vice President Cheney had his first secret meeting with Ken Lay and other Enron executives on Feb. 22, 2001. Other meetings followed on March 7 and April 17. It is the details of these meetings that the Bush administration is seeking to keep private.

It's clear Cheney had his own conflicts of interest with Enron. A chief benefactor in the Trans-Caspian pipeline deal would have been Halliburton, the huge oil pipeline construction firm which was previously headed by Cheney. After Cheney's selection as Bush's vice presidential candidate, Halliburton also contributed a huge amount of cash into the Bush-Cheney campaign coffers.

According to the authors, the Bush administration attempted to get the Taliban on board and believed they could depend upon the regime to stabilize the country while the pipeline construction was under way. Bush had already indirectly given the Taliban $43 million for their supposed efforts to stamp out opium-poppy cultivation. Was this an award--or a bribe? The circumstances make this a valid question.

However, from all records, relationships became strained. The Taliban had demanded that the United States should also reconstruct Afghanistan's infrastructure and that the pipeline be open for local consumption. Instead, the United States wanted a closed pipeline pumping gas for export only and was not interested in helping to rebuild the country.

In turn, the United States threatened the Taliban during the negotiations. The directive of "we'll either carpet you in gold or carpet you in bombs" was bantered about in the press to underscore the emerging willfulness of the United States.

In late August, Lay appeared to threaten India in an article in the London Financial Times. We expect full price for the plant, he warned; if they received anything less, there could be backlash: "There are laws that could prevent the U.S. government from providing any aid or assistance to India going forward if, in fact, they expropriate property of U.S. companies," he said. When Indian officials called these statements "strong arm tactics," an Enron statement claimed Lay "was merely referring to U.S. laws." Again Lay appeared to threaten India in a Sept. 14 letter to the Prime Minister, insisting that the $2.3 billion price was reasonable because they had a "legal claim" of up to $5 billion.

The end came in December 2001, as Enron fired the 300 remaining workers at the plant. Enron also filed a $200 million claim with the U.S. government's Overseas Private Investment Corporation, an U.S. taxpayer-funded insurance fund for American companies abroad, in an attempt to recoup losses from the Dabhol Power Corporation.

It is already known that Cheney accepted seven out of eight national energy policy recommendations made by Lay; so what are they so damned determined to keep secret? What could be more incriminating than that?

On Feb. 22, the General Accounting Office sued Cheney, who has stated that the White House will go to court to fight the release of the documents. (However, John W. Dean, former Nixon staffer and Watergate witness is quick to point out that executive privilege is unique to the president, not the vice president.) With recent discovery that a highest-level "Dabhol Working Group" was set up in the Bush administration, it appears that there is much more to be uncovered.

But if the White House, Enron, and Dabhol timelines are combined, curious details appear. On Nov. 6, 2001, a top official in the Bush administration tells India that a payoff to Enron had risen "to the highest levels of the United States government." Five days earlier, Bush had signed Executive Order 13233, which limits public access to papers of all presidents since 1980--including George W. Bush.

1996: "Mack" McLarty, who later became a paid Enron director, spoke with Ken Lay on several occasions about the plant. Four days before India granted approval for Enron's project, the Houston-based firm contributed $100,000 to the Democratic Party.

Feb. 12, 1998: Testimony of John J. Maresca, vice-president, international relations, Unocal Corporation, was heard by the House Committee on International Relations and the Subcommittee on Asia and the Pacific regarding "a proposed extension [of the proposed Trans-Caspian pipeline] would link with the SUI pipeline system, moving gas to near New Delhi, where it would connect with the existing HBJ pipeline..."

June 23, 1998: In a speech to the "Collateral Damage Conference" of the Cato Institute, Cheney said, "The good Lord didn't see fit to put oil and gas only where there are democratically elected regimes friendly to the United States. Occasionally we have to operate in places where, all things considered, one would not normally choose to go. But, we go where the business is."

Aug. 20, 1998: U.S. Tomahawk cruise missiles target Kandahar, Afghanistan and sites believed to be Osama bin Laden's training camps. Shortly after, the UN imposes sanctions on Afghanistan that isolate the nation.

Early 2001: Vice President Cheney held several secret meetings with top Enron officials, including its Chairman Kenneth Lay. These meetings were presumably part of Cheney's non-public Energy Task Force sessions. A number of Enron stockholders, including Defense Secretary Donald Rumsfeld and Trade Representative Robert Zoellick, became officials in the Bush administration. In addition, Thomas White, a former Vice Chairman of Enron and a multimillionaire in Enron stock, currently serves as the Secretary of the Army.

March, 2001: Laila Helms, the part Afghan niece of the former CIA director and former U.S. ambassador to Tehran, Richard Helms, is described as the Mata-Hari of U.S.-Taliban negotiations. Ms. Helms brought Sayed Rahmatullah Hashimi, an adviser to Mullah Omar, to Washington after the Taliban had destroyed the ancient Buddhas of Bamiyan. Hashimi met the directorate of Central Intelligence at the CIA and the Bureau of Intelligence and Research at the State Department.

May 17, 2001: The United States indirectly gives $43 million to Afghanistan's Taliban government

Aug. 2, 2001: The last meeting between United States and Taliban representatives took place five weeks before the attacks on New York and Washington, the analysts maintain. On that occasion, Christina Rocca met the Taliban ambassador to Pakistan in Islamabad.

Aug. 27, 2001: Kenneth Lay wrote another e-mail to his employee/stockholders extolling the value of an employee stock option program, describing a "significantly higher price" the stock would bring in the near future.

Nov. 1, 2001: Bush signed Executive Order 13233 which limits public access to papers of all presidents since 1980--including George W. Bush. Another memo written this day states that talking points for Bush were prepared for his meeting with the India Prime Minister. Bush did not discuss Enron during the meeting.

Dec. 27, 2001: Bush administration repealed a Clinton-era rule that prevents the government from awarding federal contracts to businesses that have broken environmental, labor, tax, civil rights or other laws

Jan. 17, 2002: Enron reportedly filed an approximately $200 million claim with the U.S. government's Overseas Private Investment Corporation in an attempt to recoup losses from the Dabhol Power Corporation.

Feb. 20, 2002: OPIC reveals that it gave Enron $554 mllion in loans and $204 million in insurance. Congress also learns the Export-Import Bank loaned $675 million o Enron and associated companies.

Feb. 22, 2002: The GAO sues Cheney for refusing to reveal details of his meetings with Enron officials. It is the first time that the agency has sued a member of the executive branch of government.

As for the blanked-out correspondence, Stanzel said the White House had ''applied consistent and well-established standards'' in deciding which papers to release.

Among the redacted documents were seemingly benign e-mails between employees at various agencies, as well as entire blank pages that provided no explanation of what material was missing. Hundreds of e-mails were also released without the relevant document attachments, some with titles such as ''proposed energy policy language'' and ''draft energy plan.''

Before Sept. 11, 2001, there were two long-established trends in the U.S. and Western Europe: movement toward more powerful government – involving more control over individual lives – and movement toward radical scientific experiments in which man tries to act as Creator – all of which is explored in "One World."

Since then, we have moved quickly toward establishing a new regime with the police powers of "1984," combined with the weird science of "Brave New World" – actions that would never have been accepted before the attack on the World Trade Center now pass without a murmur. By stealth, they have now been redefined as aspects of "patriotism."

Unlike previous wars against nations which had a definite end, victory or defeat, the war against terror is a global war against a vaguely-defined foe, with no end in sight. Government officials themselves expect the war to last for years – and as long as the war lasts, the restrictions on liberty will remain.

which gives the government broader power to monitor e-mail, detain immigrants, listen to phone calls, monitor financial transactions, and secretly gather other data on suspects, who can be defined at whim. National ID cards had been unthinkable for the U.S. before 9-11.

Immediately after the attack, members of Congress, security experts, and high-tech executives (including Larry Ellison, head of Oracle, a firm that has been pushing to build the new national ID database) called for a high-tech national ID card. They were joined by Harvard University law professor Alan Dershowitz, who also favors judicial issue of torture warrants for terror suspects.

Bush, himself, does not support national IDs yet, and implementation of a new federal system would take years. However, the American Association of Motor Vehicle Administrators is planning to create high-tech drivers licenses with embedded chips, bar codes, and biometric ID of users (such as digital fingerprint images). The card would link to driver license databases in all states. Then there is video surveillance.

Before 9-11, there was heated controversy over video monitoring of public areas. Since then, airports have lined up to test and install these systems, a foreshadowing of the ubiquitous telescreens that watch everyone outdoors and indoors in Orwell's novel 1984.

Federal officials are making a plan to shut down the entire cell phone network – which played a critical role on the day of the attack – to anyone who is not a government official, in the event of an emergency. The reason: to keep the airwaves free for response to the crisis. (The rule could also ensure that ordinary citizens are unable to communicate with each other during a crisis – measures similar to what Poland instituted in 1981 when they declared martial law and broke the Solidarity union.)

In January, the Democratic Party-affiliated Progressive Policy Institute called for yet more police power: addition of "smart chips" to drivers licenses, with inclusion of digitized fingerprints, increased digital surveillance of computer users, e-mail, use of "spyware" to capture computer keystrokes, and video monitoring of public areas with use of face-recognition software to spot those who are on government lists. All of this, of course, is to be limited by "proper warrants and other controls."

As goes the federal government, so go the states. Maryland's governor and the leaders of the state House and Senate leaders have proposed new laws that would expand the governor's emergency powers, allow wider use of wiretaps on criminal suspects, suppress hitherto-public records about security plans, and quarantine people during a biological or chemical attack. Gov. Glendening said that the nine new laws "do not infringe on civil liberties."

Tennessee legislators have proposed a law that would give the governor and health authorities "sweeping new emergency powers to quarantine and test people," ban guns, and "destroy or commandeer private property," in the event of a health emergency. For a health emergency to be declared, there must be an imminent threat of widespread, serious illness due to bio-terrorism, the emergence of a new or previously-controlled microbe or toxin, attack by chemical or nuclear weapons, or natural disaster. Since this is a model bill, drafted by the Georgetown University Center for Law and the Public Health, it may soon be considered in all states. The "natural disaster" loophole is large enough to drive a boxcar of prisoners through.

All of this belies Bush's eulogies to freedom in his Jan. 29, 2002, State of the Union address: "No people on Earth yearn to be oppressed, or aspire to servitude, or eagerly await the midnight knock of the secret police. America will always stand firm for the non-negotiable demands of human dignity: the rule of law, limits on the power of the state, respect for women, private property, free speech, equal justice and religious tolerance."

Ironically, as the president praises freedom, under a cloak of patriotic flag waving, whether the Super Bowl or the Winter Olympics, rights are being methodically confiscated at a rate that was once unthinkable. It is pure stealth.

A boat docked in a tiny Mexican village.

An American tourist complimented the Mexican fisherman on the quality of his fish and asked how long it took him to catch them.

"Not very long," answered the Mexican.

"But then, why didn't you stay out longer and catch more?" asked the American.

To The General Assembly,

The time of the end is upon us. Like it or hate it, it's the destiny we must all face. On September 11, 2001 the world was witness to the beginning of the end. What we saw and experienced will be nothing compared to the calamity that is to soon transpire. It is sad that so many lives have been lost and yet so many more will be taken - but these things will continue to happen as this old system begins to collapse. No human government in existence now or since the ancient times have been able to sustain a perfect order. Every government has failed and will fail.

They can not protect you. They can not give you a place where people are truly free, where your neighbours are your family and foreigners are your friends. No human government today can or will ever be able to achieve this. That is why the Agenda was set. It has been referred to over time as Armageddon. But be not fearful. It will not be a nuclear holocaust or some stray asteroid from the heavens that will level our civilization. In fact it's not the planet that will suffer and be swept away.
