David, Yes this is an excellent article! I have seen snips of it on other forums but I have never seen the whole article. The following are some snips from page 5- maybe not what you were pointing to, but they caught my eye! "The US Army has already alluded to this approach in their concept of "owning the weather.""
"This figure illustrates the systems development timing and sequence necessary to realize a weather-modification capability for the battlespace by 2025. As the primary users, the military will be the main developer for the technologies designated with an asterisk." (As usual, I cannot get the picture in here)
"Efforts are already under way to create more comprehensive weather models primarily to improve forecasts, but researchers are also trying to influence the results of these models by adding small amounts of energy at just the right time and space."
BTW: Could this possibly be a name for the project RTW is looking for? WFSE Weather Force Support Element

Good find, Aura!Now I gotta look around and FIND some time to do this stuff. I'm so far behind in my regular job that I need to devote a few microseconds to getting caught up. (After I finish reading the forums, of course.)

I have found some very interesting documents. But this will give you a sample.  19. A pilot program known as Project Popeye conducted in 1966 attempted to extend the monsoon season in order to increase the amount of mud on the Ho Chi Minh trail thereby reducing enemy movements. A silver iodide nuclei agent was dispersed from WC-130, F4 and A-1E aircraft into the clouds over portions of the trail winding from North Vietnam through Laos and Cambodia into South Vietnam. Positive results during this initial program led to continued operations from 1967 to 1972. While the effects of this program remain disputed, some scientists believe it resulted in a significant reduction in the enemy's ability to bring supplies into South Vietnam along the trail. E. M.
