This sounds like a very plausible way to neatly go about vaccinating people legally with whatever goodies they choose to slip in.Just go from state to state, a community at a time and deposit some little nasty that turns into panic and everyone will come running for HELP!!! Once again I think it is important to realize they work their magic on the masses thru FEAR.If one refuses to enter that state of FEAR,I guess they don't get YOU...To rid your mind of FEAR just replace those thoughts with positive, loving thoughts.You cannot be happy and mad/scared and secure at the same moment. This whole battle should be dubbed the BATTLE OF THE FREQUENCIES...They don't want us moving to the 4th dimension which is another frequency from what they are operating on. The Grays need us here! So try like hell to raise your consciousness if you don't want to be effected by the outrageous things they are doing to the world.Good Luck!
