A few specifics noted by moondog about the planes which he calls "kites:"

These planes often fly as low as several hundred feet over populated areas...like my house!

They do not show up on Flight Explorer. Some are blocked IDs, but mostly they are nothing at all, even a blip, to FE.

They are not landing. FE gives a clear view of landing and takeoff patterns all quite south of the city (I was in the NW part of the city), and at these altitudes, which are FAR lower than FAA law allows over populated airspace, and their directionality over the city, they could be coming down somewhere around, say, city hall. They cruise around over the city...they have NOTHING to do with the airport.

We got a couple relatively low kites, perhaps 5000 feet tonight, both spraying white trails against the dry dark night sky. A very dry July night.

The kites are several types, all similar in size: MD-80s, KC-10s, VC-9s, all around 707 to 767 size. Their light patterns are all similar: wingtips and a bank of two rows of white under the fuselage by the wings. Makes a traingle shape, which at night looks like a "bat kite", thus the name.

These current ones have some or all of the lights on, many have red and blue wing tip lights, and some have only white rapid strobes. They are very slow (looks like you can pass them in your car, but I think that is an illusion...maybe ~80 mpg), and oddly quiet. And they just cruise around, circle, turn, cruise, turn, cruise, like they are looking for a parking place!

Personally, I think that this guy is 100% grade-a looney. If he lives in Philadelphia and sees "kites" spraying at 500 feet over a giant city, then one would expect hundreds of others to see the same thing. When the "lights over Phoenix" incident happened a few years ago, not only was it caught on tape but hundreds of people claimed to have seen it. This was all on ONE NIGHT. If an ongoing phenomenon over a major city is only netting one observer, then I've got to question the reliability of that witness.

Now, on to the speculation. I'm guessing that he's seeing just what he says he isn't....aircraft flying to and from the local airport. He even alludes to a helicopter passing over him on it's way to another location, and he STILL believes that it's part of the conspiracy. That's pretty paranoid if you ask me, or he's flattering himself too much by believing that a helicopter is going to waste it's time and go out of it's way to fly over him and send him some sort of a message. If there was a message to be sent, it would be from Federal authorities beating down his door.

He clearly has little understanding of aviation at all, and the fact that he thinks that illumniating low-flying aircraft with a 2-million candlepower searchlight is in some way beneficial speaks volumes about his state of mind.

I see that there are a few rational folks over a Cliff's that have cautioned him against this. Thanks, 3T3L1.

Spotlighting an aircraft during the most critical phase of flight is not only dangerous, it's illegal. It takes some time for eyes to adjust to the dark, and shooting a blinding stream of light into the cockpit is just what the doctor ordered to keep those pesky pilots from seeing.

If he did that to me, it wouldn't be the authorities finding him that he'd have to worry about. It would be me. I'll leave it at that.

Perhaps some video or at least ONE photo would help his cause. After all, this has been going on for so long yet he hasn't thought to try and capture it on film? Hmmmm.....
