Americans Have a Right to Know About The Council on Foreign Relations

There exists in our nation today a privately-run organization with only 3,000 members, several hundred of whom are U.S. government officials. But even though this organization possesses enormous influence over the actions of our national government, most Americans have never heard of it.

This same organization's members dominate our nation's mass media, multinational corporations, the banking industry, colleges and universities, even the military. Yet its domination is unknown to the average citizen.

The members of this small but extremely influential group are responsible for a parade of foreign policy disasters in China, Korea, Vietnam, Nicaragua, Panama, Cuba, and Africa. The group itself has always sought to lead the United States into a one-world fuedalistic system led by its members and their like-minded associates in other nations. Shouldn't you know about this organization and what its members are planning for the 21st Century?

This article will introduce you to the Council on Foreign Relations, the little-known New York City-based organization that is both the seat of the … [East Coast Elite] establishment and the main force pushing the United States into the New World Order.

CFR WANTS ONE-WORLD FUEDALISM

It was a disappointed but determined group of diplomats from the United States and England who gathered at the Majestic Hotel in Paris on June 17, 1919. Their disappointment stemmed from the U.S. Senate's rejection of America's proposed entry into world government via the League of Nations. But they remained determined to scrap the sovereignty of each of their nations, and of all nations.

The leader of the U.S. contingent at this 1919 conference was President Woodrow Wilson's top advisor, Edward Mandell House. In his 1912 book, Philip Dru: Administrator, House laid out a plan for radically altering the American system via what he termed a "conspiracy." The book revealed his ultimate goal: Fuedalist global control in the hands of a tiny minority.

The Paris gathering led to the formation of the British Royal Institute for International Affairs and the American Council on Foreign Relations (CFR). With Rockefeller and Carnegie money backing it, the CFR quickly attracted influential Americans who used their influence to labor for the one-world fuedalist goal. In 1939, the organization accepted a formal invitation to establish a relationship with the U.S. State Department. That relationship soon grew into CFR domination of the foreign policy of our nation. Practically every Secretary of State for the past 50 years, serving both Democratic and Republican Administrations, has held CFR membership.

EXPLICITLY STATED GOAL

As early as 1922, the CFR's prestigious journal, Foreign Affairs, brazenly called for "world government" at the expense of our nation's independence. Repeatedly airing this subversive goal over subsequent years, Foreign Affairs published its most explicit call for the termination of U.S. sovereignty in Richard N. Gardner's 1974 article entitled "The Hard Road to World Order."

Admitting that "instant world government" was unfortunately unattainable, the Columbia University professor and former State Department official proceeded to champion "an end run around national sovereignty, eroding it piece by piece." He also pointed to numerous international groups and causes, each of which he claimed "can produce some remarkable concessions of sovereignty that could not be achieved on an across-the-board basis."

At the time this article appeared, hundreds of CFR members were holding high government posts. Those who were required to swear an oath to support the Constitution of the United States should have immediately resigned from the CFR. None did. Nor were any asked to do so by superiors in government. Instead, the erosion of national independence and the undermining of the Constitution continued.

CFR members like Gardner have historically helped similarly determined world-government advocates achieve power in other nations. It didn't matter to them whether foreign leaders were professed socialists, communists, or whatever, as long as they shared Edward Mandell House' s goal of "Socialism as dreamed of by Karl Marx." Fuedalism was the goal, and that has always meant economic control of the people and world government.

Over the years, therefore, CFR members have carried out the fuedalist goals of their organization's founder when they helped one thug after another take control of once-free nations. Now that communism is no longer the favored route to socialist world government, CFR members have thrown the weight of their considerable influence behind fuedalists and "former" communists in Europe, Africa, and elsewhere. But they deserve condemnation for the deaths of hundreds of millions killed by communist rulers, and for the horror of life under communist dictatorships still endured by more than a billion human beings.

PAST TREACHERY

CFR members Owen Lattimore and Dean Acheson engineered the betrayal of Chiang Kai-shek's government and the domination of the Chinese people by the bloodiest murderers the world has ever known.

CFR members Dean Acheson and Dean Rusk arranged for the no-win undeclared war in Korea, the removal from command of General MacArthur who sought victory, and the establishment of Communist Red China as the primary military power in Asia.

CFR members John Foster Dulles and Allen Dulles, filling top posts in the Administration of CFR member Dwight Eisenhower, betrayed the Hungarian Freedom Fighters in 1956 and knowingly aided communist Fidel Castro in his successful seizure of Cuba in 1958-59.

CFR members McGeorge Bundy, Adlai Stevenson, and John J. McCloy saw to it that the 1961 Bay of Pigs invasion was a miserable failure, a huge boost for Castro, and a stunning embarrassment for the United States.

CFR members Dean Rusk, Robert McNamara, and Henry Cabot Lodge pushed the United States into Vietnam and drew up the rules of engagement for our forces that made victory completely unattainable.

CFR members Richard Nixon and Henry Kissinger continued those policies, presided over America's total defeat in 1973, and allowed South Vietnam, Laos, and Cambodia to be delivered to communist rulers.

CFR stalwarts Henry Kissinger, Ellsworth Bunker, and Sol Linowitz arranged (with Senate approval) in 1978 to give away the U.S. canal in Panama to a Marxist dictatorship and to sweeten the incredible deal with a gift of $400 million to take it.

CFR leaders Zbigniew Brzezinski, Cyrus Vance, and Warren Christopher undermined strong U.S. allies in Nicaragua and Iran during the 1970's and helped dictatorial regimes to power

CFR members George Shultz, William J. Casey, and Malcolm Baldrige, during the 1980's, continued the policy of supplying U.S. aid which kept communists in power in Poland, Romania, China, and the Soviet Union. These same individuals did all they could to assist and dignify the dictators in El Salvador, Nicaragua, and South Africa. Wherever regimes failed, they sent more U.S. aid to the elitists and one-worlders who came to power.


George Bush SR. deliberately avoided the U.S. Congress and went to the United Nations for authorization to unleash American military forces against Iraq in 1991. He pointedly stated that his goal was a "new world order ... a United Nations that performs as envisioned by its

founders." The UN's founders, however, included 43 current or future members of the CFR. A leader of the U.S. delegation and the secretary general of the UN's founding conference in 1945 was future CFR member and secret communist Alger Hiss.

CFR member Bill Clinton followed the elitist game plan called for by Edward Mandell House by calling to an end to private ownership of fire arms, and economic unions preceding world government through NAFTA and GATT/WTO. President Clinton has also embarked on a deliberate program, most notably via his April l994 Presidential Decision Directive 25, which urges turning over control of U.S. military forces to the United Nations.

DESTROYING CHECKS AND BALANCES

Americans have always been assured that tyranny cannot be established in our nation because of our Constitution's brilliant system of checks and balances. In a round robin way, each of the three branches of government has the power to check and limit the activities of the other two. This feature of the Constitution did not materialize by chance. In the Federalist Papers, James Madison wrote: "The accumulation of all powers, legislative, executive and judiciary, in the same hand, whether of one, a few, or many, or whether hereditary, self appointed or elected, may justly be pronounced the very definition of tyranny."

But through its members, the CFR is amassing exactly the kind of tyrannical power Madison feared.

The Executive branch CFR members include George W. Bush, Colin Powell, Donald Rumsfeld, Dick Cheney, and many others.

The Legislative branch's Senate has been led by CFR members George Mitchell (the Majority Leader until he retired), Patrick Moynihan, John D. Rockefeller IV, John Chafee, Harris Wofford, Christopher Dodd, Larry Pressler, Bob Graham, Williiam Cohen, Claiborne Pell, an others.

The most important officers of the House of Representatives are CFR members: Richard Gephardt and Majority leader Newt Gingrich. In addition, there are more than a dozen other members of the CFR serving in the House.

The Judicial branch consists of the Supreme Court and all federal district and appeals courts. Of the nine justices of the nation's highest court, three are CFR members: Sandra Day O'Connor, Ruth Bader Ginsburg, and Stephen G. Breyer.

Checks and balances? The CFR doesn't worry about them at all. But every American should carefully consider James Madison's warning.

GRIP ON THE MASS MEDIA

Why are Americans unaware of the enormous clout possessed by the CFR? How can it be that an organization formed to undo the American dream and lead this nation into a one-world fuedalist nightmare can achieve such a controlling influence without the people knowing about it? Why hasn't the supposedly tough and courageous mass media informed the people about this subversive takeover?

The answer, very simply, is that the CFR dominates the mass media, which only rarely reports anything about the organization. The names of hundreds of media executives and journalists can be found on the CFR membership roster. On October 30, 1993, Washington Post columnist Richard Harwood detailed the CFR's domination of his own profession in his column entitled "Ruling Class Journalists." While never condemning what he was reporting and likely steering ambitious individuals toward the Council, Harwood characterized CFR members as "the nearest thing we have to a ruling establishment in the United States."

He wrote: "In the past 15 years, council directors have included Hedley Donovan of Time Inc., Elizabeth Drew of the New Yorker, Philip Geyelin of The Washington Post, Karen Elliott House of the Wall Street Journal, and Strobe Talbott of Time magazine, who was President Clinton's (Deputy Secretary of State).

The editorial page editor, deputy editorial page editor, executive editor, managing editor, foreign editor, national affairs editor, business and financial editor and various writers as well as Katharine Graham, the paper's principal owner, represent The Washington Post in the council's membership.

The executive editor, managing editor and foreign editor of the New York Times are members, along with the executives of such other large newspapers as the Wall Street Journal and Los Angeles Times, the weekly news magazines, network television executives and celebrities, Dan Rather, Tom Brokaw and Jim Lehrer, for example, and various columnists, among them Charles Krauthammer, William Buckley, George Will and Jim Hoagland."

The Council repeatedly denies that it sets policy for our nation. Yet, while discussing our nation's changing foreign policy, CFR Chairman Peter G. Peterson stated in the organization's 1989 Annual Report that "the Board of Directors and the staff of the Council have decided that this institution should play a leadership role in defining these new foreign policy agenda."

Our question is simply: How can an organization define an agenda for the nation without taking a stand or advocating a policy? The answer is that it can't. Any claim from the CFR that it is merely a debating forum open to all ideas is absurd. Even Richard Harwood knows this. In his Washington Post article mentioned previously, he wrote that the CFR journalists he listed "do not merely analyze and interpret foreign policy; they help make it."

The actual content of meetings held at the group's headquarters and elsewhere remains a closely guarded secret. According to CFR bylaws, it is an "express condition of membership" that members refrain from disclosing in any way what goes on at Council meetings. Any action contravening this rule "may be regarded by the Board of Directors in its sole discretion as ground for termination or suspension of membership."

Yet, cabinet officials, members of Congress, high-ranking military officers, and other government officials repeatedly participate at CFR functions. Such "confidential" gatherings under the aegis of a private organization (especially one founded by an individual whose goal was "Socialism as dreamed of by Karl Marx") are totally inconsistent with proper conduct in a free country.

No CFR member is ever directly instructed to hold any particular view. Instead, government officials and media personalities supply important respectability for favored positions, and render varying degrees of disdain or contempt for the opposite view. Ambitious politicians, journalists, corporate executives, professors, and others dutifully follow the lead set for them, frequently without ever knowing whose attitude they are parroting. In this way, an agenda is indeed set and policies are established. As a rule, slight variations on most topics are tolerated, even welcomed. But advocacy of any position outside carefully drawn limits earns scorn and ridicule. For example, discussion about increasing or decreasing U.S. funding for either the United Nations or a variety of foreign aid projects is tolerated, even welcomed. But anyone who calls for U.S. withdrawal from the world body, or who recommends that all foreign aid be terminated, jeopardizes his or her reputation with the nation's most prestigious power brokers.

Those who read CFR publications and study the editorial stance of CFR-controlled media organs know exactly which are the favored attitudes. The CFR and several like-minded groups can be expected to support the following: more pacts, treaties, and agreements that compromise U.S. sovereignty; continued praise for and reliance on the United Nations; piecemeal transfer of U.S military forces to UN supervision and command; more and newer forms of foreign aid; undermining and isolation of any national leader who does not favor socialism and world government under a "New World Order"; ….

Some who follow the lead of the Establishment are undoubtedly committed to the world government and elitist fuedalist rule advocated by the CFR's founders. But most who toe this line are self-promoters who are interested only in re-election, advancement, and recognition. They care little or nothing about the U.S. Constitution, their fellow citizens, and freedom in general.They are traitors.

THE SHADOWS OF POWER

A thoroughly revealing history of the Council on Foreign Relations and its responsibility for America's decline is available in researcher James Perloff's superb book, The Shadows of Power. Unlike others who have sought to warn the American people about the pervasive power of the CFR, Mr. Perloff studied the organization's publications from its inception in 1921. The evidence he supplies to support his condemnation is taken from the CFR itself.

His important book concludes that the CFR is a major participant in an ongoing conspiratorial drive to USE THE U.S. GOVERNMENT and the wealth of the American people to create POWER OVER MANKIND for a few diabolically driven elitist individuals. [emphasis added - Bush Jr’s “endless war” scenario is what the globablists are trying to use as their power to take over the world.]

Mr. Perloff is careful to point out that only some of the CFR's members are completely committed to the sinister goals he exposes. He believes that many CFR members, and many others who follow the group's lead, would readily switch their allegiance should widespread awareness be created about this powerful organization's history and designs.

That’s a very good question and thank you for asking.

I would say no. The CFR DOES however sheild the globalists from accountablility and many members are in fact what could be considered illuminati.

The CFR is very public...much more so than the likes of the illuminati.

Some say the illuminati no longer exist but i think it has manifested itself into other secret societies and organizations. Skull & Bones is one of them.


Make no misake..the stated goal of a “New World Order” is VERY real. The people
involved want to completely eliminate the U.S. constitution and dissolve
our national sovereignty. That much is certain.

Mech, this is not really a response to your article on the Council on Foreign Relations, but it will give you some idea of where I am coming from on related subjects.

I do indeed believe that Zbigniew Brzezinski, a member of the CFR, for one, is much more interested in Poland, Germany and the future of Europe than he is in the United States. And his involvement of fundamentalist Muslims in struggle against "the superpowers", first against the U.S.S.R., then against the USA (I can't document this, it is merely thrown in as a conversation opener), may well be part of a conscious long-term strategy of battle on two fronts, bringing both sides of the Cold War to their knees for the greater glory of the Fourth Reich. (Not for World Government. Personally I don't think there CAN be world government.)

Perry Anderson: Pre-emptive Surrender

Perry Anderson is the editor of the New Left Review, probably the most prestigious Marxist English-language theoretical journal in the world. He and his journal count for something in shaping opinion in academia and beyond, not only in Europe and the U.S. but everywhere. That is why I am writing this activist article to single him out for attention. We should be subjecting Perry Anderson to the same kind of co-ordinated treatment that neo-conservative activists give any prominent person who gets out of line by their criteria. I don’t advocate terrorising and blackmailing Anderson the way the Right do to people. But we can try to shame him. And it would be good to start trying to do it now, in this period of waiting for the attack on Iraq that the U.S. government has announced it intends to carry out and which Perry Anderson believes it will carry out.

Perry Anderson has carried out pre-emptive intellectual surrender to that threatened pre-emptive war. He does not on the face of it support the attack as open champions of the war like Christopher Hitchens do. But in his own lofty way, distastefully, he gives it the nod. His stance is more sophisticated, more insidious and so less noticed. He is not out to attract attention to himself beyond his intellectual peer group. With that audience his priorities are on saving face: adopting a position that will enable him to carry on his orderly life as before even in the kind of America (and world) that is taking shape now and will be worse after an attack on Iraq.

Anderson has to be reminded there is another audience monitoring him beyond those with whom he habitually associates and with whom he is personally familiar. There are others reading what he writes, and for them (for us) what he writes is simply not good enough. In fact it is lamentable. His pessimistic reading of the present international situation might be forgivable if it was not based on ignoring facts, but it is. His position on 9/11 is the familiar one that the attacks were unexpected. To be precise, he says they represented “an unexpected chance to recast the terms of American global strategy more decisively than would otherwise have been possible.” “The attentats of September 11 gave a Presidency that was anyway seeking to change the modus operandi of America abroad the opportunity for a much swifter and more ambitious turn that it could easily have executed otherwise. The circle around Bush realised this immediately.”

Anderson should be held to account for this central error in his reading, which is either accidental, in which case he is an incompetent political analyst, or deliberate, in which case he should be asked to explain why he is a conscious participant in this collective cover-up that emasculates not only the national campaign to hold Bush and his circle accountable for their crimes against American citizens but also the international anti-war movement.

Though Anderson now lives mainly in the United States, and has modified his life orientation to reflect this (once a leading theorist of “Western [i.e. Western European] Marxism, he is now in effect a critical supporter of the U.S. Democratic Party), he is as blind to the emergence and the potential of the new post-9/11 American opposition as any rank-and-file European Leftist ignorant of America. Again one asks: is this because he does not know or because he does not want to know?

I suspect that when confronted with the real facts of 9/11, Anderson’s stance would be that they are irrelevant, because only a marginal minority is going to get up in arms about such facts anyway. What is more important is the long-term historical perspective: “The arrogance of the ‘international community’ and its rights of intervention across the globe are not a series of arbitrary events or disconnected episodes. They compose a system, which needs to be fought with a coherence not less than its own.” Fighting the system with a coherence not less than its own for Anderson means not wasting time and effort on phenomena like 9/11, which was “In no sense a serious threat to American power: the targets were “symbolic” and the victims, though admittedly innocent and killed in one day, were “no more than the number of Americans who kill each other in a season.” Anderson (like his colleague Tariq Ali but unlike the Blairite mainstream of the British Labour Party) does not believe that 9/11 changed the world, nor that its effects are going to be permanent. “The current shift of emphasis,” he says, “from what is ‘co-operatively allied’ to what is ‘distinctively American’ within the imperial ideology is, of its nature, likely to be short-lived. The war on terrorism is a temporary by-pass on the royal road leading to ‘human rights and liberty’ around the world”. Being “product of an emergency” (because it was not deliberately engineered, W.H.) it has introduced a style of government “far more strident than the cloying pieties [concerning human rights] of the Clinton-Albright years” but also “more brittle”: “The new and sharper line from Washington has gone down badly in Europe, where human rights discourse was and is especially prized.” But “its negative goals are no substitute for the permanent positive ideals that a hegemony requires.” And because the objective of defeating and occupying Iraq is within American capacities (“its immediate costs do not at this stage look prohibitive”), and because “Washington can hope for a Nicaraguan effect after a decade of mortality and despair under UN siege” it is likely that the war against Iraq is going to be successful.

“Reporters from the New Yorker and Le Monde, Vanity Fair and the New York Review of Books, the Guardian and La Repubblica,” says Anderson, “will descend on a liberated Baghdad and – naturally with a level-headed realism, and all necessary qualifications – greet the timid dawn of Arab democracy, as earlier Balkan and Afghan. With the rediscovery that, after all, the only true revolution is American, power and literature can fall into each other’s arms again. The storm in the Atlantic tea-cup will not last very long.”

His prediction is that America’s economic problems are soon going to necessitate a change of regime in Washington. There will be a peaceful return to office of the Democrats. “In the not too distant future, the widows of Clinton will find consolation.” (sic) Dubya will presumably retire to his ranch. Unanswered questions will remain unanswered, and 9/11 will sink ineluctably into the past, for Americans and non-Americans alike.

Anyone who has followed the course of New Left Review over the years will be aware of a drift in the magazine’s political orientations that do not go well with pretensions to be “fighting the system with a coherence not less than its own.” Admittedly Anderson has not always been the editor. He was replaced in 1983, at the height of the anti-nuclear-weapons mobilisations in Europe, by Robin Blackburn, and did not make a real comeback until seventeen years later. He kept a low profile in the magazine throughout the last phase of the Cold War and the collapse of Communism in Eastern Europe and the succeeding period of wars in former Yugoslavia. But he has always been one of the handful of people at the heart of the magazine and has probably been more influential than any other one person in establishing its intellectual style.

There are three points of discontinuity in the NLR’s politics that are worth examining to refute Anderson’s implied claim that by ignoring the realities of 9/11 he assists in forging a superior long-term perspective of anti-capitalist critique. They are a) nuclear weapons, b) the Soviet Union, and c) “human rights” and their alleged priority over considerations of national sovereignty.

Nuclear Weapons

With the renewed topicality of nuclear weapons in the light of America’s determination that Iraq is not to be allowed to possess any, one might expect to find in Anderson’s writings today some sign of having been influenced by the great nuclear weapons debates that graced the pages of his magazine in the eighties. But there is none. Utterly forgotten are the truths we learned then about how nuclear weapons for all but the strongest nuclear power merely serve to undermine national security, turning a country into an object for “first strike” counter-force scenarios and so into a more immediate nuclear target than it would otherwise be. Utterly ignored is the role that nuclear weapons possession played in the downfall of the Soviet Union (which has been survived for more than a decade now by much smaller, weaker, non-nuclear-weapons-possessing Communist states such as Cuba).

Anderson endorses the idea that Iraq’s supposed continuing desire to possess nuclear weapons is a plausible ground for Washington’s current preparations to invade it. He takes it as axiomatic that the “traditional nuclear oligopoly” [not a word about Gorbachev’s and then Yeltsin’s years of effort to find feasible ways of escaping from that oligopoly] is bound to be more and more challenged “as the technology for making atomic weapons becomes cheaper and simpler”. Why does he assume that other states are likely to be led by deluded clowns in thrall to the myths of Hollywood and the mass media? Why does he assume that other states want to follow the Soviet road to perdition by acquiring nuclear weapons?

“The club”, he says, “has already been defied by India and Pakistan”. In what way do India’s and Pakistan’s acquisition of nuclear weapons signify defiance? Why does Anderson not mention Benazir Bhutto’s desperate attempts to get rid of her country’s nuclear weapons? Why does he not show some awareness of how these attempts were thwarted by India’s intransigence aided and abetted by the international anti-nuclear movement’s idiotic promotion of India’s nuclear anti-Americanism. Why does he write as if he never read the articles published by New Left Review in the eighties analysing the interactions in anti-nuclear-weapons politics between citizens’ movements and governments. Why does he write as if he doesn’t know that only AMERICAN citizens, and not a nuclear-armed Indian government, can make the American government abide by the provisions of the Nuclear Non-Proliferation Treaty (and at the time of writing, some are even attempting to do so: weapons inspection teams of United States citizens are demanding "immediate, unimpeded unconditional, and unrestricted access to any and all, including underground, areas, facilities, buildings, equipment, records, and means of transport," at Lawrence Livermore nuclear weapons Lab.” They are maintaining the struggle that Anderson has given up.

Even simply in terms of internal coherence, what Anderson says about nuclear weapons does not make sense. On the one hand he says that Iraq’s not actually possessing nuclear weapons “would make an attack on it all the more effective as a lesson deterring others from any bid to acquire them.” On the other, as indicated, he says that, more and more states are now going to be wanting nuclear weapons in order to protect themselves from a fate similar to Iraq’s. Does he in fact know what he believes about all this, let alone what is true? Is he consciously spreading disinformation and confusion on a subject that the New Left Review was much more honest and informative about twenty years ago than today. If so, why?

The mechanism at work in Anderson’s writing is exactly the same as with his concealment of the realities of 9/11: a manufactured threat: a threat which has been brought into existence through years of persevering diplomatic and political work on the part of the United States, is taken at face value. Anderson pretends that the dominant tendency in the United States power elite does not want other states to have nuclear weapons. And he pretends that they do not wish to encourage foreign terrorist acts against American citizens. The record shows precisely the opposite to be true in both cases.

What, after all, are the criteria for who is to have nuclear weapons? When the Soviet Union broke up, Ukraine, Kazakhstan and Belarus were allowed, indeed encouraged, to become non-nuclear weapons states, but Yeltsin’s attempts to get Russia as close as possible to the same non-nuclear status were sabotaged. South Africa was allowed unilaterally to get rid of its nuclear arsenal, but Britain and France, which in 1991 could have done a trilateral denuclearising deal on Brazilian-Argentinian lines with Russia, their only conceivable nuclear antagonist, did not try to. Pierre Joxe, the Socialist who as French Defence Minister was present at negotiations in Moscow on the future of Soviet and “Western” nuclear weapons in 1991, sent a smoke signal to the anti-nuclear movements at that time when he said that “France will not be the first to put on the brakes if there is a large world-wide movement for nuclear disarmament”. There was no response to it. Having myself at that point personally contacted Robin Blackburn (among others) and begged for action, I know that New Left Review bears some of the responsibility for that failure.

And what is the reality now? During a visit to China last year President Bush tried to encourage the Chinese to increase the size of their arsenal of intercontinental ballistic missiles capable of hitting the United States, so as to provide added justifications for United States development of its anti-missile shield. That is the point we have reached.

The Soviet Union

During the eighties the New Left Review’s stance on the Soviet Union was that it was one side of a bipolar system weighing down on the lives of both Western and Eastern Europeans. There was a tendency, headed by Fred Halliday, which spoke of the indispensable economic and above all military assistance provided by the Soviets to independence struggles in “The Third World”. But the main focus was always on aiding the emancipation of civil society in Eastern Europe, from the time of the Prague Spring of 1968 on through the subsequent struggles of Solidarnosc in Poland and into the period of Gorbachev’s perestroika and glasnost.

What is clearest in retrospect is the close correspondence between the magazine’s political positions and the objectives of German foreign policy as articulated in the Ostpolitik of Willy Brandt and his Social Democratic and Green successors. The New Left Review in the eighties was an element of the cultural milieu supporting that Ostpolitik. It therefore welcomed the collapse of the Berlin Wall and subsequent unification of Germany as a triumph for European “civil society” against the bloc system of the “two superpowers.” There was no hint in the New Left Review of the early nineties of Anderson’s current view that the collapse of the Eastern bloc “marked complete US victory in the Cold War.” 1989 was seen as a victory for “Europe” and 1991 as a victory for “democracy”.
The formula to which Anderson now adheres is that throughout the Cold War the Soviet Union acted as a countervailing force impeding absolute United States hegemony and so affording a measure of protection to weaker states. In line with this one-eyed interpretation of Cold War victory purely and simply as victory for the United States, Anderson gives a seriously distorted reading of key political events in the nineties. He presents the expansion of NATO “up to the traditional borders of Russia” as an American initiative, whereas in fact political opinion in the United States until around 1995 was seriously divided over the wisdom of proceeding with such an expansion. (There was no corresponding division in “respectable” political opinion in Germany). He says that Washington “took charge of liquidating the Yugoslav estate”, whereas in fact the first shots against Yugoslavia were fired by the Germans when they pressured the rest of Europe into backing their recognition of Croatian independence. In general Anderson pays no attention at all to how in the dismantling of Yugoslavia the Germans were getting the Americans to follow their agenda, not vice versa. Nor is he interested in the historical background to German and Austrian grudges against the Serbs, either from the time of the First World War or from that of the Second, when Belgrade threw back in Hitler’s face a political deal far more favourable to itself than it could have expected to get at that time, and far more favourable than anything it is getting today.

Anderson pays tribute to the Nazi theoretician Carl Schmitt, whom he names as one of two serious geopolitical thinkers of twentieth century Europe - he deplores that there are no such European thinkers today and that “all serious geopolitical writing is done in the United States” - but he never descends from the plane of high theory to draw the obvious political point from such tributes. Rather than acknowledge that one has been a willing accomplice in belated Hitlerian politics in the Balkans, one says that it was not the Germans but the Americans that were
behind it.

Human Rights

This impacts on the third area where Anderson implicitly tries to dissociate himself from positions he previously supported. The globalist rhetoric of human rights, (targeting in particular the evil of nationalism) which in the nineties replaced the slogans of European civil society’s struggle for liberation from the two superpowers, is now viewed rather distastefully by Anderson. It was the rhetoric that functioned as apologetics for NATO’s “humanitarian bombing” of the Balkans. Fixing his sights on present-day opponents of an invasion of Iraq who supported Western military action in Bosnia, Kossovo and Afghanistan, he informs them that “it is no better to support [aggressive warfare] in the name of human rights than it is to support it in the name of nuclear non-proliferation”. “What is sauce for the Balkan goose is sauce for the Mesopotamian gander. The remonstrants who pretend otherwise deserve less respect than those they implore not to act on their common presumptions.” In other words people like Daniel Cohn-Bendit and German Foreign Minister Joschka Fischer, who supported Western military action in both Yugoslavia and Afghanistan, are no better than supporters of Bush and Cheney who want to invade Iraq. In fact they are worse. They deserve less respect.

“The principle is exactly the same.” says Anderson. “The right – indeed the duty – of civilized states to stamp out the worst forms of barbarism, within whatever national boundaries they occur, to make the world a safer and more peaceful place…The logic is unanswerable.” At this point there is nothing to distinguish Anderson from Hitchens, only style. The conclusions that Hitchens reaches with relish Anderson reaches with weary regret. But they are the same conclusions.
Really Anderson’s disdain for the “human rights” activists brings him to politics worse (i.e. closer to Bush) than Hitchens: “There is no cause to regret,” he says, “that the Bush administration has scotched the wretched charade of the International Criminal court, or swept aside the withered fig leaves of the Kyoto tribunal.” Hitchens would not agree here. He wants that International Criminal Court, and Kyoto too, I imagine.

So what if it is a charade? The International Criminal Court, like the United Nations War Crimes Court for Former Yugoslavia on which it is modelled, is a charade that is being played out for a purpose. Wasn’t Milosevic chosen as a scapegoat precisely because of his suitability for luring the “unilateralist” Americans into setting a trap for themselves? Isn’t this War Crimes Court for Yugoslavia supposed to be setting precedents that will enable Christopher Hitchens to put Henry Kissinger in the dock, and then perhaps some more recent American war criminals, such as President Bush? Didn’t Under Secretary of State John Bolton publicly express anxiety on that score today? (Friday November 15th). Couldn’t the Court even now earn international plaudits for itself by acquitting Milosevic and then in reincarnated form be used to put on trial some real baddies, like Ariel Sharon? These are objectives that are still taken seriously by British Labour Party think tanks. Why does Perry Anderson start disowning them precisely now that they are beginning to look marginally less crazy?

It would be so good for Anderson to be given the chance to extricate himself from the knots he has tied himself into. He is a professor at the UCLA. Let us tell him that he must abandon his assertion that the 9/11 attacks were “unexpected” and face the evidence that they were not. That will be a start.

Response to Wayne Hall's Critique of Perry Anderson's "Force and Consent"

“We should be subjecting Perry Anderson to the same kind of co-ordinated treatment that neo-conservative activists give any prominent person who gets out of line by their criteria. I don't advocate terrorising and blackmailing Anderson the way the Right do to people. But we can try to shame him.”

Perhaps it is Wayne Hall who should be shamed for his preposterous and indefensible critique of Perry Anderson’s article “Force and Consent” from the latest NLR (see PERRY ANDERSON: PRE-EMPTIVE SURRENDER — Anderson’s article is available to all on the NLR website: http://www.newleftreview.net/NLR25101.shtml). I have no vested interest in defending Anderson or the NLR, which I agree is not always on the cutting edge of radical leftist political practice these days. But Hall’s unfair and off-target treatment deserves a response.

I am also posting this in the hopes that the worthy participants of this list will pursue the open and honest strategic dialogue that Anderson is attempting to initiate here, and which incidentally is very much in keeping with the goals that he has helped to forge for the NLR and those he prescribes for the left as a whole in his venerable body of work.

Hall’s primary objections to Anderson’s editorial seem to be that it in some way endorses America’s impending war on Iraq:

“Perry Anderson has carried out pre-emptive intellectual surrender to that threatened pre-emptive war. He does not on the face of it support the attack as more obviously hopeless cases like Christopher Hitchens do. But in his own lofty way, distastefully, he gives it the nod.”

And that Anderson has failed to reckon with the “facts” of the attentats of September 11:

“[Anderson’s] pessimistic reading of the present international situation might be forgivable if it was not based on ignoring facts, but it is based on IGNORING FACTS. His position on 9/11 is the familiar one that the attacks were UNEXPECTED.”

I challenge anyone who has read Anderson’s article to produce from within it any support for the first objection (Hall certainly fails to). As for so-called “facts” of the attacks of September 11th that Anderson so lamentably ignores, Hall never produces any clear statement of what these are – other than some vague suggestions that they were in fact “expected” or even “deliberately engineered.” Hall’s statements here are so incomprehensible to me that I am at a loss even to refute them, other than by pointing to Anderson’s open acknowledgement that he opposes the war and by arguing that his treatment of the so-called facts is not only forgivable but also incisive and necessary.

It is difficult to gauge Hall’s real objections to Anderson’s argument. After accusing him of supporting the United States’ war plans – an accusation which seems to me unsupported and groundless – and objecting to his treatment of the “facts” of the attacks of September 11th, whatever those facts are, Hall goes on to focus on three main areas of disagreement: nuclear weapons, the Soviet Union, and human rights (all of which disagreements we shall see are founded on misreadings of Anderson’s argument). Hall suggests that Anderson is naïve for accepting the United States’ justification of its war plans on the grounds of halting nuclear proliferation at face value:

“Anderson endorses the idea that Iraq's supposed continuing desire to possess nuclear weapons is a plausible ground for Washington's current preparations to invade it.”

In fact, Anderson is at pains to make clear throughout his article that the United States’ is using the issue of non-proliferation as a pretext to broaden it’s ability to invade sovereign nations without provocation. He does not view this pretext as “plausible ground” but rather critically assesses the United States’ motivations for making this pretext seem like “plausible ground.”

Similarly, with “human rights” Anderson’s concern is not with the issue itself but with the use it is being put to by the United States and it’s allies. Anderson is not here taking an ethical stance vis a vis the issue of human rights itself since he makes apparent that this issue is not really what is at stake in the United States’ current international policy. Thus, to take a specific example, although the ICC could be a useful institution, if the United States had allowed it to come into existence it is likely that it would have served only as a tool of United State’s interest (just as the UNSC *could* hypothetically be a worthy institution, but not under existing circumstances).

With the Soviet Union, Hall disagrees with Anderson’s characterization of the end of the cold war a victory for the United States – as an opportunity for the US to install itself as sole world hegemon. Here I can only appeal to the common sense of anyone who views the current international situation realistically. To me it seems an indisputable fact that the end of the cold war has marked the US’s assent to the detriment of all those who do not share its interests. The point here, however, is not that the USSR should have been supported in spite of its obvious faults.

The purpose of Anderson’s article is to deploy some critical concepts from the canon of classical Marxism, most notably Gramsci’s “hegemony”, in the hopes of situating recent events within the scope America’s longer term policy objectives in a way that enables us to form a coherent strategy of resistance. Anderson’s position, though formulated by him with characteristic lucidity, is not a novel one on the left (perhaps because it rests on the kind of analysis widely disseminated by the NLR). Anderson suggests that Sept. 11 has given America an opportunity (yes, an “unexpected” one in his view but I can hardly see how that matters) to recast its policy objectives in a way that is both extremely conducive to its own national interest and palatable (or palatable enough) to the international community whose consent it is trying to capture as hegemon. This rearticulation according to Anderson extends the banner under which America can use force against sovereign states without provocation —- from that of “human rights” so widely pressed into service in the 90s to non-proliferation and anti-terrorism. This extension singularly broadens America’s ability to justify using its peerless military in the service of its own interests.

Anderson’s approach raises two fundamental questions -- the first of which his article is primarly concerned to address, the second of which it is meant to provoke:

1) Can one’s interests (for Anderson, as a Marxist) be furthered by supporting, even indirectly, those of the US as hegemon – by consenting to the hegemon’s policy for pursuing its interests, no matter how universally those interests are articulated? The answer for Anderson (and myself) is clearly no: the formulation by the hegemon of its particular interests in universal terms is precisely the mechanism by which it garners consent and establishes its hegemony and which must be resisted. Thus, although safe-guarding human rights, halting nuclear proliferation and eliminating terrorism are all worthy causes, the means of furthering them provided by the United States and the US dominated International Community only serve to fortify the United States’ position as hegemon. This *is* a pessimistic position. We live in a terrible world.

2) Given the realistic assessment of the current international situation produced by our engagment with question one, question two immediately formulates itself: how do we resist (rather than lend our consent to) the United States’ hegemony? Here answers are less forthcoming. I think that the purpose of much of Anderson’s work is to provoke an open and honest dialogue concerning strategies of resistance – a dialogue that has not so far been forthcoming in a situation in which there are no friends on the left, but one that I hope my response here will help to generate.

I will close with a quote from Anderson’s first editorial under his renewed tenure at the NLR that seems to me perfectly in line with position he has advocated throughout his entire career:

“What kind of stance should NLR adopt in this new situation? Its general approach, I believe, should be an uncompromising realism. Uncompromising in both senses: refusing any accommodation with the ruling system, and rejecting every piety and euphemism that would understate its power. No sterile maximalism follows. The journal should always be in sympathy with strivings for a better life, no matter how modest their scope. But it can support any local movements or limited reforms, without pretending that they alter the nature of the system. What it cannot—or should not—do is either lend credence to illusions that the system is moving in a steadily progressive direction, or sustain conformist myths that it urgently needs to be shielded from reactionary forces. “

Walter Bentley interprets me as saying that Anderson "endorses America's impending war on Iraq."

He doesn't endorse it. What he does is "pre-emptively capitulate" to those who do. He doesn't put up worthy resistance to them, and the result is that he leaves others less erudite than himself intellectually disarmed.

I cite three areas in which Anderson does exactly what he despises human rights activists for doing: deploring it when other more robust actors proceed to act out the logical consequences of shared assumptions. This is why I think that Christopher Hitchens, despite his declared support for war against Iraq, is possibly doing the Left a lesser disservice than Anderson. Hitchens may support the war, but he also supports strengthening of the International Criminal Court, which could in future be used to put on trial those who are about to start it. This to me seems a more intelligent position.

The only thing I would like to retract about my article is calling Hitchens a "hopeless case" as I did in the version Mr. Bentley read. In fact I removed this pejorative characterisation from my text immediately afterwards, before the news came out of Henry Kissinger's being appointed to head the tribunal of investigation into 9/11, a development which brought Hitchens into the camp of the "opposition" since Hitchens would like to see Kissinger himself tried for war crimes.

The facts about 9/11 that Perry Anderson would seek to ignore are a matter of public record, available on a large and increasing number of websites. The most important were publicly aired by "The Observer" newspaper just a few weeks ago in a lengthy article by Gore Vidal. My purpose in posting here hasn't been to put up plagiaristic expose journalism and then get into pointless arguments over matters of fact. I take it that this isn't the kind of discussion Walter Bentley wants to have, and that being the case why does he say that I should have provided that kind of information?

For me the most problematic aspect of Anderson's editorial is the way he appears to pander to know-nothing assumptions about nuclear weapons, assumptions that nobody having read the New Left Review of the 1980s should share.

It is clear that the whole United Nations system supporting agreements such as the Nuclear Non-Proliferation Treaty has broken down. New thinking on the subject is required of the kind that New Left Review provided in the past. The fact is that even if a government in the United States wanted to abide by the provisions of that Treaty, in all likelihood it would not be politically possible for it to do so. This being the case, it is perhaps time for other nations to cease expecting the United States to commit itself to abolishing its nuclear arsenal. Let the anti-nuclear movements concentrate on getting the other nuclear powers to disarm and demand of the United States only that it insist on the nuclear disarmament of Israel, itself providing whatever nuclear guarantee that state might think it needs.

I never thought Marxism was a viable solution.

I agree, the world is a dangerous place, but WHO is fabricating the danger?

Are these "10 foot tall monsters" Saddam and Osama really what the media tells us they are or are they a created diversion to make war fever for the elites?

Any comments on Brzezinski? Perry Anderson is not well known outside a certain circle. I just wanted to show that the critique some of the most erudite Marxists are offering at the moment is not helping us think clearly or be well informed.

Brzezinski is a globalist. He even brags about a world government in his book. He has no national loyalty and is a member of the CFR. So is Dick Cheney, Rumsfeld, Powell and many others in the Bush administration.
The CFR is an American branch of society which originated in England and for all intents and purposes believes national boundaries should be obliterated and one world government rule established.

These are very dangerous people. They are NOT our friends.

Being a citizen of Europe and having read Brzezinski's "Great Chessboard" I confess that I sometimes feel like giving Brzezinski the benefit of the doubt enough to say that I think he may be using evil means in an attempt to bring about a potentially better situation.

That is not to say that I support him politically. Politically I perceive him as an enemy, but in the geopolitical context of the struggle between states I sometimes feel ambivalent about him.

If you have ever heard of the Nazi theoretician Carl Schmitt, to me Brzezinski very often seems like an inheritor of Schmitt's way of looking at the world (though a lesser thinker).

Is evil in the pursuit of possible improvement any less evil?

At some point in the "Great Chessboard" Brzezinski's says that a popular uprising in Europe may become necessary. Are these chemtrails a way of provoking that European uprising, in conjunction with Americans?

I agree with Big Joe that it would be better to start asking sensible questions now rather than having a sudden outburst of mass hysteria at some point in the future.
