My take is that the image is getting overexposed due to the bright light of that flare up. Digital cameras have a distinctive signature when over-exposure occurs, and that is that the light overload will spill over to the adjacent CCD elements in a particular row, giving a linear aspect to the over-exposure. So, I think this hasn't been tampered with, but also the actual activity is somewhat hidden by the inability of the camera to deal with the light level peak.
