C.I.A. Was Given Data on Hijacker Long Before 9/11

ASHINGTON, Feb. 23 — American investigators were given the first name and telephone number of one of the Sept. 11 hijackers two and a half years before the attacks on New York and Washington, but the United States appears to have failed to pursue the lead aggressively, American and German officials say.

The information — the earliest known signal that the United States received about any of the hijackers — has now become an important element of an independent commission's investigation into the events of Sept. 11, 2001, officials said Monday. It is considered particularly significant because it may have represented a missed opportunity for American officials to penetrate the Qaeda terror cell in Germany that was at the heart of the plot. And it came roughly 16 months before the hijacker showed up at flight schools in the United States.

In March 1999, German intelligence officials gave the Central Intelligence Agency the first name and telephone number of Marwan al-Shehhi, and asked the Americans to track him.

The name and phone number in the United Arab Emirates had been obtained by the Germans by monitoring the telephone of Mohamed Heidar Zammar, an Islamic militant in Hamburg who was closely linked to the important Qaeda plotters who ultimately mastermined the Sept. 11 attacks, German officials said.

After the Germans passed the information on to the C.I.A., they did not hear from the Americans about the matter until after Sept. 11, a senior German intelligence official said.

"There was no response" at the time, the official said. After receiving the tip, the C.I.A. decided that "Marwan" was probably an associate of Osama bin Laden, but never tracked him down, American officials say.

The Germans considered the information on Mr. Shehhi particularly valuable, and the commission is keenly interested in why it apparently did not lead to greater scrutiny of him.

The information concerning Mr. Shehhi, the man who took over the controls of United Airlines Flight 175, which flew into the south tower of the World Trade Center, came months earlier than well-documented tips about other hijackers, including two who were discovered to have attended a meeting of militants in Malaysia in January 2000.

The independent commission investigating the attacks has received information on the 1999 Shehhi tip, and is actively investigating the issue, said Philip Zelikow, executive director of the commission.

American intelligence officials and others involved with the matter say they are uncertain whether Mr. Shehhi's phone was ever monitored.

An American official said: "The Germans did give us the name `Marwan' and a phone number, but we were unable to come up with anything. It was an unlisted phone number in the U.A.E., which he was known to use."

The incident is of particular importance because Mr. Shehhi was a crucial member of the Qaeda cell in Hamburg at the heart of the Sept. 11 plot. Close surveillance of Mr. Shehhi in 1999 might have led investigators to other plot leaders, including Mohammed Atta, who was Mr. Shehhi's roommate. A native of the United Arab Emirates, Mr. Shehhi moved to Germany in 1996 and was almost inseparable from Mr. Atta in their time there. Both men attended the wedding of a fellow Muslim at a radical mosque in Hamburg in October 1999 — an event considered an important gathering for the Sept. 11 hijacking teams just as the plotting was getting under way. American and European authorities say that Mr. Shehhi was actively involved in the planning and logistics of the Sept. 11 plot.

"The Hamburg cell is very important" to the investigation of the Sept. 11 attacks, Mr. Zelikow said. The intelligence on Mr. Shehhi "is an issue that's obviously of importance to us, and we're investigating it," he added.

Asked whether American intelligence officials gave sufficient attention to the information about Mr. Shehhi, Mr. Zelikow said, "We haven't reached any conclusions."

The joint Congressional inquiry that investigated the Sept. 11 attacks was told about the matter by the C.I.A., but only a small part of the information was declassified and made public in the panel's final report in December 2002, several officials said. The public report mentioned only that the C.I.A. had received Mr. Shehhi's first name, but made no mention that the agency had also obtained his telephone number.

Officials involved with the work of the joint Congressional investigation made it clear that the publication of a more complete version of the story was the subject of a declassification dispute with the C.I.A. A former official involved with the Congressional inquiry acknowledged that having a telephone number for one of the hijackers was far more significant than simply having a first name.

Since the Sept. 11 attacks, the C.I.A., F.B.I. and other government agencies have been heavily criticized for failing to put together fragmentary pieces of information they received from a wide array of sources in order to predict or prevent the terrorist plot. The joint Congressional panel that investigated the attacks concluded that American authorities "missed opportunities to disrupt the Sept. 11 plot by denying entry to or detaining would-be hijackers; to at least try to unravel the plot through surveillance and other investigative work within the United States; and finally, to generate a heightened state of alert and thus harden the homeland against attack."

Until now, the most highly scrutinized failure has related to the C.I.A.'s handling of information about a meeting of extremists in Malaysia in January 2000 that involved two of the men who would become hijackers, Khalid al-Midhar and Nawaq Alhazmi. Although the C.I.A. identified the two men as suspected extremists, the agency did not request that they be placed on the government's watch lists to keep them out of the United States until late August 2001. By that time, they were both already in the country. In addition, while the two men lived in San Diego, their landlord was an F.B.I. informant, but the bureau did not learn of their terrorist links from the informant.

But unlike the leads to Mr. Midhar and Mr. Alhazmi in San Diego, the earlier information about Mr. Shehhi could have taken investigators to the core of the Qaeda cell at a time when the plot was probably in its formative stages. According to testimony in Germany in December in a criminal case related to the Sept. 11 attacks, Mr. Shehhi was one of only four members of the Hamburg cell who knew about the attacks beforehand.

Mr. Shehhi and Mr. Atta traveled to Afghanistan in 2000 to train at a Qaeda camp with several other Sept. 11 plotters. And after returning to Germany, Mr. Shehhi made an ominous reference to the World Trade Center to a Hamburg librarian, saying: "There will be thousands of dead. You will all think of me," German authorities said.

I called up a friend who used to work for SAC-NORAD and he turned on CNN while we talked over the phone.

When the second plane hit, he screamed
"Where's the air cover?"

I was woken about 8:30 by a phone call from the limo company contracted to drive me to Los Angeles Airport (LAX). "This is your limo driver," the voice told me. "You won't be flying home today."
"Why not," I asked, groggy from sleep.
"All the airports in the US have been shut down."
It took a moment or two to process this statement. I could believe that LAX had been closed for some reason. But all the airports? In the whole country? "What? Why?"
"Some one has flown a plane into the World Trade Center."
They say that most people thought it was a joke when they first heard of the attack. You can understand why that was my first thought. Luckily I was too sleepy to laugh out loud. (Actually, I thought it was a pretty poor joke.) I can only add that once I learned the truth, I experienced an eerie terror, as if I had seen the future, and not understood it until it was too late.
Assuming the idea for flying a plane into the Twin Towers by the remote control of a secret government agency was original to our writers, it had been floating around for a year and a half at least before the actual attack. Not a lot of viewers saw our show (several million maybe saw the pilot), but I have no doubt that the idea - or cultural 'meme' - was immediately available once the shock of the attack wore off.
Of course, it also means that the idea of terrorists flying a jet into a New York landmark was not so unthinkable as it seemed in the days afterwards. As far as news items being 'scrubbed,' I think it's safe to say that our pilot, if not our entire series, will never be seen on network television anywhere. Ever. A strange, awful confluence of pulp culture and reality...

Well, we were home that morning before my husband had to go to work and watching the news. We saw it unfold on ABC and switched to CNN and back and forth. Shocked of course.

I wasn't aware enough to operate on a suspicious level at that time. I was in shock. It wasn't until several months later that I started to actually THINK about everything.

And it wasn't until six months ago that I started investigating and reading the alternative reports and suspicians even after having joined a board in Feb. 2002 where one member kept posting about 9/11 and I was still closed to the truth. I also learned about chemtrails back then, too.

I remember the day after, my oldest son mentioned that he thought for sure the towers were demolished on purpose -- demolition. I was open, but not convinced at that time. Just emotional. I tended to respond on a spiritual level as well.

Well, I've certainly caught up intellectually since then!

Tuesday early morning hours approx. 2 AM:

Our 18 cockatiels thrashed in their cages. They VERY rarely do this. We do not keep a cover on them, unless the heat goes off for some reason, and we feel that is the reason for night frights. We got up, and calmed them down. Everything was OK for an hour, but again they bounced off their cages insides in the dark. Now it is double rare. Here's where the real weirdness comes in...For every half hour until 7 AM, they thrashed. We literally had to stay up with them all night, like children. Finally, when the sun was up, and everybody's day was beginning, they stopped, and seemed normal.

We drove to work as usual, leaving at 8 AM, driving from Jersey City, to Morris County, a 30 mile drive. Our vehicle has a removal radio, but we forgot it that day, so no tunes or news. On the way in, we talked about how quiet "terrorists" had become in the news.

I dropped Theta off a work, and got to my job at 9 AM. The building was weirdly vacant. They were all in the gym, watching the news about a plane had just crashed in the WTC. I went there, and watched as a second plane, and a third flew into the Pentagon. Theta called me, and we said immediately, "setup". Some more friends called me, one who had watched on binoculars, and we all concurred, "JFK, Waco, Oklahoma City, WTC1, Pearl Harbor". When I saw a congressman come on TV and say, "It was Osama Bin Laden", I thought "Here we go again".

We could not get home that night. Jersey City was literally a lockdown. They were checking all vehicles, and the traffic was an 8 hour wait, so we slept over Theta's mom's house in Rutherford.

The next day, I took off work, and the smell of the burning buildings and bodies was overwhelming, living only 3 miles form Ground Zero. I went to a friends house, and he watched the TV for 20 hours straight, and he thought he saw demolitions set off.

My brother-in-law and a co-worker worked at the Hyatt Regency Jersey City, parallel across the Hudson River from the WTC. They witnessed both planes flying into the buildings. However, at 7 AM 9/11, 3 blocks from the Hyatt, down one of the many small streets in Jersey City that lead to the water, were parked 8 thru 10 EPA trucks. This was verified by 2 independent people.

On our way home, we saw an entourage of about 20 black glassed limousines and SUV's, along with 10 NJ State Troopers, blocking traffic for a half a mile.

It is a statistically proven coincidence that planes trains and busses,
which become involved in fatal accidents have higher than normal numbers of no-shows and cancellations.

If all passengers and crews from all four airplanes crashed on 911 were loaded onto just one 767,
there would only be three people without seats!

I recall clearly the manager of the WTC telling Peter Jennings:
"Normally at this time of day, there could be up to 25 thousand people in the WTC complex."

Many people did not show up for work that fateful day.
(The manager of the WTC had taken the day off to register his son in school a week late for example)

The Pentagon was struck in 'a wing shut down for construction',
which, fortunately had recently had blastproof bulkheads installed.

Those initial eyewitness reports that a small airplane had struck the first tower were quickly revised when the 757 hit the second tower.

I had worked in the construction industry and was familiar with buidlings subjected to blast and or fire damage.
When the towers collapsed,
The first thought that came to mind was memories of identical collapses in two buildings explosively demolished by Dontrolled Demolition Inc.

My former SAC-NORAD buddy told me that Metropolitan areas are no-fly zones and interceptors would normally be diverted,
also
any time a passenger jet was out of touch with air traffic controllers (like Payne Stewart) interceptors would normally be diverted.

I have a Navajo friend who says that it is ancient knowledge that birds and animals can predict events. My Ukrainian-Polish Grandma said the animals on her farm would panic before bad weather conditions. An old Irish tale is of cats howling one week before someone in the family passes away. In The San Francisco Earthquake of 1989, packs of dogs were seen running away from the epicenter 15 minutes before the Quake. Humans also possess these facilities, but Linear Thought can block them out, and the Linear mind will always pass off such events as "Coincidences".

Whom first mentioned OP Northwoods to me still works inside the gov't but I cannot identify which agency.
Aside;
My neighbor who was once Gaulieter of East Prussia (when East Prussia reached to the gates of Moscow) had two white parrots.
They were more vocal and more trouble than cockatiels.
(which other former Nazi neighbors had also)
{no reflection on vocal intelligent birds intended}

My point is that I knew from day one that the WTC attack could only be accomplished with co-operation or facilitation of the US Gov't.
I've been re-reading Tom Clancy (rightwing author) novels
only to find a 747 used as a weapon, terrorist acts used as faux provoction for an invasion of an arab nation, and worse.

My greatest fear is that the vcurrent renegade *" fictional basis for actions which have cost tens of thaousands of lives.

*Robert Redford played a CIA fiction reader whose job was to find fictional plots which the agency could use.
After he sent in a report on faked Arab attacks as a basis for invading and occupying mideast oilfields, his branch was murdered,
except for Redford, who had been sent for coffee and doughnuts.
Reality seems to faithfully follow fiction in this administration.

(on 911/ I was interfacing between former gov't employees and current , those current, have no faith in this administration and refuse to discuss the events except in person with extrodinary precautions.
"Northwoods/Reichstag Fire" seems most likely the explanation for the 911 military stand-down.

The scenario of twelve Arabs with box cutters defeating the whole U.S. defense system has seemed absurd from my first true thought on the event -- however time-lagging compared to yours!
