The Center for Public Integrity, a nonpartisan group, has revealed that it has received a top-secret Justice Department document containing plans for a second and even more draconian Patriot Act which would drastically expand government's police powers.

Calling for even more governmental secrecy and increased surveillance on the American people, the legislation has been kept secret from the public, pending a more conducive environment for its introduction -- say, after a terrorist attack. After an attack, when the sheeple are down on their knees kissing the jackboots of the police state and begging for more control, begging to give up their liberty for security, loving Emperor Bush and his power-mad cabinet-of-thugs would have no problem convincing the duped and frightened population that this "new" legislation would be needed in light of the current, dangerous atmosphere.

We are trying desperately to read all 120 pages of the document. Section 501 (the Expatriation of terrorists) allows the government to grab American citizens secretly for the mere suspicion of a crime, take their citizenship away and extradite them to a foreign country for imprisonment, torture, or execution.

Federal Regulators Ease Restrictions on Technology That Can See Through Walls

WASHINGTON (AP) - Technology that can see through walls to help police track criminals and aid firefighters searching for victims received a boost from federal regulators Thursday.

Responding to industry requests, the Federal Communications Commission tweaked restrictions on ultra-wideband technology, which sends millions of narrow pulses each second over airwaves to get a precise reading of an object's location and distance. The signals also can carry huge amounts of data over a short distance.

The technology has many potential uses, from wireless home networks of computers and other appliances to collision-avoidance systems in cars. Ground penetrating radar systems using ultra-wideband can detect objects or people buried under earth or debris.

"While I hope we have no reason to ever use ultra-wideband to assist search-and-rescue teams in a disaster, I'll be glad that we have this tool available should the need arise," said FCC Commissioner Michael Copps.

The FCC established rules a year ago permitting the marketing and operation of ultra-wideband products. The latest rule changes will allow manufacturers to design devices that gather clearer images, said Edmond Thomas, chief of the FCC's Office of Engineering and Technology.

The agency is still studying the new technology to ensure it doesn't interfere with other broadcasts.

The FCC announced the rule changes at a demonstration of ultra-wideband devices at the agency's headquarters.

Several companies showed off ground-penetrating radar devices that resemble heavy-duty lawnmowers with flat computer screens mounted on their handles. The devices can locate utility pipes and lines underground or in concrete.

Time Domain Corp., based in Huntsville, Ala., demonstrated a "through-wall motion detector," a briefcase-sized, 10-pound device that can be held up to a wall. A person moving behind the wall shows up as a colorful blob on a small display. The detector is intended for use by law enforcement, firefighters and the military.

False Alarm?
Terror Alert Partly Based on Fabricated Information

Feb. 13 — A key piece of the information leading to recent terror alerts was fabricated, according to two senior law enforcement officials in Washington and New York.

The officials said that a claim made by a captured al Qaeda member that Washington, New York or Florida would be hit by a "dirty bomb" sometime this week had proven to be a product of his imagination.

The informant described a detailed plan that an al Qaeda cell operating in either Virginia or Detroit had developed a way to slip past airport scanners with dirty bombs encased in shoes, suitcases, or laptops, sources told ABCNEWS. The informant reportedly cited specific targets of government buildings and Christian or clerical centers.

"This piece of that puzzle turns out to be fabricated and therefore the reason for a lot of the alarm, particularly in Washington this week, has been dissipated after they found out that this information was not true," said Vince Cannistraro, former CIA counter-terrorism chief and ABCNEWS consultant.

It was only after the threat level was elevated to orange — meaning high — last week, that the informant was subjected to a polygraph test by the FBI, officials told ABCNEWS.

"This person did not pass," said Cannistraro.

According to officials, the FBI and the CIA are pointing fingers at each other. An FBI spokesperson told ABCNEWS today he was "not familiar with the scenario," but did not think it was accurate.

Despite the fabricated report, there are no plans to change the threat level. Officials said other intelligence has been validated and that the high level of precautions is fully warranted.

New Yorkers Taking Police Presence in Stride

In New York, police are out in force in the subways, at train stations and airports and at the bridge and tunnel crossings into the city with radiation detectors and gas masks. In a press conference this afternoon, Mayor Michael Bloomberg said 16,000 law enforcement officials trained to combat terrorism were deployed in the city. Air patrols have also returned to New York.

"We are constantly changing what we're doing so no one can predict what instruments we'll be using and where we'll be going," Bloomberg said. The mayor stressed that while people should be vigilant, they should also be aware that New York City has been on code level orange for 17 months — since the Sept. 11, 2001 attacks that destroyed the World Trade Center.

New Yorkers, and people around the country, should not be frozen by fear and must carry on with their daily lives, the mayor said. New York Gov. George Pataki said it is important for people to be alert to anything suspicious around them, but that they should not spread rumors that could create panic.

‘Threat Is Still There’

"By no means do people believe the threat has evaporated," said Cannistraro. "The threat is still there, the question really is the timing and when this is going to happen."

It's not the first time a captured al Qaeda operative has made up a huge story and scared a lot of people.

The FBI concluded the information that led to a nationwide hunt for five men suspected of infiltrating the United States on Christmas Eve was fabricated by an informant, and the agency called off the alert sparked by the information.

Not at all. Many witnesses on the ground, civilians like you and me, saw the plane skip and then fly into the building….pictures were taken of it entering. The Pentagon is far more solid than the WTC. When the fuselage entered it was angled slightly downward, and as it penetrated the walls, the wings collapsed and folded back, as they naturally would because they are not made to withstand forward stresses like that. In effect then, the hole was smaller than the wingspan.
