The Greek mass-circulation newspaper Eleftherotypia cites "lack of evidence" in explaining to its journalist who covered the Aigina chemtrails public meeting of 16th July why it didn't publish her coverage of the meeting.

The lack of evidence seems to be the word of the day. I am gathering info from friends at Dupont, Kodak, Corning, ATT, Standard Oil, ARCO, British Petro to compare data on claims of discharging of chemicals in the air because of the lack of regulation. But we are now dealing with international law and airspace. The US officials are nervous because of bills passed on the clean air act and other slight of hand tactics used to satisfy ego and ignorance. Internationl: I am in contact with a friend at the EU headquarters to open some doors. But I know we all will have to present the case at the UN in order to get the attention needed to start a global education program.

Cao Kangtai, deputy head of the legislative affairs office under the State Council, said at a press conference on Wednesday that the regulations would provide an important legal basis and guarantee for the administration of this work.

According to Qin Dahe, director of the China Meteorological Administration (CMA), the regulations highlight policies and principles relevant to China's work on artificial weather modification and related fields.

Qin said that the practice of artificially modifying weather was an important part of meteorology, and one which benefited people's lives as well economic development.

He said, "Taking into account social, economic and ecological benefits, China's work on weather modification has made great strides in preventing and fighting various disasters as well as developing the resources of clouds and water in the air."

China's agricultural production has long faced the threat of extreme weather. The technology of artificially modifying weather in the forms of artificial rainfall, hail and frost prevention as well as rain and fog dispersal has been widely used to prevent disasters.

Since 1990, frequent droughts as a result of global climate changes have led to a worsening water shortage in China, damaging economic development.

Qin said causing rain to fall by seeding clouds was an important way to develop new water resources.

However, Cao Kangtai also pointed out that some urgent problems related to the practice of modifying weather needed solving.

An effective coordination system had yet to be set up among the various departments involved in such work. Some technicians had no formal training. Equipment like rocket-powered missiles and rocketlaunchers were not 100 percent suitable, Cao said.

Statistics show that over 1,600 counties across 30 provinces, autonomous regions and municipalities in China regularly use weather modification methods, employing more than 29,000 technicians.

Altogether China has 2,123 aircraft which handle the bulk of artificial rainfall work, over 6,790 anti-aircraft devices are used in hail prevention and artificial rain.

PORTLAND, Maine...A senior air traffic control manager responsible for commercial aircraft over the northeastern United States has confirmed in a second exclusive interview with radio reporter S.T. Brendt that large formations of U.S. Air Force tanker aircraft are conducting ongoing operations over the USA and Canada.

The sky-obscuring chemicals laid down in criss-cross patterns by the big jets have been observed by thousands of eyewitnesses across North America over the past two years. When asked the purpose of these missions, the FAA official said he was told weather modification , after a higher civil authority ordered him to divert incoming trans-Atlantic airliners around military formations flying over 37,000 feet on March 12, 20 and 21, 2001.

On Monday, March 12, reporter Brendt and her partner Lou Aubuchont counted 30 aircraft laying down a lingering grid work of plumes between 12:05 and 12:55 pm. Aubuchont, who witnessed many military maneuvers during his stint as a courier in U.S. Navy Intelligence, said he had never seen anything like it.

It looked like an invasion, he told this reporter. Aubuchont emphasized that unlike aerial battle exercises, the tankers were unescorted by combat helicopters or fighter jets. It was just tankers.

After being contacted at a major metropolitan airport by Brendt, the ATC manager drove to her home on Monday, March 26 to see for himself how many commercial jets would be visible from her location. The FAA official counted just three jets off in the distance between 12:05 and 12:55 pm.

Of the nine jets on his radar scope during that same time period on March 12, the official told Brendt she should have been able to see only one from her location. Instead, she and Aubuchont counted 30. And the flights continued all day.

Speaking on condition of strict anonymity in a secure location, the chain-smoking government source noted that the chemicals sprayed by the air force tankers on March 12 showed up as a haze on Air Traffic Control radar scopes. The weather at the time of the incident was unlimited ceiling and visibility, in a cloudless blue sky.

Such cloudy radar returns are consistent with clouds of talcum-fine aluminum particles released by high flying tankers in a process USAF Weather Force Specialists term, aerial obscuration.

The Air Traffic Control manager admitted that the chemicals sprayed by the tankers degraded ATC radar returns. When asked if this posed a threat to flight safety, he replied, not from my perspective.

But the ATC manager added that similar military operations have been carried out on other dates and other regions in the USA. When asked whether the air force jets crossed into Canadian air space, he replied yes.

In November, 1999, a petition signed by 550 residents of Espanola, Ontario was presented to the Canadian government after alleged overflights by U.S. Air Force tankers sprayed sky-obscuring chemicals that townspeople claimed were making children and adults sick over a 50 square mile area. Lab tests of rainwater falling through the chemical clouds over Espanola subsequently measured aluminum particles at levels seven-times higher than permissible federal health safety limits.

A patent issued to Hughes Aircraft Company in 1991 calls for spreading a "sunscreen" of an aluminum particles to reduce global warming by reflecting 1% of incoming sunlight. Computer simulations carried out by geophysicist Ken Caldeira at the Lawrence Livermore National Laboratory showed that an anticipated doubling of atmospheric CO2 over the next 50 years would result in no net warming across the globe if the project touted by hydrogen bomb inventor Edward Teller was carried out.

But Caldeira warned a recent gathering of geophysicists that the sky shield could drastically cool the upper stratosphere and destroy the ozone layer.

The inert aluminum spread by the big jets is not considered to pose a human health risk. But according to U.S. chemical warfare experts, all talcum-fine particulates are extremely respirable - and quick to lodge in human lungs.

Each KC-135 Stratotanker carries 150,000 pounds of transferable fuel or chemicals. The KC-10 Extender carries approximately 320,000 pounds of fuel/chemicals.

The FAA official decided to come forward after his wife was stricken with what doctors diagnosed as Sudden Adult Onset Asthma following the March 12 aerial onslaught. She has no history of allergy. Their children also suffered asthmatic reactions, including an infant son who was rushed to hospital with a gushing nose bleed.

Uncontrollable nose bleeds are commonly reported in wake of the tanker spraying. Two years ago, Brendt was admitted to a local Emergency Room with a gushing nosebleed after accidentally photographing the chemical trails.

The fine particles sprayed into the upper atmosphere by the big jets also act as nuclei, forming clouds and precipitation. Immediately after the March weather modification missions, the northeastern seaboard was struck by unseasonable snowstorms that confounded 70 year-old residents, and piled eight-foot snowdrifts against Brendt s home. At least one fatality resulted from collapsing roofs.

Precipitation, Weather Modification, and Atmospheric Optics

Precipitation: the water in solid or liquid form that falls from clouds to the earth surface. Precipitation from nimbostratus is longer but lighter than precipitation from cumulonimbus.

Terminal velocity: the constant downward-directed speed of a particle within a fluid due to a balance between gravity (downward) and fluid resistance (upward). It increases with the size of the particle. The cloud droplets and ice crystals, which have relatively low terminal velocities, suspended in the atmosphere indefinitely unless they undergo significant growth or vaporize.

Cloud droplet growth by condensation cannot produce raindrops alone. The Collision-coalescence process is necessary to grow the cloud droplets into raindrops. It requires a family of droplets at different sizes. The growth becomes more frequent as a large droplet undergo repeated collision and coalescence with smaller droplets followed by droplet break-up. Not all collisions result coalescence, small droplets can bounce off large droplet.

Ice crystal growth by deposition cannot produce precipitation particles alone. The Bergeron process is necessary to grow the ice crystals into precipitation particles. The Bergeron process requires co-existence of water vapor, supercooled water droplets and ice crystals.

Virga: A shaft of precipitation that falls from a cloud but evaporates before reaching the ground.

Precipitable water: the amount of water produced when all the water vapor in a column of air condenses. An average precipitable water within the troposphere is about 25 mm (1.0 in.). It decreases with latitude from more than 40 mm (1.6 in.) in the humid tropics to less than 5 mm (0.2 in.) near the poles.

Drizzle: the small water droplets between 0.2 and 0.5 mm in diameter. It is associated with fog (stratus cloud) and poor visibility, but never with convective clouds.

Rain: the precipitating water drops mostly between 1 and 6 mm in diameter. Raindrops produced in warm clouds are usually smaller (d < 2 mm) than those falling from the cold clouds. Ironically, raindrops in warm Hawaiian showers reach 4 to 5 mm as large as 8 mm (world's largest raindrop ever reported). Raindrops are circular when they are below 1 mm in diameter and their bottom surface flatten with increasing the size (tear-drop).

Freezing rain (or freezing drizzle): the supercooled raindrops or drizzle-drops that freeze on contact with cold surfaces. It can bring down tree limbs, snap power lines, and totally disrupt traffic.

Snow: an assemblage of ice crystals in the form of flakes. All snowflakes are hexagonal (six-sided). Snowflakes may consists of needles, dendrites, plates, or columns depending on the temperature. The size of a snowflake depends on the water vapor concentration and collision efficiency. An aggregate snowflake may exceed 5 to 10 cm (2 to 4 in.) in diameter.

It is more favorable at relatively warmer temperatures regarding the availability of water vapor. In fact, snow can fall even the surface temperature is as high as 10 ûC (50 ûF) if the wet-bulb temperature is below 0 ûC (32 ûF).

Snow grains: the opaque grains of ice crystals (frozen drizzles) with diameters generally less than 1 mm.

Snow pellets: soft conical or spherical ice crystals with diameters of 1 to 5 mm. They form when supercooled cloud droplets collide and freeze together. They usually fall as showers, especially from cumulus congestus clouds.

Graupel: ice particles that form by the Bergeron process (riming) with diameters of 2 to 5 mm. It reaches to ground as raindrops if it melts, ice pellets, or hail.

Ice pellets (sleet): the frozen raindrops that bounce on impact with the ground. It differs from the freezing rain since the latter does not bounce when it hits the surface.

Hail: the rounded or jagged lumps of precipitating ice particles. It is associated with thunderstorms that have a strong updrafts and relatively great moisture content. The largest hailstone ever reported in the United States fell on Coffeyville, Kansas, in September 1970. It weighted 757 grams (1.67 lb) and had a measured diameter of over 14 cm (5.5 in.). Hail is usually a spring and summer phenomenon that destroys the crops in particular.

Rain gauge: a cylindrical container which collects and measures the rainfall. It resolves the rainfall to increments of 0.01 in. and the total rainfall is less than 0.005 in. is recorded as a trace. Rainfall is measured once every 24 hours and the gauge is emptied.

With regard to snow, the depth of snow at each observation time and every 24 hours are measured with a yardstick. The meltwater equivalent of snow is determined by melting the snow collected in a rain gauge. As a general rule, 10 cm of fresh snow melts down to 1 cm of water. The ratio of snowfall to meltwater may vary from 3 to 1 for very wet snow to 30 to 1 for dry fluffy snow.

Weighing bucket rain gauge: a device that records the rainfall directly, calibrating the weight of accumulating rainwater as water depth.

Tipping bucket rain gauge: a device that collects rainfall in equivalent of 0.01 in. It is more accurate than the weighing bucket gauge, but it does not perform well in subfreezing temperatures.

Weather modification: any change in weather that is induced by human activity, either intentionally (e.g. cloud seeding, fog dispersal, hail suppression) or unintentionally (e.g. rain enhancement by air pollution).

Cloud seeding: a type of weather modification intended to increase rainfall or snowfall by stimulating Bergeron process in clouds that are deficient in ice crystals. The seeding (nucleating) agent is either silver iodide (AgI), or dry ice, solid carbon dioxide (CO2). Statistically significant rainfall enhancement was observed in Israeli cloud seeding project, but not in Florida from early 60's to mid - 70's.

Fog dispersal: a type of weather modification intended to clear the radiation fog either by increasing the air temperature (thereby lowering the relative humidity) in warm fog or by cloud seeding in cold fog. Today, warm fog dispersal systems operated routinely are Orly and De Gaulle airports outside the Paris.

Hail suppression: a type of weather modification intended to suppress the Hail by stimulating the Bergeron process by producing a large number of small hailstones that melt long before reaching ground (Soviet hypothesis). In the United States, annual agricultural losses due to hail exceeds $700 million.

Atmospheric optics: results from the interaction between sunlight (moonlight), and particles (cloud droplets, raindrops, ice crystals, dust) or molecules in the atmosphere. As sun's rays travel through the atmosphere, they undergo scattering, refraction, reflection, diffraction, or any combination of these.

Scattering: a process whereby light is actually absorbed by a particle and then quickly emitted in another direction. Since air molecules (oxygen and nitrogen) are small in size, (smaller than wavelengths of visible light), they are more effective at scattering shorter wavelengths (blue and violet) of visible light than the longer wavelengths (red light). This property of being more effective at scattering particular wavelengths of light is named as Rayleigh scattering, which is responsible for the blue appearance of sky.

Another form of scattering called Mie Scattering, is responsible for the white appearance of clouds. Mie scattering occurs when the wavelengths of visible light are approximately, equally scattered. Water droplets, in even small clouds, as well as dust and haze particles effectively scatter all wavelengths of visible light in all directions, thus making clouds appear white.

Refraction: a process whereby light bends as it passes from one transparent medium (such as air) into another transparent medium (such as water or ice). It depends on i) the density of medium, and ii) the angle at which the light enters the medium. light that travels from a less-dense to a more-dense medium decreases its speed and bends toward the normal, while light that enters a less-dense medium increases its speed and bends away from the normal. If light enters a medium at 90û angle (normal to medium), refraction does not occur.

Refracted light can be deceptive. When light enters a less-dense medium, an object within this medium appears to be further away that it really is, and vice versa is true when light enters a more-dense medium.

As starlight enters the atmosphere, it often passes through regions of different air density undergoing repetitive refractions. As a result, the star appear to twinkle or flicker, a condition known as scintillation.

The sun appears to flatten on the horizon during sunrise or sunset since light rays from lower portion of the sun (or moon) are bent more than those from upper part. Also, since light is bent more on the horizon, the sun and moon both appear to be higher than they really are. In fact, they both rise two minutes earlier and set two minutes later than they would if there were no atmosphere.

Twilight is the time at the beginning of the day immediately before sunrise and at the end of the day when sky remains illuminated. It increases with increasing latitude, especially in summer. During the summer in middle latitudes, twilight adds about 30 minutes of light to each morning and evening for outdoor activities.

A green flash light may be seen near the upper rim of a rising or setting sun since light penetrates a thick section of the atmosphere, which bends blue light the most, red light the least. Since the atmosphere selectively scatters blue light, green light reaches us instead. The green flash usually lasts about a second, but could be longer in polar region as reported for 35 minutes in the south polar region.

Halo is a ring of light encircling and extending outward from the sun or moon. It form when light from the moon or sun is refracted by ice crystals of a cirroform cloud. Halos are typically seen as bright, white rings, however, refractive effects can cause a halo to have color.

There are two different types of halos: i) a sunlight (or moonlight) is refracted 22û as it passes through ice crystals of diameters less than 20 mm from one side to another side, ii) a sunlight is refracted 46û as it passes through ice crystals of diameters between 15 and 25 mm between a side and top (or bottom). The angle between two adjacent side of a hexagonal-shaped column is 60û, while the angle between a side and bottom (or top) is 90û. The second type of halos are quite rare.

Sundogs (parhelia) are a pair of brightly colored spots, one on either side of the sun. It form as sunlight is refracted by hexagonal plate-like ice crystals of diameters larger than 30 mm that are slowly falling with a horizontal orientation.

The ice crystals behave like tiny prisms, bending and dispersing the sunlight into components colors as it passes through them. The more energetic violet end of the visible spectrum is refracted the most, while less energetic red end of the visible spectrum is refracted the least. Therefore, violet portion of a sundog is farthest from the sun, red portion of a sundog is closest to the sun.

In order for sundogs to be visible, the sun must be near the horizon and on the same horizontal plane as the observer and the ice crystals.

Reflection: a process whereby light bounces off a surface at an angle equal to the angle at which it initially strikes the surface.

Sun Pillar occurs when sunlight is reflected off the surfaces of falling tiny ice crystals. It is usually seen during sunrise and sunset as a vertical shaft of light extending upward and downward from the sun. Sun pillars can be observed when ice crystal (cirroform) clouds are present and the sun is low in the sky.

A Rainbow is caused by a combination of refraction and reflection of sunlight by raindrops. It occurs when light strikes the back of the spherical raindrop at an angle greater than 48û.

Like a prism, raindrop refraction disperses sunlight into its components. Primary rainbow, which is a combination of two refraction and one internal reflection, has colors of red, orange, yellow, green, blue, and violet from outer to inner end. The angle between the incoming sunlight and the emerging light varies between 40û (violet edge) and 42û (red edge). The rainbow angle decreases with increasing size of raindrops since raindrops flatten above 1 mm in diameter.

Secondary rainbow, which is a combination of two refraction and two internal reflection, has colors in a opposite direction. It is 8û higher and also fainter than the primary rainbow.

A rainbow appears to an observer who has his/her back to the sun and is facing a distant shower. It never form when sky is completely cloud covered: the sun must be shining. Since the weather systems usually move west to east, rainbow indicates upcoming showers in the morning and clearing in the evening.

Diffraction: the process by which an object in the atmosphere interferes with the movement of a light wave. It occurs when sunlight bends slightly along the boundary of the object (e. g. water droplets, ice crystals).

When sunlight (or moonlight) encounters a cloud droplet, light waves are altered and interact one another. When the crests of one wave coincide with the crests of another wave, interference is constructive and a large wave results. When the crests of one wave coincide with the troughs of another wave, interference is destructive and the waves cancel each other.

A corona is a series of alternating dark and bright rings of light surrounding the moon or less often, the sun. It occurs when the moon is seen through a thin altostratus or altocumulus that comprised of tiny water droplets. Corona results from the diffraction of light around the droplets.

If cloud droplets are of uniform size, a corona is colored with blue-violet on the inside and red on the outside. These color rings may repeat themselves as fainting further from the moon. Corona is only a few degrees in radius, hence, is far smaller than a halo.

Glory, which is a combination of two refraction and one internal reflection, differs from a primary rainbow such that sunlight strikes water droplets (with diameters less than 50 mm) in clouds and is refracted back in the same direction as it enters the drop, resulting from diffraction of sunlight by cloud droplets of uniform size.

Glory appears as color rings around the shadow of the aircraft. The appearance of color in glories depends on which color reaches our eyes from each droplet and what angle each color is reflected from the droplets.

Heiligenschein (German for halo) occurs when sunlight falls on nearly spherical dew drops and refracted back toward the sun in the same direction as it enters. It appears as bright white light around the shadow of your head on a dew-covered lawn.

Mirage is a refraction phenomenon that makes an object appear to be displaced from its original position. It occurs when sunlight passes through and is being bent by air layers of different densities. Such changes in air density are usually associated by sharp changes in air temperature. When the vertical temperature gradient decreases with altitude and the air temperature increases with altitude (inversion) , an object appears elevated but shorter than it really is, the phenomenon known as superior mirage. When the air temperature lapse-rate is steeper near the Earth's surface, the object appears taller and lower, often inverted. the phenomenon known as inferior mirage.

Fata Morgana is a special type of superior mirage. It is observed where temperature increases with height, slowly at first, then more rapidly, then more slowly again. Fata Morgana is frequently seen in polar regions where large bodies of cold water are present.

It's not only greenhouse gas emissions: Washington's new world order weapons
have the ability to trigger climate change.

The important debate on global warming under UN auspices provides but a partial picture of climate change; in addition to the devastating impacts of greenhouse gas emissions on the ozone layer, the World's climate can now be
modified as part of a new generation of sophisticated "non-lethal weapons." Both the Americans and the Russians have developed capabilities to manipulate the World's climate.

In the US, the technology is being perfected under the High-frequency Active Aural Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes.

HAARP IS A MASS DESTRUCTIVE WEAPON - NOT PART OF ANY NEGOTIATIONS

From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions.

While there is no evidence that this deadly technology has been used, surely the United Nations should be addressing the issue of "environmental warfare" alongside the debate on the climatic impacts of greenhouse gases.

Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use has never been explicitly part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the Hague Conference on Climate Change (CO6) (November 2000) have raised the broad issue of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change.

The clash between official negotiators, environmentalists and American business lobbies has centered on Washington's outright refusal to abide by commitments on carbon dioxide reduction targets under the 1997 Kyoto protocol.(1) The impacts of military technologies on the World's climate are not an object of discussion or concern. Narrowly confined to greenhouse gases, the ongoing debate on climate change serves Washington's strategic and defense objectives.

"WEATHER WARFARE"

World renowned scientist Dr. Rosalie Bertell confirms that "US military scientists are working on weather systems as a potential weapon. The methods include
the enhancing of storms and the diverting of vapor rivers in the Earth's atmosphere to produce targeted droughts or floods."(2)

Already in the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that:

"Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised... Techniques of weather modification could be employed to produce prolonged periods of drought or storm. "

Marc Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. He refers to "weather war," indicating that the U.S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 1980s." (3) These technologies make it "possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves]." (4)

A simulation study of future defense "scenarios" commissioned for the US Air Force calls for: "US aerospace forces to 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications." From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. (5)

THE HIGH-FREQUENCY ACTIVE AURAL RESEARCH PROGRAM - HAARP

The High-Frequency Active Aural Research Program (HAARP) based in Gokoma Alaska-jointly managed by the US Air Force and the US Navy-is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere".

Scientist Dr. Nicholas Begich-actively involved in the public campaign against HAARP-describes HAARP as: "A super-powerful radiowave-beaming technology that lifts areas of the ionosphere (upper layer of the atmosphere) by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything-living and dead." (6)

Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruption in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet." (7)

MISLEADING PUBLIC OPINION

HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (8) Without explicitly referring to the HAARP program, a US Air Force study points to the use of "induced ionospheric modifications" as a means of altering weather patterns as well as disrupting enemy communications and radar.(9)

According to Dr. Rosalie Bertell, HAARP is part of a integrated weapons' system, which has potentially devastating environmental consequences: "It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere. It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States. HAARP is an integral part of a long history of space research and development of a deliberate military nature.

The military implications of combining these projects is alarming. The ability of the HAARP / Spacelab/ rocket combination to deliver very large amount of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, are frightening. The project is likely to be "sold" to the public as a space shield against incoming weapons, or, for the more gullible, a device for repairing the ozone layer. (10)

In addition to weather manipulation, HAARP has a number of related uses: "HAARP could contribute to climate change by intensively bombarding the atmosphere with high-frequency rays. Returning low-frequency waves at high intensity could also affect people's brains, and effects on tectonic movements cannot be ruled out. (11).

More generally, HAARP has the ability of modifying the World's electro-magnetic field. It is part of an arsenal of "electronic weapons" which US military researchers consider a "gentler and kinder warfare". (12)

WEAPONS OF THE NEW WORLD ORDER

HAARP is part of the weapons arsenal of the New World Order under the Strategic Defense Initiative (SDI). From military command points in the US, entire national economies could potentially be destabilized through climatic manipulations. More importantly, the latter can be implemented without the knowledge of the enemy, at minimal cost and without engaging military personnel and equipment as in a conventional war. The use of HAARP-if it were to be applied-could have potentially devastating impacts on the World's climate.

Responding to US economic and strategic interests, it could be used to selectively modify climate in different parts of the World resulting in the destabilization of agricultural and ecological systems. It is also worth noting that the US Department of Defense has allocated substantial resources to the development of intelligence and monitoring systems on weather changes. NASA and the Department of Defense's National Imagery and Mapping Agency (NIMA) are working on "imagery for studies of flooding, erosion, land-slide hazards, earthquakes, ecological zones, weather forecasts, and climate change" with data relayed from satellites. (13)

POLICY INERTIA OF THE UNITED NATIONS

According to the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro:

"States have, in accordance with the Charter of the United Nations and the principles of international law, the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction." (14).

It is also worth recalling that an international Convention ratified by the UN General Assembly in 1997 bans "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects." (15) Both the US and the Soviet Union were signatories to the Convention. The Convention defines "environmental modification techniques" as referring to any technique for changing-through the deliberate manipulation of natural processes-the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space." (16) Why then did the UN-disregarding the 1977 ENMOD Convention as well as its own charter-decide to exclude from its agenda climatic changes resulting from military programs?

EUROPEAN PARLIAMENT ACKNOWLEDGES IMPACT OF HAARP

In February 1998, responding to a report of Mrs. Maj. Britt Theorin-Swedish MEP and longtime peace advocate--, the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the HAARP program.(17) The Committee's "Motion for Resolution" submitted to the European Parliament: "Considers HAARP by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body; [the Committee] regrets the repeated refusal of the United States Administration to give evidence to the public hearing into the environmental and public risks [of&] the HAARP program." (18.)

The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the grounds that the European Commission lacks the required jurisdiction to delve into "the links between environment and defense". (19) Brussels was anxious to avoid a showdown with Washington.

FULLY OPERATIONAL

While there is no concrete evidence of HAARP having been used, scientific findings suggest that it is at present fully operational. What this means is that HAARP could potentially be applied by the US military to selectively modify the climate of an "unfriendly nation" or "rogue state" with a view to destabilizing its national economy. Agricultural systems in both developed and developing countries are already in crisis as a result of New World Order policies including market deregulation, commodity dumping, etc. Amply documented, IMF and World Bank "economic medicine" imposed on the Third World and the countries of the former Soviet block has largely contributed to the destabilization of domestic agriculture. In turn, the provisions of the World Trade Organization (WTO) have supported the interests of a handful of Western agri-biotech conglomerates in their quest to impose genetically modified (GMO) seeds on farmers throughout the World.

It is important to understand the linkage between the economic, strategic and military processes of the New World Order. In the above context, climatic manipulations under the HAARP program (whether accidental or deliberate) would inevitably exacerbate these changes by weakening national economies, destroying infrastructure and potentially triggering the bankruptcy of farmers over vast areas. Surely national governments and the United Nations should address
the possible consequences of HAARP and other "non-lethal weapons" on climate change.

"Apparently, the Congressman's office is not aware that Chemtrails are a large phenomena on the internet and it appeared that no one in his office knew anything about what a "chemtrail" actually was! Way back when, while researching the origins of "chemtrails," I made the comment to Jay Reynolds that it was likened to playing "6 Degrees to Kevin Bacon." In other words, it's funny how one person can be connected to another within the same arena. A matter of connecting the dots, so to speak-

Chuck Warren had one of the first and a very prominent chemtrail websites and message board - Contrail Connection. Then along came, Clifford Carnicom, Dona Terry/Lorie Kramer (CTTUSA), Kim Weber (CACTUS) who fertilized the field with recruits who did copy and paste research on Carnicom's "top page." Mr. Warren gave up chemtrails and moved on to join George Filer as webmaster at Paranormal News,(http://www.projectparanormal.com/) but that was well after Carnicom, Terry/Kramer, etal had been well established and kept the chemtrail ball rolling.

Jeff Rense and Art Bell kept the myth alive for those with and without access to the Internet.

I don't read Rense any more, but George Filer used to post his UFO reports from across the world at Rense's website. About a year ago, I wrote this in an e-mail:

I just got through with writing you and went back to finish reading the latest UFO sightings at Rense by George Filer. Got to the very bottom and saw this: Sponsored by Electronic Arts Webmaster - Chuck Warren (http://www.filersfiles.com), and thought 'isn't that the guy from Contrail Connection who quit the chemtrail scene? '

Connecting more dots, but I never followed up, Electronic Arts is the producer of the game, MAJESTIC. Was Warren attempting to move up the ladder in the big buck game? This was about a year ago when Majestic was about to debut. Several chemtrail websites somehow became involved with Majestic, but I lost interest and was concentrating on following chemtrail reports and weather at flying altitudes.

Rosin and Webre worked with Greer and Filer on the Disclosure Project, which was laughed at for no tangible proof. This is what we have asked from the "chemtrail" believers all along - tangible proof.

"There is a secret government -- a covert government -- operation that has dealt with this for at least 50 years," said Steven Greer, the group's founder.

Greer said he wanted UFO files declassified, a ban on space weapons, and peaceful exploration "with all cultures on Earth and in space."

Call it a close encounter with an X-Files spinoff. The three-hour event featured testimonials from all-too-earnest UFO buffs, warnings that the "adolescent phase of humanity" was nearly over, and vague descriptions of anti-gravity devices, free energy machines and faster-than-light spaceships that could end human suffering -- if only the feds would fess up and tell all.

But it isn't merely the Defense Department, the CIA, the National Security Agency, the National Reconnaissance Office and even more secretive agencies that are participating in the cover-up, says Greer, a physician who lives in Crozet, Virginia. He fingered Northrop, Lockheed Martin and SAIC as examples of government contractors who are surreptitiously developing aircraft and weapons based on technology snatched from UFOs.

Carol Rosin, a self-described space defense consultant, went even further: "We can end the energy crisis," she said. "We can build cars that drive around off the road, on beams."

Until UFO fanatics produce tangible evidence -- an alien body, an unknown metal, or a beam-mobile -- their claims should be dismissed with prejudice, says Kevin Christopher, a spokesman for the Committee for the Scientific Investigation of Claims of the Paranormal.

Christopher says, "In the end, what's the evidence? It's secondhand information, it's snippets of evidence, someone might have seen something. Where's the hard evidence...? There's nothing concrete. Where's the craft? Where are the aliens?"

Greer, the UFO aficionado, has a ready answer: squirreled away inside government labs so secret that not even the president knows about them. "People in Congress who make inquiries, and President Clinton who made inquires, are simply denied access," he said.

To Greer and his Disclosure Project colleagues, establishing the existence of UFOs is not a mere theoretical concern, but one of unimaginable urgency -- yep, you guessed it, the fate of all humanity hangs in the balance.

A briefing book the group handed out to reporters says mankind must learn the truth about UFOs and switch to free energy and beam cars before it's too late: "If we do nothing, our civilization will collapse environmentally, economically, geopolitically, and socially. In 10 to 20 years, fossil fuel and oil demand will outstrip supply significantly -- and then it is the Mad Max scenario."

That kind of starry-eyed talk explains why some UFOers joined the movement, says Joe Nickell, a senior research fellow at the Committee for the Scientific Investigation of Claims of the Paranormal.

"There are people for whom UFOs are a Holy Grail," Nickell says. "These people are basically mystics. They'll use some gobbledygook phrase that sounds scientific." (Greer talked about an "ambient zero point field of energy.")

Nickell continues: "The New Agers do this all the time. They'll talk about your 'auric energy field' and how your crystal pendulum can align your chakras. Ultimately you realize the body doesn't work that way. The body doesn't give out an auric energy field. It's a New Age myth."

"They'll use some gobbledygook phrase that sounds scientific." Any one of us (referring to fellow debunkers) who have read the transcript of the Carnicom/Rense Interview of 11/27/01 would agree, and this has been how Carnicom presents his brand of "science." Let us not forget that our own Toxdoc debunked the pH in rainwater testing urgency. (Assisted by Ms. 3T3.) The "pH Rain Water Testing" thread and method of testing was immediately dropped by the true believers.

For whatever reason, it appears Carnicom and Co. were shunned by the higher-ups at ICIS because ICIS either ignored or had no clue of the E-the-People petition that hung on that site for what, a year? While ICIS made a press release in Spring of 2001 that Kucinich was going to introduce the bill, no one in the chemmie camp of foot soldiers was aware til 3 months after HR2977 was introduced. Rosin acknowledges Kramer, Carnicom, and Chemtrail Central in an e-mail to me, but only by giving Kramer's recent posting at Rense as her definition of "chemtrails" when I requested it from Dr. Rosin. After I replied to Dr. Rosin that this was not an acceptable definition of "chemtrails," Rosin replied with a quote by Alfred Webre, and gives him the title 'Attorney' like I'm going to be impressed. The quote begins, "As the Canadian chemtrails research confirms, . . ." And to that I say, and the proof is? By what research? More photographs of contrails? (As of publishing, there has been no reply from Dr. Rosin.)

Indeed, HR2977 is their "proof of the existence of chemtrails." In the mind of the true believer, an undefined word with no tangible proof in a congressional bill is a boost of refueling tonic for their cause. With no proof of what "chemtrails" is exactly, it is just another word that falls under "gobbledygook." But what will be even more interesting to watch, as the chemtrail believers pound on their representatives and the President about HR2977, one has to wonder if Dennis Kucinich committed political suicide by introducing a bill with the word "chemtrails," a thing of which there is no tangible proof or definition? "Chemtrails" is something the believers claim day after day that can be blantantly seen in the skies across North America and other parts of the world. "Chemtrails" are nothing more than contrails from jet aircraft.

His Vancouver buddy Alfred Webre is a bipolar manic depressive "deep ecology" green who writes about UFOs/alien reptilians, Haarp, the Hartville, TN bird roast, and assorted imaginary 'threats' to mankind. Webre is co-director of ICIS, and you will eventually find the trail leads back to the United Nations Conference on the Exploration and Peaceful Uses of Outer Space.

She says this in the context of the preface to Webre's book, "Recovery" which describes his lifelong decsent into the madness of parapsychology, UFO cults, and extraterrestrial chanellings(sound a little familiar, Thermit?).

Webre is the madman who has insinuated his personal demons into Kucinich's legislation. He carries on the long standing tradition of cooperation between the various factions of the ICP Paranormal/Occult/Paranoid/Greens.

Obviously, this Bill is going nowhere, but is just enough of a bone thrown to the more gullible chemnoids to keep them on the hook, and when it does fail, to serve as further "evidence" of a stonewall/coverup. Perhaps exposure of Webre for what he really is might help those still in touch with reality, for the rest, little can be done.

I think the ICIS has invested too much in this so far, while their real interest seems to be space based weapons, they have built a big tent and won't easily close the flap to chemnoids. Politics does make strange bedfellows, and cuckoo birds of a feather REALLY DO flock together.

Leaving aside the question as to whether or not any Canadian chemtrail research exists, or whether it truly confirms such a “joint official program”, the structure of the Kucinich bill provides some fascinating insights.

1. If Kucinich has the real info and is not being led around by the nose, then we now know that all those contrails we’re seeing are not really chemtrails after all, because ‘chemtrails’ are space-based weapons, and the jet aircraft to not fly in space. Either that, or the chemtrails emitted by aircraft are not covered under the bill, because the bill very specifically limits its ban to weapons based above 60 km or about 190,000 feet. No aircraft with which I am familiar can fly that high.

2. Again, if Kucinich is onto the truth, we also know that all the hypotheses about chemtrails being sprayed to inoculate us against TBD diseases, or to ameliorate global warming, are – and always have been – bogus. Chemtrails – at least the way Kucinich’s bill looks at them -- are weapons, pure and simple.

3. If Kucinich, who as a congress-critter is one of TPTS, is against this bill, then you have TPTS trying to stop a TPTS program. This pretty much brings into question the idea of TPTS as an all-powerful and monolithic cabal.

I tend to agree with Thermit on this, where he says “To me, this Bill, isn't about proving Chemtrails real, or even stopping Chemtrails, it's an opportunity for increasing public awareness of this….”

It will be fascinating to see how this plays out. It appears:

1. It has to survive three committee hearings: “…referred to the Committee on Science, and in addition to the Committees on Armed Services, and International Relations, for a period to be subsequently determined by the Speaker….”;

2. If it survives the three House committees, to be submitted to the full House (which is determined solely by Tom Daschle) and then passed by the full House;

3. Be introduced by someone in the US Senate (and I don’t know if a US Senator has sponsored the bill), go through the three or so Senate committees, be read out on the Senate floor and passed by the Senate;

4. Survive a Conference Committee markup to get the two bills (which probably would’ve been modified in either or both of the Houses) back to one;

5. Signed by President Bush, whom, given the successful passage of his humongous defense bill (which includes the airborne and spaceborne laser weapons programs awarded to you-know-who), and his dislike for treaties which put the US at a disadvantage, and his and the American peoples’ distrust for any UN-related enterprise, might be a bit hesitant about signing such a bill into law.

But even if you figure there is a 50% chance of each of these things happening, the statistical probability of the bill becoming law would be (given the 12 steps needed) 0.5^12, or 0.000244140625, which is two-one hundredths of one percent chance of its passage.

But, like Thermit says, it would definitely bring chemtrails (or at least Mr. Kucinich) into public scrutiny.

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Space Preservation Act of 2001'.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

Also, some of the information he is giving IS new to me. And other people here reacted negatively when I suggested that Gaiacomm should just tell the Council what he knows, and not anyone else, so as not to be exposed to aimless debunking.

Chossudovsky to me seems to be a writer who challenges old-paradigm "anti-US imperialist" thinking less than other writers in the chemtrail and 9/11 Truth movements. He seems unaware of the concerns and thinking of the anti-UN as opposed to anti-US wing of the movements, and of the possibility that the ecological and/or pseudo-ecological component in chemtrails might be more than just a totally self-conscious and cynical cover.

Has he read Jay Michaelson's Manhattan Project paper, suggesting that there could be a whole geo-engineering aspect to what is going on that is believed in by many of those engaged in it.

David Stewart has come up with some new information on this subject recently, and I don't want to give it all away before he is ready to. The pretences might be getting shakier. But to say that it is all just a matter of the gullible misleading the gullible as Chossudovsky does leaves out of account any analysis of the thinking (however delusory or) of those committed either intellectually or practically to the ecological justifications for some chemtrails programs.

As I said in the past, I am posting here on my own accord and not to be assaulted by words from people who only wish to play a game of lets see! I have given everyone my personal info and have invited you into my life without regard or without asking for anything in return.
Chemtrails is seen by many as a dog with no bite. I am attempting to rally people to help expose and educate. I am not in the mood anymore to defend my actions just to please some insane ego. I have demostrated my value by attempting to inform and if some of my data is repeated, SO WHAT! Give someone else a chance to learn! Where is your phone number LULU or are you hiding again?
A person who believes in a cause will do anything to get resolve! I doubt you really wish answers to chemtrails, more like a cyber control. Thermit and others seem like they wish not to waste time on airware posts!
