Can anyone here shed some light on what the heck the 17/23 correlation is? I found it mentioned on the following link.

Seems like a bit of a weak link to me, an anagram of another 4 digit number, but still, I'd like to know what this guy is talking about.

I did a web search on it, turned up nothing.

Any idea what the 3172 on the $5 bill is for?
