Buzz was successful in achieving circular polarization with the Rainmaker 2001(C) and is only used in necessary situations.On the west side of the coastal ranges the air heats up during the day and then falls back down the mountains during the night. This combined with ocean currents can stop a storm dead in it's tracks. It has a lot to do with the jet stream, a stream that we never often see and is very elusive.

If HAARP has achieved "circular polarization" (which I doubt highly) , then they can manipulate the weather at will. I am skeptical because of the large amount of power they are using. Circular polarization eliminates the need for any angle of radiation and makes for a pure isotropic attenae that utilizes energy from the ionosphere while employing power in the milliwatt ranges. The Rainmaker 2001 employed an attenuating feedback design that would fold wave-lengths using a specially designed helical ground plane. Buzz tells me that some things are better left alone until we understand them.

Buzz has "no comment" at the current time. There is a possibility that he will employ the Rainmaker 2001 in the near future but I have no idea when or where.

As for your "west pacific dam" , there is a possibility that a bridge is set up for weather modification, but, it is not high auroral. There is a more chemical nature to these anomolies and their purpose is to save beach front property and stop errosion of the coast. These grids could be helium jets that release large amounts of helium along the grid when a storm approaches. Helium gas is a bad conductor of heat and expands rapidly as it rises. Mixed with a proportion of hydrogen gas the "helium bombs" would accrete any moisture and more or less flip the incomming storm upside down gently nudging it north eastward towards the Japan current and also causing the storm to rain in on itself. The radio anomolies could be Masers pointed skywards to heat up the rising helium and hydrogen so it can, in effect, create a high pressure anti-cyclone.

This is all I got for now. The trans-spatial storm of course would negate the effects of these weather modification experiments.
