New explicit anti-spamming clauses are going to be added to the regulations soon.

But apart from that, if you post in the sections where the debunkers are allowed you can expect to be attacked, and I had to make an appropriate response to what the debunker Seeker said about your posting personal information.

If we were really applying the regulations a lot of members would be expelled for rude and derisive postings.

I didn't see anyone doubted you havla...believe it or not but this "community" is not extremely large...so bold faced lies are generally exposed quickly...if not by anything other than behavior...

contrary to popular belief on both sides this board does have balance...a rare and special comodity...it should have been named cygnus x-1...

BTW, I don't particularly care for the term "debunker"...I look at things as intellectually honest as humanly possible...and after all these years if someone is wasting my time it irritates me...

also...I hardly call posting truth on people whose intent it is to decieve an "attack"...if what you or anyone says is true...it will wash...if not it will fade...

Gaiacomm, one way that I would like some help, not in terms of chemtrail political activism but in terms of (amateur) research would be in finding out more about the Swedish nuclear weapons project, the role of Olof Palme, the unilateral act of nuclear disarmament by Sweden, and the respective role of the Swedish military and the Social Democratic womens'organizations in bringing it about.

The more dirt you can dig up on Palme the more useful (not that I lack respect for him as a person, or do not deplore his disgraceful death at the hands of terrorists).

5 March 2003: Commission on the Status of Women, Forty-seventh Session. Statement by Ms. Margareta Winberg, Deputy Prime Minister.

Excellencies, distinguished delegates.

It is an honour for me to speak at this debate on behalf of the Swedish Government. Allow me first of all to express my appreciation for the excellent work the Assistant Secretary General Angela King and the Division for the Advancement of Women has done to promote gender equality within the UN system. I also would like to align myself to the statement made by my Greek colleague on behalf of the European Union.

Why, in the year of 2003, does male violence against women still exist? Why is the most dangerous place for a woman her own home?

The truth is: we are still living in an unequal society, a society where the oppression and discrimination of women by men still prevail, and where men are seen as superior to women. A world where men create the norm, and importantly, in which men use different forms of violence to control the lives of women and girls.

All this because of those male power structures that continue to shape us and the world we live in. Women are confronted with these structures and inequalities every day throughout our lives. It starts when a baby is born, and it continues during pre-school and all through their educational years. And as grown-up women we struggle, everyday, to surmount these barriers. Women have a weaker economic position, they own less – in many countries nothing at all – and in general they have less access to various resources.

One important area where women constantly face massive inequalities is in the labour market. In working life, women all over the world are confronted with higher rates of unemployment, less possibilities for a career, and lower wages.

In Sweden, we are, therefore, currently focusing on mending the wage gap between women and men. Lots of activities are taking place to highlight this injustice. The Swedish evening paper, Aftonbladet, is conducting the most recent campaign to highlight the fact that in Sweden, there are still a wage gap between women and men. It’s important for us to support these kinds of awareness-raising activities. In furthering our work for gender equality, media can play a positive and important role.

The root cause of wage inequalities is the difference in how women and men are valued in a patriarchal society. Men and male work are considered more valuable than women. Economic independence is the bases for women and men as we strive to create a society based on gender equality. All feasible measures must be taken to empower women and strengthen their economic independence.

The most serious expression of these inequalities is when men physically abuse, rape, and prostitute women and girls and sell them as they are common goods or commodities. For many of us the family is a source of security and comfort. Unfortunately, for many women and girls around the world, however, this is not their reality. Millions of women and girls are victims of crimes committed by men in the name of honour. Women and girls suffer female genital mutilation, dowry-related violence as well as early and forced marriages, prostitution and every day women and girls are targeted in armed conflicts.

In many countries, women lack access to sexual and reproductive health care services. This issue needs to be addressed politically, in the educational and health care systems, as well as in society at large. In this context, I must express my deepest concerns. The political climate in the world today, compared to in 1995 and during the Beijing process has unfortunately changed for the worse.

In recent years, some countries have taken measures, both in and outside the UN system, aimed to counteract previous successful work, thus, making the continuing struggle for women’s reproductive health and sexual rights much harder. I am especially concerned about the recent cuts to funding for different projects aimed to promote and improve women’s and girls’ reproductive health and sexual rights. I like, however, to express my deep appreciation for the important work done by the UNFPA, UNICEF and UNDP.

In the many armed conflicts we are witnessing around the globe today, civilians make up between 75% and 90% of the deaths and casualties. Of those the majority are women and children. Women and children also make up the vast majority of refugees and internally displaced persons.

In conflict situations, soldiers systematically subject women and girls to murder, to physical abuse and torture, to rape and other kinds of sexualised male violence, forced pregnancies, sexual slavery and other violations of human rights or breaches of international humanitarian law. All violations and breaches, as well as violent crimes committed by emergency relief workers and members of peacekeeping forces, must be condemned and punished. Also, importantly, women must be included as equal partners in the post-war negotiations.

The former Finnish Minister of Defence, Ms. Elisabeth Rehn, has made this clear in her report to UNIFEM on women and war. Sweden is currently working to find a viable strategy on how to involve women in the prevention of war as well as in the post-war negotiations.

Mr Chair,

Prostitution constitutes one of the most serious expressions of the oppression and discrimination of women and girls and a major obstacle to equality between the sexes. It is also a threat to our common efforts to develop sustainable solutions that will allow women and children in all our societies to lead lives free of oppression and male violence.

We cannot achieve gender equality and equal participation of women and men in all fields of society as long as women and children in our countries are victims of prostitution and trafficking. It is time to focus our work on the root cause of this despicable trade with human beings, that is, the demand for women and children for prostitution and sexual exploitation.

No trade can take place without buyers and therefore we must not discuss trafficking in women and children without mentioning prostitution and the fact that men buy women and children for sexual purposes. Nor can we talk about prostitution without reference to trafficking in women and children. We will never succeed in combating trafficking unless we take a vigorous stand against prostitution at the same time. Prostitution is male violence against women and children and an unacceptable contradiction in a civilised modern society in which women and men are equal.

Effects of Atomic Radiation (Item 81) - Statement by Counsellor Ulf Lindell in the Special Political and Decolonization Committee, 14 October 1998
Mr. Chairman,

The United Nations Scientific Committee on the Effects of Atomic Radiation, UNSCEAR, is currently chaired by Dr Lars-Erik Holm, Director General of the Swedish Radiation Protection Institute. In accordance with established tradition, Sweden, therefore, has the honour to introduce the resolution on the "Effects of Atomic Radiation" and to present the report of UNSCEAR (document number A/53/46).

UNSCEAR was established by the General Assembly through resolution 913 (x) of 3 December 1955 in recognition of the widespread concerns about the hazards of radioactive fall-out disseminating from testing of nuclear weapons in the atmosphere and of the need to collect and evaluate information on the effects of ionizing radiation on man and his environment. UNSCEAR’s mandate is to review published scientific reports and technical documents with the aim of evaluating regional and global exposures of man and to assess the inherent risks of harmful effects. The mandate has been renewed annually by General Assembly resolutions since 1955.

This year we shall be evaluating the continuing mandate and work programme of UNSCEAR and, as requested by the General Assembly in its 52nd session, we must also review the functioning of the Scientific Committee in accordance with, and in the light of, the recommendations made by the WHO and the IAEA.

In the mid-1950s, when the General Assembly initiated the work of the Committee, the principal concern was the hazards of radionuclides in the environment as a result of the atmospheric testing of nuclear weapons. Over the succeeding forty-three years, there has been a cessation of atmospheric testing of weapons, although underground testing has continued. Man-made radionuclides continue to be released to the environment, from the large growth of a civil nuclear power programme and the use of radionuclides in medicine, agriculture and industry. There is an increase in exposures of patients due to increasing access to medical procedures and to new techniques such as computed tomography (CT) and interventional radiology. People are also exposed by their work in industry and health care and subject to elevated radiation levels through air travel. There has also been a growing awareness of the extent to which mankind is exposed to natural sources of ionizing radiation.

UNSCEAR evaluates studies on the mechanisms of interaction of ionizing radiation with biological targets from effects at subcellular, cellular and organ level. Biological effects of radiation include acute tissue damage from high doses, such as from radiation accidents, and late somatic and genetic changes, i.e. cancer and hereditary effects.

The objective of further activities of UNSCEAR is to continue to collect data on radiation doses and to examine the sources of data that are available for assessing the radiation risks, such as cancer and hereditary effects at low doses and dose rates. The aim is also to highlight the critical elements of the mechanisms of oncogenesis in order to relate these to data on dose-effect relationships.

UNSCEAR is the major international body which reviews the exposure of the world population to all sources of radiation – natural and artificial, domestic and occupational, and under normal circumstances as well as after accidents, such as that at Chernobyl in 1986. The levels of exposure from all of these sources change with time and vary in different parts of the world, which requires their frequent re-evaluation by UNSCEAR.

Over the years since 1955, it has become apparent that the primary late effects of exposure of a population to ionizing radiation is the probability of the development of an excess of cancers many years after the exposure. Quantitative radiation risk estimates are derived from epidemiological studies of radiation-exposed populations, e.g. the survivors of the atomic bombings of Hiroshima and Nagasaki, patients exposed to radiation for diagnostic or therapeutic purposes, radiation workers and individuals exposed to high background radiation. The results of these studies form the basis for quantitative estimates of health effects from radiation exposure of human populations. UNSCEAR has also assessed the effects of radiation on the environment and is now evaluating the combined effects of ionizing radiation and other agents.

In 1995, UNSCEAR began a new programme of review of the sources, exposure and biological effects of ionizing radiation. A comprehensive report, with detailed scientific annexes will be published in the year 2000. Further understanding of the mechanisms of cellular damage and response to radiation and the biological effects in organisms will provide a sounder basis for establishing the risks of radiation exposure.

Mr. Chairman,

for the past 43 years, the method of operation and the quality of the reports of UNSCEAR have made an important contribution to the quest for a safe radiation environment. The Committee has become the primary international scientific body reviewing and assessing the health risks of exposure to ionizing radiation. Its estimates have been, and are still being, used by major international bodies including the International Commission on Radiological Protection (ICRP) and United Nations agencies such as IAEA, WHO, ILO and FAO, as well as the Nuclear Energy Agency of the OECD.

Most national authorities cite UNSCEAR as the definitive authority. They say that it provides a balanced view on levels of exposure and health effects of those exposures. This reputation has been earned because of the excellence and independence of its reports. In addition, UNSCEAR documents guide the direction of research in the field of radiological protection and thus encourage research activities throughout the world.

To this date, the work of the Committee is a remarkable example of high efficiency at a low cost for the United Nations. It has only one scientific secretary with secretarial assistance, and substantial economic support is given by the 21 Member States and their national authorities.

It is against this background that I put the draft resolution on the Report of the Committee before you. It is my hope that, as in years before, it will be adopted by consensus. The text in large parts follows the wording of previous years. This year’s text takes note of the evaluation of the report of UNSCEAR provided by the WHO and the IAEA. A general reference to these evaluations is included in preambular paragraphs 7 and 8. The concrete recommendations contained therein are followed-up in operative paragraph 2.

The Committee’s reports have an unrivalled reputation for independence and excellence and are quoted as the objective and definitive international scientific position. UNSCEAR intends to publish continuing comprehensive assessments of the levels of radiation to which the world population is exposed and continuing reevaluations of current knowledge on the effects of ionizing radiation. These publications will continue to be the basis on which international and national agencies will develop further appropriate protection standards for workers, patients and the general public.

On the basis of this summary of the Committee’s programmes it is recommended that the General Assembly maintain the present functions and role of UNSCEAR, including the present reporting arrangements.

An additional effort has been made to accommodate some concerns of individual delegations expressed before-hand and in the previous year, bearing in mind the possibilities, but also the limitations, of the Scientific Committee and in an effort not to endanger the consensus on this issue.

It is in this spirit that I would ask for support of the draft resolution. This draft resolution is co-sponsored by all the member states of the European Union and Argentina, Australia, Belarus, India, Japan, Malaysia, New Zealand, Norway, the Philippines, Poland, the Russian Federation, Thailand, and Ukraine.

I would like to thank them all for their support.
