Yes there have too been monsoons in the past three years. When you resort to hyperbole and exaggerations to attempt to get your point across, it does you and your side no favors.

Your assertion there were absolutely no monsoon rains in the southwest last year is patently false and I can show pictures to prove it if need be.

Sometimes there are more monsoons and sometimes there are less. Last year was hoped to be a more than normal year but they did stop a bit early I believe. But it was still enough to have the fire bans lifted in the forests. If there were no monsoon storms, how would the fire bans have been lifted?

And yes, Virga which is rain that does not reach the ground, is extremely common in the southwest. It only stands to reason it would be worse in Phoenix, since Phoenix is lower in elevation and hotter, so the rainfall has more chance to evaporate on its way down.

This is as thorough as I can get at 545 AM. I can add more later if you have any questions. Anyway:
Typically, best conditions are Temps colder than about -40C with a dewpoint depression of 5C or less. The presence of high pressure or low pressure is not relevent if these conditions are met. The altitude does not mater as long as these conditions are met. In fact, over upper/mid latitudes 45-55 degrees N, I've seen temps lower than -40C below 20K ft with depressions less than 5C. This would produce contrails if a plane was flying that low. There are probably countless persistent contrail days that we don't even notice becuase a lot of the time, when the dewpoint depression is less than 5C, there are clouds that obscure the contrails.

The further the dewpoint depression gets from 5C the less the chances of persistent contrails. One of the things I've done in the past few months is investigate the accuracy of the measuring equipment that is used to directly sample the moisture in the atmosphere. I was under the impression, having discussed with some co-workers around the country, that the rawinsonde instruments measure relative humidty within 10 percent. However, I now believe that is no longer true with many of them(instruments) based on some new research with better instruments. I believe I posted an article a little while back.
