CITIZENS' DEMAND FOR DUE DILIGENCE FROM THE FOLLOWING GOVERNMENT AGENCIES:
FEDERAL AVIATION ADMINISTRATION (FAA)
ENVIRONMENTAL PROTECTION AGENCY (EPA)
RE: Military RF/ELF/ULF Operations
Military RF Chaff (Radio Frequency &
Chemtrails)
Military Violation of Civilian FAA
Airspace and Environmental Safety
Since 1998 military aircraft have been violating FAA civilian/suburban
airspace regulations performing RF Chaff Operations (Radio Frequency low level
radar testing a.k.a. 'Chemtrails'). Radioactive toxic Chaff fallout
substances have been found and identified crystalline submicron polymer glass
fibers of barium titanate, thorium, aluminum oxides, and ethyline di-bromide
[JP-8 jet fuel] in ground samples nationwide, submitted to researchers
assigned to this project having diverse backgrounds and trained in and
associated with a variety of disciplines including electronics, communications
and environmental engineering, general medicine, biomedical research,
chemistry, government / political, NSA/CIA, and military theory and
technology. A team of organized and dedicated professionals has devoted
thousands of hours to this project over the past several years, and read
hundreds of scientific, government and military documents found in the public
domain. Individual researchers have conducted in-depth investigation by other
means, including direct observation and inquiry.
Citizens' demands for due diligence from government agencies (FAA and EPA) and
officials (i.e., Congressional Representatives, Senators, and Legislators)
have been ignored.
On August 15, 1997, the father of the H-Bomb, Edward Teller, co-authored a
paper entitled: GLOBAL WARMING AND ICE AGES, which was prepared for submittal
to the 22nd International Seminar on Planetary Emergencies on August 20-23,
1997 in Erice (Sicily), Italy. The paper discusses in detail suggestions to
preclude solar radiation from reaching all or part of the Earth in an effort
to prevent climatic changes using aluminum oxide glass polymer particles
(Chaff Operations).
Kathryn Picoulin PhD ND BSRN, a neurotoxicologist in California, states that
Alzheimer's rates are doubling exponentially in the United States in 2002 and
will double again within the next five years. The aluminum-Alzheimer's
connection has long been established by science researchers abroad.
The words "chaff" and "scattering operations" were cited by Edward Teller in
his document and are referenced in many other government documents, what most
people would refer to as "chemtrails." We highly suggest when writing letters
of inquiry to government officials and agencies that you use the words "RF
chaff operations" (their own language), without mention of any other
incendiary topic other than following the general format of the sample below.
STEP 1 Please read the following steps to take action and make the difference.
Your voice does does count!
------------------------------------------------------
STEP 2 Click here to fill out request form: http://www.rcfp.org/foi_lett.html
PLEASE NOTE: there is no forwarding e-mail address on the RCFP FOI letter
Generator. To forward e-mail to the FAA and EPA, please see contact
information below.
For an example of how to fill in the blanks please read on.
The Fully-Automated Fill-in-the-Blanks FOI Letter Generator
Brought to you by The Reporters Committee for Freedom of the Press (RCFP) http://www.rcfp.org
Submitting a FOI request to a federal agency is not difficult, but a complete,
well-written request may help you avoid delays and further correspsondence
with a government agency. The form below is designed to help you create a
simple FOI letter. It asks you for all pertinent information, guides you
through the options available, and even lists a number of federal agencies and
their addresses. We do not collect or store any information from this form.
None of your data will be recorded by this program.
Part 1: Instructions
All you have to do is fill in all the information and answer the questions on
this page. Once you are done, click on the button that says "Create Letter."
This will NOT send the letter to the agency for you; instead, it sends back a
letter as a World-Wide Web page that you can save as a document for editing in
your word processor, or send directly to your printer. Or, you may choose to
have the generated document e-mailed to you. (The options available depend on
your Web browsing software.)
Feel free to use this as often as possible until you get a letter you are
happy with. One hint: if you use your browser's features to move back to this
page later, rather than follow our links back, your page will still contain
the data you have added. And if you have any questions, call our hotline:
1-800-336-4243
Answer the questions below as if you were providing the information directly
to a government office. If a query is actually the start of a sentence, fill
in the missing elements of the sentence.
Part 2: Personal information
Your full name ( "First M. Last" format):
Your address:
Day-time phone number:
Choose one:
Journalist / Author / Scholar / Other
Format: Choose desired format for records only if you want them in an
electronic or other non-paper form.
electronic / microfiche / other
Part 3: What you are looking for?
Below, clearly describe what you want. Include identifying material, such as
names, places, and the period of time about which you are inquiring. If you
think they will help to explain what you are looking for, include news clips,
reports, and other documents describing the subject of your research when you
mail your letter.
I request access to and copies of ...
Military RF/ELF/ULF Operations
Military RF Chaff (Radio Frequencies and
Chemtrails) Aerosol Operations
Military Violation of Civilian FAA Airspace
and Environmental Safety
What agency are you writing to? (Select from the table below, or choose "None"
and supply a name and address below. If you choose from the table, the address
is added automatically.
FEDERAL AVIATION ADMINISTRATION (FAA)
ENVIRONMENTAL PROTECTION AGENCY (EPA)
If none of the above, give agency and address here:
Part 4: Fees
A. Fee benefit. Are you a member of the news media? Yes No
i.e., do you want to request a fee benefit?
If no, jump to Question B below, in this section.
Fill this out only if you answered yes to the question above. Give a short
answer, not a detailed description as above.
I am gathering information on ...
Military RF/ELF/ULF Operations
Military RF Chaff (Radio Frequencies and
Chemtrails) Aerosol Operations
Military Violation of Civilian FAA Airspace
and Environmental Safety
.. that is of current interest to the public because ...
For Educational Purposes and voting, taxpaying citizens right to know
Give the name of your news organization:
You may choose from the "Contact" list above.
If a freelancer, provide information such as experience, publication contract,
etc., that demonstrates that you expect publication.
(write your own here)
B. Fee waiver. Will you ask for a fee waiver? Yes No This is only available
if release of the information is in the public interest because it will
contribute significantly to public understanding of government operations and
activities.
If you answered "Yes" above, you may wish to address some of the criteria for
waiver as described in the FOI Act. An author or scholar would want to show
how ultimately the information will be available to the public. A library may
want to identify researchers who will use it.
Material will be researched in critical analysis, formulated for peer
review by researchers with a variety of disciplines including electronics,
communications and environmental engineering, general medicine, biomedical
research, chemistry, government/political, NSA/CIA, and military theory and
technology. A team of organized and dedicated professionals has devoted
thousands of hours to this project over the past several years, and read
hundreds of scientific, government and military documents found in the public
domain. Individual researchers have conducted in-depth investigation by other
means, including direct observation and inquiry. Information will be
submitted for publication in white paper, newspaper, radio, internet formats
C. Fee limit. Enter a dollar limit for the amount of fees you are willing to
pay. The agency will be told to notify you if the amount will exceed this.
Most agencies will not consider your request properly filed unless you state
something about the fees -- either your willingness to pay or your request for
a fee waiver. If you set an amount up front, the agency will begin to process
your request, and you can retain some control over the ultimate amount you
will have to pay. If you select the fee waiver option below, this amount will
be ignored.
Amount: $ 0.00
Part 5: Expedited Review Requests
Amendments to the FOI Act passed in 1996 allow for expedited review of some
requests. Choose an option if it applies, and choose only one of them. Your
letter will say that you "certify" that your stated need is true. Journalists
should select the first option.
Option A: If you are a reporter or a person who is "primarily engaged in
disseminating information," and your request concerns a matter of "compelling
need," a request for expedited review may be honored.
Describe occupation:
(write your own here)
"The public has an urgent need for information about ..." (describe the
government activity involved)
Military RF/ELF/ULF Operations
Military RF Chaff (Radio Frequencies and
Chemtrails) Aerosol Operations
Military Violation of Civilian FAA Airspace
and Environmental Safety
"... because ..." (establish the need for bringing information on this subject
to the public's attention now. The need may involve an impending decision to
which informed members of the public might contribute through lobbying or
other contacts with public officials and in these instances delay would simply
rob the public of its ability to make known its views in a timely manner.
Another need could be for the public to address serious allegations of
governmental wrongdoing in a timely manner.)
Option B: If you have a life-threatening need for the information or delayed
disclosure could threaten the physical safety of any individual, a request for
expedited review may be honored.
"Please provide expedited review because delayed disclosure could threaten
(Choose one:) life or physical safety because ..." (describe the circumstances
surrounding the need for expedited processing under this standard.):
Delayed disclosure by the FAA and EPA could threaten life because Radio-Active
toxic chaff fallout substances have been found and indentified (crystalline
submicron polymer glass fibers of barium titanate, thorium, aluminum oxides,
ethyline di-bromide [JP-8 jet fuel]) in ground samples via military RF Chaff
operations within FAA civilian airspace nationwide by professional
researchers.
Option C: If your request is to the Department of Justice or any of its
components such as the FBI or the INS and delay could cause a loss of
substantial due process rights, you may be entitled to expedited review of
your request. "Please provide expedited review because delay in disclosure
could cause a loss of substantial due process rights." (Explain the
circumstances that would cause this loss.)
In addition: If your request is to the Department of Justice or any of its
components such as the FBI or the INS and your request concerns a matter of
"widespread and exceptional media interest in which there exist possible
questions about the government's integrity which affect public confidence,"
you should explain why your request meets these criteria in a request for
expedited review addressed to the Director of Public Affairs, U.S. Department
of Justice, Room 1128, 950 Pennsylvania Avenue, N.W., Washington, D.C.
20530-0001. At the end of this request you should state: I certify that my
statements concerning the need for expedited review are true and correct to
the best of my knowledge and belief.
Thank you for using the Reporters Committee's automated FOI sample letter.
Once you receive the finished letter (which should be almost immediately after
clicking on the button below), save it to a file on your computer or send it
directly to your printer. If you are using Netscape, both of these options are
under the File menu at the top of this screen. If you are printing directly,
be sure to remove some of the header options under File / Page Setup.
If you want to modify your letter, use your "Back" button to return here. You
can then modify your answers and resubmit the form. Note that if you choose
the "Clear" button below, all the information you typed will be wiped away. We
do not collect any information from this form; none of your data will be
recorded. However, we'd like to hear whether you found it useful, so please
feel free to e-mail us with comments: rcfp@reporterscommittee.org
